NEW YORK — Inspired by Neil Young and Radiohead, Michael Moore will release his new film online and for free.

The film, "Slacker Uprising," follows Moore's 62-city tour during the 2004 election to rally young voters. It will be available for three weeks as a free download to North American residents, beginning Sept. 23. An official announcement of the film is planned for Friday.

Moore said he considered releasing "Slacker Uprising" theatrically as "Michael Moore's big election year movie" as he did with 2004's "Fahrenheit 9/11," which was highly critical of President Bush.

Instead, Moore opted for a symbol of gratitude to his fans as he approaches the 20th anniversary of his first film, 1989's "Roger & Me."

"I thought it'd be a nice way to celebrate my 20th year of doing this," Moore said. "And also help get out the vote for November. I've been thinking about what I want to do to help with the election this year."

The 97-minute long "Slacker Uprising" will be the first major film to be released in such a way. Last December, "Jackass 2.5" was streamed online and for free, but that was only a collection of left over material from "Jackass 2." Companies like ClickStar, which Morgan Freeman co-founded, have made films still in theaters _ such as 2006's "10 Items or Less" _ digitally available for purchase or rental.

Experimentation in distribution has been more common in the music industry, where the Internet has significantly damaged traditional business models. Moore took notice when Radiohead last year released their seventh album, "In Rainbows," online with optional pricing. In 2006, Neil Young streamed his anti-war album "Living With War" for free before its standard release _ now a more common practice.

If history is any measure, "Slacker Uprising" could have made a decent sum in theaters. His last two films, "Sicko" ($24 million) and "Fahrenheit 9/11" ($119 million) are two of the three highest grossing documentaries ever.

Moore said that "Slacker Uprising" cost about $2 million to make and that he will end up paying about $1 million out of his pocket. Neither he nor the distributor, Brave New Films, plan to profit from the release.

The director's last film, "Sicko," leaked online and was downloaded illegally in large numbers. He says this download, offered by BlipTV, will be high-resolution and far better than "YouTube quality."

To receive the download, people can sign up at SlackerUprising.com. A "Night of a Thousand House Parties" is planned for Oct. 4, when local neighborhood screenings are hoped to be scheduled. A DVD will be released Oct. 7.

Moore last week released a paperback book, "Mike's Election Guide 2008" and is currently working on a movie for theatrical release next year. That film is expected to examine America as an empire, but the director declined to discuss any details about it.

For now, Moore hopes "Slacker Uprising" will help spur young people to vote this November. After more than 20 million 18 to 29-year-olds cast ballots in 2004 (an 11 percent increase from 2000), he's hoping even greater numbers of "slackers" vote this year.

Moore readily acknowleges this a film for Democrats.

"This film, really isn't for anybody other than the choir," said Moore. "But that's because I believe the choir needs a song to sing every now and then."

where are all the Republican documentaries?? why doesn't a Republican do a documentary on why big government is a bad idea? or why we should lower taxes or have no taxes?

Cool. I always like seeing someone channeling Goebbles -- it's a lesson for us today of the failures of the past. I just hope that our youth is informed enough to get the irony and learn that the messages of hate are such a failure (as they were in the 2004 election).

My president is Charleton Heston. There is no doubt that Moore ambushed Heston while recovering from hip surgury. Heston probably deserved it. The New York Times editorial that Michael portrayed as a headline is the next best criticism one can lay out.

Not much else in Moore's movies can be argued.... thus the hate and ad hominem attacks. He speaks truth to power peacefully, which is not done by anyone on the right.

I love how people try to compare Michael Moore to the right-wing trifecta of hate (Rush, Coulter, and O'Reilly) as if they are two sides of the same coin. Let's see, Michael Moore takes to task the CEO of GM, the GUN LOBBY, THE PROFITEERS of the failing HEALTH CARE SYSTEM AND GW BUSH (long before the vast majority of the MSM got off their rears and started seriously investigating his wrong-doings). The NEO-CON hate-mongerers target 9-11 widows, immigrants, unwed teenage mothers (unless they are the daughters of their VP nominee), uninsured children, and Michael J. Fox (not as an actor but as a disabled man). Let's see a man who DARES to take on the powerful and hold them accountable to the damage they've done is somehow comparable to those who kick powerless people while they're down. You people really need to get perspectives in check. If too many self-professed liberals didn't sit around letting the unions be dismantled, the corporations and special-interest to take over Washington and executie power to go unchecked for so long, the need for OBAMA (or anyone close to being considered progressive) wouldn't be so dire. And if the AMERICAN journalistic media would do it's job and stop regurgitating talking points ad nauseum and ACTUALLY STARTED REPORTING THE NEWS that is relevant to people's life, then Michael Moore would not have to step in and do it for them.

Exactly. Most low-info ret ards view the world in this false diachotomy where there's left and there's right and the two sides are exactly the same, save for their positions.

Mike Moore does serve polemical opinionated material. But that doesn't mean he's the flip side of Ann Coulter. The fact that we (Americans) are too unsophisticated to get beyond the false diachotomy is frustrating.

I know a lot of other democrats may let me have it for this but, I feel I must speak my mind. Michael Moore does nothing but hurt the democratic party, and frankly, I can't stand the man. I know he tries his best to do good, but the way he goes about it is entirely wrong, and the joke about hurricane Gustav? I know he said it was a joke, and I know he said clearly that he hoped no one got hurt, but hurricanes cause much more damage than purely physical and it was inappropriate. In my opinion he's someone who is so blatantly biased that he's no help to his own party, much like Ann Coulter or Rush Limbaugh. Anyone from any party that is that far to either the left or the right are not the kind of people we need in the public eye to help us rally all American citizens behind a truly UNITED states. Just my opinion, I hope it's respected.

Micheal Moore is a true patriot... we should have a thousand Micheal Moore's in this country... someone who cares about some of the most important issues of our life time... someone who stirs up debate... you should be pushing right wingers to do documentaries on the issues they care about... lets have a debate... lets see what you have to offer.. what your answers are.... why doesn't the right do a documentary on why paying taxes is a bad thing for example...­?

Coulter and Limbaugh are not even in the same league... they just throw BS.... and personal attacks... they do not really sit down and go through the issues in anything close to what Micheal Moore does... I would love to see a 2 hour documentary from Limbaugh and Coulter... it would be great to hear their solutions and ideas in great detail...

Michael Moore has the guts to stand up for the truth and I admire him very much! He is on our side! I am fifty years old and have been married to my husband for thirty two years. I have never heard him call anyone his hero except Michael Moore!! Michael told the truth about 911 before I heard anyone else speak the truth!

I'm a blue collar American doubter. Its not easy voting for Democrats who say I'm stupid. Guys like me have had no representation anywhere since Clinton kicked us to the curb. Most of us don't vote. Some of us vote for Republicans because at least they don't hate us.

It's not a debate, just an opinion, my opinion that I am rightly entitled to. I don't see in my previous post where I made fun of anyone, left, right or center, and I don't see it as hypocritical as I'm not of the right. Again my point was I feel as if the extreme left elements in hollywood alienate the more moderate democrats, like myself, and only serve to rally a base that's already firmly in democratic hands.
