BAGHDAD — Several thousand supporters of anti-American Shiite cleric Muqtada al-Sadr protested Friday against an emerging U.S.-Iraqi security agreement, saying it would turn Iraq into a U.S. colony.

The march in the southern city of Kufa came a day after U.S. Secretary of State Condoleezza Rice met with Iraqi leaders in Baghdad to discuss the deal, which includes a gradual withdrawal of U.S. forces.

Under a draft agreement, American combat troops would pull out of major Iraqi cities by next June and leave Iraq by 2011, according to Iraqi officials familiar with the document.

The schedule could be modified if the two governments agree, and the pact has not been approved by either the Iraqi Cabinet or the parliament, which has the final decision.

Al-Sadr, who lives in Iran but retains significant political clout in Iraq, strongly opposes the U.S. military presence. Al-Sadr and other critics fear that the pullout deal will bind the U.S. and Iraq in a long-term security relationship, instead of restoring Iraqi sovereignty.

In Kufa, about 2,000 Sadrists marched after Friday noon prayers, chanting, "No to America," and raising pictures of al-Sadr. They held up banners reading "The dubious agreement means a permanent colonization of Iraq" and "Iraq is not a U.S. colony."

An aide to al-Sadr, Sheik Dia al-Shawki, told the worshippers that the emerging deal goes against the will of the Iraqi people.

In Sadr City, a sprawling Shiite slum and al-Sadr's stronghold in Baghdad, preacher Sayyid al-Battat criticized what he said was an ambiguous agreement "that the Iraqi people know nothing about."

A key point of contention has been the issue of jurisdiction over Americans in Iraq, as the Iraqi forces assume greater responsibility.

The draft agreement says that private U.S. contractors would be subject to Iraqi law, unlike at present, but American negotiators held firm on U.S. troops remaining under U.S. jurisdiction.

Iraqi Deputy Foreign Minister Mohammed Hamoud Bidan provided more details Friday, telling CNN that jurisdiction would be determined by a joint legal committee in cases of U.S. citizens who commit major crimes against Iraqi civilians.

The deputy minister also reiterated that June 30 is the deadline for a troop withdrawal from Iraqi cities.

In other developments Friday, Iraqi forces carried out an arrest raid in Sadr City. The forces moved in as worshippers headed to a local mosque for dawn prayers, said Ali al-Moussawi, a spokesman for al-Sadr's office in the area. Soldiers shot and killed one of al-Sadr's guards when he tried to escape arrest, al-Moussawi said. Another guard was arrested, he said.

Army officials had no immediate comment.

The Iraqi army won control of Sadr City in May, after weeks of battles with al-Sadr's now largely disbanded militia.

Also Friday, a court spokesman said an Iraqi court imposed the death sentence in absentia on a former Sunni culture minister for his role in an attack on a Sunni politician that killed his two sons.

The Baghdad criminal court imposed the sentence Wednesday on Asad Kamal al-Hashimi after convicting him of the Feb. 5, 2005, attack, according to a spokesman for the Iraqi Higher Judicial Council, Abdul-Sattar Bayrkdar.

Al-Hashimi has been a fugitive since he was accused of planning the ambush against secular Sunni politician Mithal al-Alusi. Al-Alusi was wounded and his sons were killed in the western Baghdad attack.

Al-Hashimi has one month to file an appeal.

I really don't care!!! My husband has been to that hell hole 3 times... due home in OCTOBER this year!!!

He is going to recruiting duty when he gets home and will be on that duty for 3 years!!! That means, NO IRAQ for us if BOOSH and that motley crew of his decides to renig on their end of the agreement!!!!!

Whow!!!! The Iraqi Parliament has to approve this. Why isn't anyone pointing out that the US Congress has to approve this as well. Or have we morphed into a facist dictatorship without our noticing it?

Everyone seems like a Bush hater,Just shortly after his taking office we had 9/11 I sure would hate to see where we would be now if Kerry had been president.He would have been wringing his hands crying what do we doooooo. He would have taken care of his own behind.At least President Bush has some Guts. He isn't a wishy washy guy he says it like it is. May not be right always (thats why he doesn't have the only say) but he does have the country at heart. I believe. lol now I will be called delusional by someone.

Mind you, i don't think it's possible to speculate one way or the other if Kerry would have handled anything better or worse. So you could be right despitre the delusion. Without further evidence that random speculation it's a 50-50 split.

You think Bush has Guts? It takes even more Guts to Pretend, like the Democrats in Congress have, that they are "against the war".

