WASHINGTON — Republican John McCain, whose running mate disclosed that her unmarried 17-year-old daughter is pregnant, has opposed proposals to spend federal money on teen-pregnancy prevention programs and voted to require poor teen mothers to stay in school or lose their benefits.

Alaska Gov. Sarah Palin's announcement Monday about her daughter Bristol was aimed at rebutting Internet rumors that Palin's youngest son, born in April, was actually her daughter's. Palin said her daughter intends to raise her child and marry the baby's father, identified in news reports as Levi Johnston, 18, of Wasilla, a high school hockey player whom Bristol has dated for about one year. The baby is due in late December.

McCain's record on issues surrounding teen pregnancy and contraceptives during his more than two decades in the Senate indicates that he and Palin have similar views. Until Monday, when the subject surfaced in a deeply personal manner, teen pregnancy and sex education were not issues in the national political campaign.

Palin herself said she opposes funding sexual-education programs in Alaska.

"The explicit sex-ed programs will not find my support," she wrote in a 2006 questionnaire distributed among gubernatorial candidates.

McCain's position on contraceptives and teen pregnancy issues has been difficult to judge on the campaign trail, as he appears uncomfortable discussing such topics. Reporters asked the presumptive GOP presidential nominee in November 2007 whether he supported grants for sex education in the United States, whether such programs should include directions for using contraceptives and whether he supports President Bush's policy of promoting abstinence.

"Ahhh, I think I support the president's policy," McCain said.

When a reporter asked McCain whether he thought contraceptives help stop the spread of HIV, he replied: "You've stumped me." McCain said later that he was sure he opposed government spending on contraceptives. Asked whether he would oppose condom distribution if he knew that condoms stop the spread of sexually transmitted diseases, McCain said he had never gotten into those issues before.

The McCain campaign on Monday did not respond to repeated requests for information.

In Senate votes, McCain has opposed some proposals to pay for teen-pregnancy prevention programs. In 2006, McCain joined fellow Republicans in voting against a Senate Democratic proposal to send $100 million to communities for teen-pregnancy prevention programs that would have included sex education about contraceptives.

In 2005, McCain opposed a Senate Democratic proposal that would have spent tens of millions of dollars to pay for pregnancy prevention programs other than abstinence-only education, including education on emergency contraception such as the morning-after pill. The bill also would have required insurance companies that cover Viagra to also pay for prescription contraception.

McCain voted for the Family Support Act in 1988, which passed overwhelmingly in the Senate and required teen mothers who receive public assistance to remain in high school and, in some cases, to live with their parents.

"Young parents who have not completed high school will be required to stay in or return to school to complete the basic education so necessary to a productive life," said President Reagan, as he signed the law in October 1988.

McCain cited abortion, sex education and birth control as some of the issues on which he differed with Joycelyn Elders, former President Clinton's nominee for surgeon general. He quoted Elders as telling lawmakers that abortion has had positive health effects, including reducing the number of children "afflicted with severe defects."

"As a father of a number of young children, including an adopted daughter who was born with a birth defect, I am deeply, deeply troubled by these views," McCain said in a 1993 speech opposing Elders' confirmation.

Palin's fifth child, a son named Trig, was born in April with Down syndrome, a genetic abnormality that impedes physical, intellectual and language development. Conservatives supportive of Palin as McCain's running mate have praised her choice to deliver Trig even after the family learned about his condition during prenatal testing.

McCain said the country unarguably had a problem with teen pregnancy, but said Elders' approach would only make it worse. He said Elders started a program to distribute condoms in schools, but the rate of teen pregnancy actually rose in those counties. When it turned out many of the condoms were defective, Elders decided to continue the program rather than halt it or inform the public of the risk, McCain added.

I graduated high school 35 years ago. Our Health Education program covered sex, contraception, abortion, drugs, and resources that would support any student struggling with those issues - confidentially. These resources included Planned Parenthood, and the County Health department for free, confidential treatment for known STD's.
In those days, teenage girls could receive free birth control pills from Planned Parenthood, and counseling when dealing with unwanted pregnancy. We were given a healthy means of dealing with teenage dilemmas, without having to face the wrath of "strict" parents,or to be stigmatized as being "the pregnant girl", or "the boy with VD".

All through high school, there were only two instances of girls at my school having babies. I dare say many more unwanted pregnancies were prevented, or terminated, thanks to the education and resources that were openly available. (This was the era of the "sexual revolution"; most of the kids I knew were sexually active, and learned how to be responsible, thanks to our education.­)

How in hell does it help anyone to "protect them" from the truth? Now, 35 years later, those programs are gone. In the name of MORALS? GIMME A BREAK!

Simply telling kids "don't have sex" is an idiotic approach to assuring their well being. How many lives have been ruined, because we no longer teach our kids what they need to know? SHAME ON YOU, JOHN McCAIN!!!! And all you other legislators that have denied our children the sexual education that just might save their lives!!

I am all for family values but when did the family values crowd become unparented children, pregnant teens and shotgun weddings crowd? Did I miss something?

Sorry, most statistics show your school is not anywhere near the average whether they teach abstinence or hand out contraceptives. I don't believe for a second that most kids learn to be responsible. Some maybe, but surely not most. I don't believe in withholding sex education but neither do I believe it is a schools job to hand out free birth control.

Lives aren't "ruined" by babies. That is a borderline sick attitude toward life.

