NEW YORK — Inspired by Neil Young and Radiohead, Michael Moore will release his new film online and for free.

The film, "Slacker Uprising," follows Moore's 62-city tour during the 2004 election to rally young voters. It will be available for three weeks as a free download to North American residents, beginning Sept. 23. An official announcement of the film is planned for Friday.

Moore said he considered releasing "Slacker Uprising" theatrically as "Michael Moore's big election year movie" as he did with 2004's "Fahrenheit 9/11," which was highly critical of President Bush.

Instead, Moore opted for a symbol of gratitude to his fans as he approaches the 20th anniversary of his first film, 1989's "Roger & Me."

"I thought it'd be a nice way to celebrate my 20th year of doing this," Moore said. "And also help get out the vote for November. I've been thinking about what I want to do to help with the election this year."

The 97-minute long "Slacker Uprising" will be the first major film to be released in such a way. Last December, "Jackass 2.5" was streamed online and for free, but that was only a collection of left over material from "Jackass 2." Companies like ClickStar, which Morgan Freeman co-founded, have made films still in theaters _ such as 2006's "10 Items or Less" _ digitally available for purchase or rental.

Experimentation in distribution has been more common in the music industry, where the Internet has significantly damaged traditional business models. Moore took notice when Radiohead last year released their seventh album, "In Rainbows," online with optional pricing. In 2006, Neil Young streamed his anti-war album "Living With War" for free before its standard release _ now a more common practice.

If history is any measure, "Slacker Uprising" could have made a decent sum in theaters. His last two films, "Sicko" ($24 million) and "Fahrenheit 9/11" ($119 million) are two of the three highest grossing documentaries ever.

Moore said that "Slacker Uprising" cost about $2 million to make and that he will end up paying about $1 million out of his pocket. Neither he nor the distributor, Brave New Films, plan to profit from the release.

The director's last film, "Sicko," leaked online and was downloaded illegally in large numbers. He says this download, offered by BlipTV, will be high-resolution and far better than "YouTube quality."

To receive the download, people can sign up at SlackerUprising.com. A "Night of a Thousand House Parties" is planned for Oct. 4, when local neighborhood screenings are hoped to be scheduled. A DVD will be released Oct. 7.

Moore last week released a paperback book, "Mike's Election Guide 2008" and is currently working on a movie for theatrical release next year. That film is expected to examine America as an empire, but the director declined to discuss any details about it.

For now, Moore hopes "Slacker Uprising" will help spur young people to vote this November. After more than 20 million 18 to 29-year-olds cast ballots in 2004 (an 11 percent increase from 2000), he's hoping even greater numbers of "slackers" vote this year.

Moore readily acknowleges this a film for Democrats.

"This film, really isn't for anybody other than the choir," said Moore. "But that's because I believe the choir needs a song to sing every now and then."

If you asked me in 2006 if I believed John Edwards was capable of cheating on his wife while running for the Presidency I would have said yes, because I know most men are pigs! Also, I can easily wonder if a mother would lie for her daughter or her career.

I AM TALKING ABOUT politicians lying! I don't want a proven liar anywhere near the White House! If a man or woman would lie for any reason then they will lie for other reasons! If a mother will lie because she thinks it is best for her daughter; she would also lie if she thought it was in this country's interest? These are fair concerns and let's remember that it was not long ago that we thought the rumors about John Edwards were unthinkable, but what do you think of the John Edwards now?

Whether it is a Republican Senator lying to his wife about crawling on bathroom floors or Democrats who race to the White House and cheat and lie about it, or Presidents who cheat and lie, I want no part of it! It is time for men to keep their penises in their pants if they are married and in public office and stop lying about cheating. (PERIOD.) Public officials must be held to a higher standard..­.how can we trust our leaders if when "going in" we already know they are liars?

The whole thing is fishy, maybe we'll never know who's kid Trig is. It is not very likely that she gave a keynote speak at a governor's conference, while in labor, then flew 8 hrs home, while in labor, to give birth in Alaska. Alaskan Airlines heard about the event and decided to investigate - the stewardesses said that Palin was not in any distress (While in labor) and that she didn't appear visibly pregnant. IMHO, the footage of the guy walking to work with Gov. Palin when she was 7 months pregnant is damning, she talks about running trails that rip her insides out.

Moore lost my respect when he decided to endorse a particular candidate. Its one thing to be a creator of documentary with clear progressive values...o­r even a clear allegiance to Democrats (which I am too!). But I think he crossed a line of baseline objectivity (something I believe all filmakers should strive for) when publically choosing one candidate over another and then beginning to bash the other options (Hillary, Nader, etc.). Will this film be a piece of complex creative work, thoughtful documentary or simple propenganda?

I think you're correct. McCain would be way ahead if the candidate was Hilary Clinton.

To me, she is an inspiration and definitely the best one for the job. We need a SMART woman in the White House. However - and this is a big however - this country would never have elected her President. There is too much residual hatred for the Clintons, although I truly don't understand why. A lot of men, in particular, are afraid of her, which is why they continually call her a bitch.

Personally, I think that if women were in charge this country wouldn't be in the mess it's in.

I saw SICKO and couldn't believe that Michael Moore supported 0bama when it is Hillary who has the passion to pass universal health care. It has been her passion for 20 years, and I doubt that 0 has that passion. He is such a wuss. So MM, if we see no health care passed, I hold you responsible.

Those in the health care know, will tell you that Clinton's failed attempt at health care reform, set health care reform back by twenty years. Yes, there was bipartisan opposition to her reform, but her approach and plan were not good.

Her current plan to allow insurance, pharmaceutical and other businesses a place at the table would assure no real reform.