One more thing, what did the Iraqi's have to do with 9/11? Not only did they have nothing to do with it, but the British told us their undercover MI6 agent, who was Saddam's Intelligence Chief for godsakes, that Saddam was only bluffing about WMD. (See Ron Susskind's latest book on the subject). We attacked Iraq anyway.

That sure takes Guts.

Today we are LESS SAFE and more hated in the world due to his boneheaded Iraq invasion which I'm sure the neocons who had his ear had been pushing him to do. How ironic huh less safe more hated all while a Republican was in office? George W. Bush and his cronies have only there interests at heart not yours or mine. They take America, its laws, and its Constitution for granted and treat it with disdain and hostility. They subvert our laws, disregard them, and make up unconstitutional laws to suit there neocon agenda of torture, regime change, domestic spying, proxy wars, indefinite detention, tax breaks for the rich, oh and did I mention global domination. This country can not afford to elect John McCain as president. McCain will deliver more of the same adventures that G.W.B. has given us in the eight miserable years of his disastrous, delusional, foolish presidency. Vote for OBAMA-BiDEN in November the fate of your country depends on it.

I don't think Sadr lives in Iran. That is a claim by the US forces which has been contested by Sadr's people.

He may spend quite some time in Iran since it is fairly certain that US forces want to kill him. Several operations and terrorist explosions in the past seem to have been targeted at him.

It misrepresents the situation to say he lives in Iran.

More garbage journalism from American Pravda.

The surge as a successful strategy argument will be proven wrong - most likely sooner rather than later. All of the factions involved know that it is a waiting game. I believe Bush announced today an agreement for withdrawal of out troops. Hmmm...setting a timetable. Shouldn't we be questioning his patriotism now?

The Surge is already proven wrong. More Iraqi died during the surge, and more Iraqis are dying now than before the surge.

It'll work. And the more high-falutin' logic and reason we use to fight it, the more we'll be seen as "out of touch with the mainstream."

What hope is there for a democracy when, time and again, a nation of morons selects a leader who seems like "one of them?"

All we can hope now is that the electorate becomes SO stupid that someone who truly is intelligent can win them over without giving him/herself away.

I guess I'm not really convinced that the white house is making any kind of declaration of victory here. It seems like the major points of importance here have to do with the jurisdiction over Americans in Iraq. Contractors, groups like Blackwater, would fall under Iraqi jurisdiction, the US military would not - and any charges would have to go through a joint committee. Makes it tough to expose war crimes. I know the media is focused on the fact that they set a date for withdraw, so the white house can at least know it's revived condi's image a bit after the Georgian disaster - but this all seems too much like political insurance for the Bush admin (after all the history books will talk about this agreement as if he gracefully turned over authority before retiring to Crawford). The deal also seems to preempt (go figure) the UN's ability to even slap the Bush admin on the wrist. They have until January 1st 09 to get the Iraqis to sign an agreement so that the white house doesn't have to deal with that pesky UN Security Council again - by following the dates outlined in UN resolution 1723 they will successfully avoid security council attempts to evaluate US behavior against the standards of international law. Seems like a pretty good effort on their part covered their bases and got us pretending that Obama and McCain have something to do with any of this.

You know... they have a point. How is Iraq a "sovereign" state if it agrees to let the U.S. military remain "outside" Iraqi law? Of course, we're used to Bush ignoring the rule of law, so we're not surprised, but, I wish we were willing to stand in the streets and protest this IMPERIAL president.

Oh, I forgot, that's what November 4th is. (never mind)

When is the last time we won a war on the other side of the globe? Who are we winning for? How much oil stock do you own? Whom is your favorite dictator of the month? Do bribes qualify as winning? Whose money are you using to bribe with. How much do you have left? Is your neighbor on welfare watching cable. Where did he work before his job was shipped? Did you vote for the school levy in your district? What's your major issue? Charter schools, gay marraige, gay rights, illegal immigrants, health care, union organizers, the military draft? Is your wife gay? Your son? Do they have health insurance? Are they suffering because of illegal immigrants working at the Wal-Mart? How many mpg does your Hummer, Expedition, Tahoe, Silverado get? Whose fault is this? Whom did you vote for? Whom will you vote for. Mom can live with you, after all you used to crap your pants in public too, right. Dad was so dumb investing all of our money in Enron, he can sleep on the darn streets. Serves him right. Everybody knows Oil is king.

Hmmmm.... This report tells me almost nothing about the agreement. There must be a lot of other stuff in there that has upset Al-Sadr. What's in it that keeps US in there to make it a colony? Congress isn't even able to review this "pact" which should be treated as a treaty and reviewed and agreed to by 2/3 of the Congress. Anyone have any way to get a copy of this "pact"?
