WASHINGTON — Republican John McCain, whose running mate disclosed that her unmarried 17-year-old daughter is pregnant, has opposed proposals to spend federal money on teen-pregnancy prevention programs and voted to require poor teen mothers to stay in school or lose their benefits.

Alaska Gov. Sarah Palin's announcement Monday about her daughter Bristol was aimed at rebutting Internet rumors that Palin's youngest son, born in April, was actually her daughter's. Palin said her daughter intends to raise her child and marry the baby's father, identified in news reports as Levi Johnston, 18, of Wasilla, a high school hockey player whom Bristol has dated for about one year. The baby is due in late December.

McCain's record on issues surrounding teen pregnancy and contraceptives during his more than two decades in the Senate indicates that he and Palin have similar views. Until Monday, when the subject surfaced in a deeply personal manner, teen pregnancy and sex education were not issues in the national political campaign.

Palin herself said she opposes funding sexual-education programs in Alaska.

"The explicit sex-ed programs will not find my support," she wrote in a 2006 questionnaire distributed among gubernatorial candidates.

McCain's position on contraceptives and teen pregnancy issues has been difficult to judge on the campaign trail, as he appears uncomfortable discussing such topics. Reporters asked the presumptive GOP presidential nominee in November 2007 whether he supported grants for sex education in the United States, whether such programs should include directions for using contraceptives and whether he supports President Bush's policy of promoting abstinence.

"Ahhh, I think I support the president's policy," McCain said.

When a reporter asked McCain whether he thought contraceptives help stop the spread of HIV, he replied: "You've stumped me." McCain said later that he was sure he opposed government spending on contraceptives. Asked whether he would oppose condom distribution if he knew that condoms stop the spread of sexually transmitted diseases, McCain said he had never gotten into those issues before.

The McCain campaign on Monday did not respond to repeated requests for information.

In Senate votes, McCain has opposed some proposals to pay for teen-pregnancy prevention programs. In 2006, McCain joined fellow Republicans in voting against a Senate Democratic proposal to send $100 million to communities for teen-pregnancy prevention programs that would have included sex education about contraceptives.

In 2005, McCain opposed a Senate Democratic proposal that would have spent tens of millions of dollars to pay for pregnancy prevention programs other than abstinence-only education, including education on emergency contraception such as the morning-after pill. The bill also would have required insurance companies that cover Viagra to also pay for prescription contraception.

McCain voted for the Family Support Act in 1988, which passed overwhelmingly in the Senate and required teen mothers who receive public assistance to remain in high school and, in some cases, to live with their parents.

"Young parents who have not completed high school will be required to stay in or return to school to complete the basic education so necessary to a productive life," said President Reagan, as he signed the law in October 1988.

McCain cited abortion, sex education and birth control as some of the issues on which he differed with Joycelyn Elders, former President Clinton's nominee for surgeon general. He quoted Elders as telling lawmakers that abortion has had positive health effects, including reducing the number of children "afflicted with severe defects."

"As a father of a number of young children, including an adopted daughter who was born with a birth defect, I am deeply, deeply troubled by these views," McCain said in a 1993 speech opposing Elders' confirmation.

Palin's fifth child, a son named Trig, was born in April with Down syndrome, a genetic abnormality that impedes physical, intellectual and language development. Conservatives supportive of Palin as McCain's running mate have praised her choice to deliver Trig even after the family learned about his condition during prenatal testing.

McCain said the country unarguably had a problem with teen pregnancy, but said Elders' approach would only make it worse. He said Elders started a program to distribute condoms in schools, but the rate of teen pregnancy actually rose in those counties. When it turned out many of the condoms were defective, Elders decided to continue the program rather than halt it or inform the public of the risk, McCain added.

From King's article: A few weeks ago, I wrote a column about the problem of teen pregnancy and the tragic impact it has had on so many aspects of life in the nation's capital. Reader response was heavy and, in some ways, disturbing. While I never used the terms "black or "African American" in the column, many readers saw the teen pregnancy problem in only racial terms.

They want to take the high gound and tell us all how bad it is and how good and great they are. They want to teach are kids to not have sex tell they are married and not teach then how to use safe(r) sex. Then what do you know, they fall flat on there faces. What a shock.

I feel bad for the kid, as if she has a choice to get an abortion; and as if her idiot parents taught her about birth control!

