PROVIDENCIALES, Turks and Caicos — Hurricane Ike slammed into the Turks and Caicos on Saturday as a ferocious Category 4 storm, raking the low-lying island chain with shrieking winds as people hunkered down at home or in emergency shelters.

As the massive gray wall of clouds descended on the islands, shopkeepers and homeowners in the city of Providenciales frantically covered windows with plywood and boats were hauled ashore or secured with multiple anchors.

"I am very, very nervous," said John Moore, a fishing boat captain, as he tied down his 61-foot vessel in a Providenciales cove. "It looks like it might go right over us, so that's not a good picture."

The outer-bands of the storm brought fierce, palm-bending winds and a scattering of rain. Still, people lingered in the darkened streets or outside a couple of convenience stores that stayed open for last-minute shoppers. People entered a makeshift shelter in a vocational school in the Five Cays neighborhood, a poor area that experienced heavy flooding during Hanna.

"Once we get the fury of this thing, believe me, you will see this open up," said Colin Bascomb, the school's principal.

The U.S. National Hurricane Center said that Ike's eye was "near or over the Turks and Caicos" late Saturday night. The center's Web site showed hurricane force winds battering the island. Ike was moving west-southwest about 15 mph with maximum sustained winds were 135 mph (215 kph).

Desiree Adams, along with 11 members of her family, could hear the storm's powerful winds howling through the storm shutters of her Grand Turk home as Ike hit. The power was out, but they had water and food and battery-powered lanterns if necessary.

"We're all just laying down looking up at the dark ceiling and talking," Adams, a personal adviser to the island chain's chief minister for tourism issues, said by cell phone.

Grand Turk, the capital of the Turks and Caicos, is about six miles long, and home to about 3,000 people. Several hundred evacuated before the storm. It has little natural protection from the sea and expected storm surge, but Adams said she and her family were not afraid.

"We live by faith here," she said. "We believe in Jesus Christ so a lot of praying is going forth. There is going to be damage, no doubt, to infrastructure but that we can replace over time."

The approach of the hurricane also raised alarm in Haiti, where officials issued a tropical storm warning and feared it could worsen deadly flooding. And Cuba, still recovering from a devastating hit by Category 4 Hurricane Gustav last month, was directly in Ike's projected path.

Forecasters said Ike was expected to reach the northern coast of eastern Cuba Sunday night or early Monday. Cuba's government warned people to be ready to take emergency action, but hotels said they had not yet started evacuating foreign guests.

Guantanamo Bay Navy base in southeast Cuba will go on "condition of readiness one" at 2 a.m. EDT (0600 GMT), meaning all ferries will be secured, beaches will be off limits and private cars will be banned from roads, said Navy Petty Officer 1st Class Robert Lamb.

Lamb said the commander will lift the restrictions after the hurricane has passed and a damage assessment is made at the U.S. base, where some 255 men suspected on links to the Taliban and al-Qaida in what the military says are hurricane-proof cells.

Turks and Caicos Premier Michael Misick said his government opened shelters throughout the islands and brought in an emergency food shipment.

"We're still praying that the storm will make a northerly turn and we will be spared, even a little bit," Misick told The Associated Press.

Low-lying Turks and Caicos and the neighboring Bahamas are vulnerable to flooding from rain and storm surge.

To reach Haitian immigrants, many of them illegal, the government broadcast emergency messages in Creole and told law enforcement figures not to enforce immigration laws during the storm.

In the Bahamas, the government urged tourists to evacuate the sparsely populated southeastern islands and the Royal Bahamas Defence Force dispatched marines to bring food and water to the eastern islands of Mayaguana and San Salvador.

Turks and Caicos, a British territory, was pummeled for four days by Hurricane Hanna earlier this week. It caused widespread flooding and some damage, but did far worse when it drifted toward Haiti as a tropical storm, creating floods that had killed 167 people by Saturday.

Dennis Freeburg, who lives in Providenciales, managed to get a flight out to Florida, but he plans to return to the island chain.

"This is just ... the bad part of living down in the Caribbean, you've got to deal with the storms," the 46-year-old said as he waited to board a flight to Miami with his miniature dachshund, Rue.

Off Mexico's Pacific coast, Tropical Storm Lowell formed late Saturday with maximum sustained winds of 40 mph (65 kph). Lowell's center was 265 miles (430 kms) south-southwest of Manzanillo, Mexico.

I live in New Orleans. I just got back Saturday night from evacuating for Gustav for a week. I ran errands all day and everywhere I went, from the Post Office to the bank to the store, people were saying that they were tempted not to evacuate again for Ike. I knew MANY people - people with families - who stayed for Gustav. It is expensive to leave and tiring and many people don't want to do it again. I pray we don't get a storm as many people will still be here.

This will test if the republicans really meant what they said. There were lots of screw ups and oh well you are on our owns fron last time that haven't come out in the hardy pats on the backs. And oh, they will. Tis administration is unlikely ti help the Cuband. But Europe and the Canadians and some NGOs and individuals will anywat,

Lucky me. I got very ill, was transported to Shreveport LSUMHC ER, Jeff Parish lost me. Just got back in contact today. I just heard from a friend that evacuation was to start Wednesday. No point going back when I have a place to stay here. I'm not all well anyway> Hope I have a homeand parents to go home to.

Hope you will be all right, Judy. Jeff Parish is fine. Some trees down (not many) but lots of branches and leaves everywhere. Almost everyone has power and most stores are open but are closing earlier than usual. Looks like Ike is going to TX.

I find it to obvious with technology that this puppy has a mind of its own.

It will be in the Gulf of Mexico with some punch and still kicking...Know talk of it and folks are laxed. No what ifs???? Or MAYBE???

Hardly, it's scheduled to go near (or directly over) Guantanamo Bay. This is U.S. Territory, last time I checked, and the military is scrambling to get prepared. Why nobody is picking up on the "stranger than fiction" coincidences is beyond me? First, Gustav hits the Republican Convention on the Anniversary of Katrina, and now an even larger category 4 storm has it's sights set on Guantanamo Bay. Maybe it's American's sense of geography that prevents them from following the story and taking interest in this part of the world.

I pray that the American People and our government is willing to put aside our differences with the Cuban government and be ready to help the Cuban people, as the Cuban people were when the extended good will to the American People of the gulf-coast durring the Katrina hurricane, they are going to get hit very hard by the Ike hurricane. They are gonna need our help.

I too remember well how the Cuban Government had 1586 doctors (mostly specialists) and some 36 tons of medicines ready within three weeks to head to the US after Katrina hit. Your informed statement of solidarity is something I really appreciated reading, GOP4MoreTears !

I'm getting more and more convinced that these storms are being directed. I think Ike will hit Mississippi, and for one reason. There was an ICE raid in Laurel Ms. and hundreds of illegal aliens were picked up. Ike will be directed to hit Ms. as punishment for this raid. Can't be having our cheap labor rounded up and deported. If I'm wrong, I'll admit it. If not, then we'll know that hurricanes can be directed.

You're nuts. If you believe in punishment, look at Florida. They got clobbered in 2000, and then let Bush steal the vote anyway. Ditto for 2004 when they got hammered with three massive hurricanes. This year one tropical storm hit them four times and then they may get it with this one. I don't believe in things like that, but it may be tempting to do it, but as for the ICE thing, I am a lib/mod and I cheer on the ICE things. I am tired of the effect that these undocumented workers are having on our lives. I believe in legal immigration but not in illegal.