Where has this story been? The last thing I could find on it was August 24th in the Washington Post: "A son and a brother of Sen. Joseph R. Biden Jr. (D-Del.) are accused in two lawsuits of defrauding a former business partner and an investor of millions of dollars in a hedge fund deal that went sour, court records show." I've been missing the 24/7 discussion on this in the Drive-By Media. "The Democratic vice presidential candidate's son Hunter, 38, and brother James, 59, assert instead that their former partner defrauded them by misrepresenting his experience in the hedge fund industry and recommending that they hire a lawyer with felony convictions. The legal actions have been playing out in New York State Supreme Court since 2007, and they focus on Hunter and James Biden's involvement in Paradigm Companies LLC, a hedge fund group. Hunter Biden, a Washington lobbyist, briefly served as president of the firm. A lawsuit filed by their former partner Anthony Lotito Jr. asserts in court papers that the deal was crafted to get Hunter Biden out of lobbying because his father was concerned about the impact it would have on his bid for the White House. Biden was running for the Democratic nomination at the time the suit was filed." How come we haven't seen a 24/7 expose of this? How come Biden's family happens to be off-limits?

red herring.
the point of discussing sarah palin's pregnant daughter, to me, is that palin is a proponent of "abstinence only" sex education (and if that isn't an oxymoron, i don't know what is). for an abstinence only person to have a teenaged daughter end up pregnant is incredible proof of how ridiculous it is to just tell teens "don't have sex til marriage".

After reading that story, I did not get the impression that McCain was opposed to sex education. Rather, McCain appears to be opposed to federal funding for sex education. There is a big difference.
Likewise, I did not see anything in that article that said that McCain was opposed to the use of condoms. Rather, he appears to be opposed to spending government funds in order to provide teens with condoms. Once again, a big difference.

Bristol's pregnancy may well be a private family matter. But shouldn't abortion be a private matter as well?

If some celebrate Bristol's decission to have a baby, doesn't that imply that there WAS a choice?

In other words, if Palin is running on "family values", isn't it fair to enquire about her family?

Right on, Cardtosser. It has to be done respectfully, not with disdain, and Obama has become a master of that. But these contradictions are crazy-making. Sure, get pregnant at 17 and have the baby -- and if you're poor, or don't have access to birth control, tough noogies.

If indeed the majority of Americans still believe abortion should be safe, legal and accessible, Demos have to point out that this woman is virulently anti. and that "just say no" doesn't work, at least by her own, well-heeled family's public example...­...

I'm still trying to figure out why Palin even brought her daughter on the campaign trail. As for the vicious rumours surely it would have been more convincing to release her own medical records, which she'll have to do at some point anyway then setting her daughter up for the glare of the national spotlight.

You know, the issue for me is that the daughter ONLY got pregnant.

What if, instead, she had contracted HIV or any other serious STD?

Would her mother still be insisting that Sex Ed was unacceptable? Would that not, in turn, make her - at least in some part - responsible for the illness and possible death of her own child? And if this woman is willing to be so near-sighted and irresponsible within her own family, how can we EVER trust her with the safety of our country?

No one's family is perfect. Even with proper Sex Ed, some kids still end up making bad choices, but to not provide the best possible chance (via education, ALWAYS) the parents must take a percentage of the blame. To deny your children information is just bad parenting, equivalent to not bother to mention that eating poison is bad, sticking a fork in the light socket is dangerous, and running out into oncoming traffic might get you killed.

Also: we've had eight years of being denied ALL of the information. Why elect people who openly endorse this practice?

I totally agree with you. But may I add to that: what if we DON'T know that one or both has an STD...yet.

Does anyone know if Palin has mentioned that they have both been tested? She has already brought two children into this political mess. Bringing a third, yet unborn, is beyond stupid., no matter if one is pro-choice or pro-life.

Ignoring the possibility of an STD is willful denial -- especially considering his MySpace page. He seems to be pretty proud of how much he has gotten around.

I agree that denying information is bad - kids need to learn to make correct decisions and handle themselves well, and they can't do that if their parents keep everything from them.

But to pull your analogies in - we do need to tell our kids not to eat poison or stick a fork in a light socket, but are you going to say "Poison will make you sick. You'll vomit, go to the hospital, and I don't want you to do that to yourself. But just in case you do go against what i'm telling you, here's the number for Poison Control." or "If you put that fork in the light socket, electricity will run through your body and will seriously injure you. But if really want to do it anyway, here's something to help ground you and make it hurt less."

I hope that sounds silly - but that is exactly what parents do when they hand them condems, and then hope their children are ready for sex without teaching them that sex is a serious choice best made when you are older and more mature.

I just heard on MSNBC that the Palin kids had no idea that she had accepted the VP slot until the morning of and that the kids all thought that they were being flown somewhere to celebrate their parent's 20th anniversary. So poor Bristol had absolutely NO SAY in being thrown into this considering her condition.­...nor did poor Levi for that matter! If I were Levi's mom I would be royally ticked off at the Palin's.

They said they were putting on their "American Hats" yesterday so that said that they're not really Americans. Glen Beck said on CNN today that he and Palin were "white trash" and that their supporters want someone who is like them...so he basically said that their followers are white trash.

These neo-cons are so busy "spinning" a tale that they will literally spin themselves into saying and doing anything.

6 Things I Learned (so far) from the 2008 Republican Convention:
1. It is okay to have premarital sex as long as you don't use condoms, or birth control
2. Republicans endorse the belief that there is no place in America for a separation of church and state
3. Women with high risk pregnancies can fly long distances during preterm labor without worrying about infection or delivery (must have missed this one in medical school)
4. The Republican party "base" would like high schoolers to have children as long as they marry the person with whom they share the child
5. Abstinence works well as a form of contraception as long as your family is going to be getting health care and benefits paid for by the people of the United States
6. All those women who have at least a bachelor's degree, and a few years of executive experience in any community organization can apply for President McCain's cabinet. We can all learn on the job!