If this was Chelsea Clinton at age 17, you can bet the Limbaugh & Colter & Rove & even Bush & Cheney & McCain would be saying how this "reflects on the evil liberal values of Clinton/De­mocrats/hi­ppies/etc.­"

But since it's a Repuke's kid we have to treat it as just an inconvenience and of course the daughter just wants to have this baby!

McCan'ts record on this is irrelevant to the repug moral relativists. For the last few days, the GOP talking heads have been spinning the daughter's pregnancy as "a personal family matter" and therefore no one's business. Of course Palin and the rest of the anti-choice crusaders believe that everyone else's pregnancy (or non-pregnancy) belongs in the domain of big government interference in everyone else's private life. This glaring hypocrisy is fine according to those using their own religio-fascist world view to dictate to everyone else. This passes for values . . . What a sad joke.

Please don't let us forget VP Cheney's daugher Mary who is gay and adopted a child with her partner. Good for them. But damn, don't let a democrat do the same thing and its a sin against humanity. All the right wing christians "talk the talk" but when it comes to "walking the walk" they can't find their two feet let alone try to walk and talk at the same time. Also, don't forget their spokesman Sir Rush who loves painkillers and was arrested for forged perscriptions. Lying and cheating is ok, just don't get caught.

This is a segway back to the dark ages! The G.W. Bush era (2000-2008) was "previews of coming attractions". Testing the waters to see how far to stretch the Constitution, how much the "common man (and the little woman)" would tolerate, etc. Obviously, if we allow the insanity of the new Republican party to continue by electing McCain/Palin, we will drown in our own complacency!

As the story goes, if you take a frog, place it in a pan of cold water and SLOWLY heat that pan of water to boiling, the frog will die without feeling a thing.

California, which has had mandatory sex ed for years, has the lowest teen pregnancy rate in the country. If you are against teen pregnancy and abortion, being against sex education is the dumbest position imaginable. Palin = no judgment, no sense, no experience, vindictive. America needs to say NO to right wing ideologues.

The government under Surgeon General Elders distributes condoms to teenagers in a controversial program. The condoms turn out to have a high defect rate and instead of lowering teen pregnancies in they increase in the counties where the program is implemented.

Does that sound a little like sabotage?
How difficult is it to get condoms that work or how easy is it to pin prick a few thousand to allow sperm to impregnate?
I put nothing past the right wing to implement their agenda.

So stupid.

My kid that had full out not holds barred sex education last year in 7th grade (along with the accompanying questions and conversations at home) laughed out loud at the Palin situation. First words out of her mouth - "See that's what they get with that stupid abstinence only nonsense". She's 13, and understands the risks to her future that teen sex has, doesn't think she'll do it, but is glad to have the ammunition to do so responsibly if she changes her mind.

When you trust your children enough to engage in the conversation fully, good things happen. There is no rebellion just honesty and support for what teens go through. No amount of Purity Balls, Promise rings and abstinence only education will stop teens from being impetuous sexually - kids educated about how to protect themselves as well as unforeseen consequences of that type of behavior are less inclined to make foolish mistakes.

Just another nutty example of the conservative hypocrisy on moral issues. Their approach of "just say no" is just as unrealistic and ineffective regarding sexual issues as it is drugs issues as it does not acknowledge human nature or human needs. With her upbringing, Palin's daughter certainly must have known that what she was doing was "wrong" in the eyes of her parents and church. But that didn't stop her, did it? Maybe if Palin's daughter and prospective son-in-law had had the benefit of a sex-ed program or knowledge of or access to contraceptives Palin would not be looking at the prospect of becoming a grandmother by December.

But, no, the conservative solution to young, unwed mothers is simply demand that it not happen, and if it does happen, to then have them get married. So now you have two immature people with little life experience woefully unprepared to raise a child, unable to finish their schooling, with their career path and earning prospects now severely compromised, and we'll all act surprised and go tsk, tsk when the marriage ends in failure, or results in domestic violence, and even more challenging prospects for the child than for his or her young parents. What a load of rubbish!

Regarding education in general, does anyone know what Alaska's record is for graduating seniors from high school? I read somewhere it has the worst record in the country. If so, then the education arena in general will be a weak one for the McCain/Palin ticket
