Bush To Maintain Current Troop Levels In Iraq Through 2008

WASHINGTON — President Bush announced Tuesday that he will keep the U.S. force strength in Iraq largely intact until the next president takes over, drawing rebukes from Democrats who want the war ended and a bigger boost of troops in troubled Afghanistan.

Democratic presidential nominee Barack Obama, who has advocated pulling all U.S. combat forces out of Iraq within 16 months of taking office, said Bush's plan to bring 8,000 combat and support troops home by February "comes up short."

"It is not enough troops, and not enough resources, with not enough urgency," Obama told reporters while campaigning in Riverside, Ohio.

Senate Majority Leader Harry Reid said he is "stunned that President Bush has decided to bring so few troops home from Iraq and send so few resources to Afghanistan."

The House Armed Services chairman called Bush's decision a deferral until the next administration. "More significant troop reductions in Iraq are needed," said Rep. Ike Skelton, D-Mo.

GOP nominee John McCain has also said more troops are needed in Afghanistan, where there has been a resurgence of the Taliban and a growth in violence. He said Tuesday that Bush's announcement of troop withdrawals next year from Iraq "demonstrates what success in our efforts there can look like."

The president's drawdown is not as strong or swift as long anticipated by many. It had been widely expected that Gen. David Petraeus, the top U.S. commander in Iraq, would perhaps call for a reduction in the number of combat brigades from 15 to 14 this fall. Instead, no more Army combat brigades will withdraw in 2008, the final year of a Bush presidency that has come to be dominated by the war.

"Either way, people would question: Should he send more? Should he send less?" White House press secretary Dana Perino said. "He thinks that he hit it just right."

Bush's announcement, in a speech at the National Defense University, is perhaps his last major move on troop strategy in Iraq. Though most U.S. forces are staying, Bush chose to emphasize that he was moving forward with "additional force reductions." And he said more U.S. forces could be withdrawn in the first half of 2009 if conditions improve in Iraq.

But by then, he'll be out of office. His successor will be making the wartime decisions.

Still, he showed again that he determines when and how U.S. troops return from war, despite a fiercely opposition-controlled Congress and a soured American public.

The 8,000-troop drawdown represents just 5 percent of the 146,000 U.S. troops in Iraq now.

One Marine battalion, numbering about 1,000 troops, will go home on schedule in November and not be replaced. An Army brigade of between 3,500 and 4,000 troops will leave by February. Accompanying that combat drawdown will be the gradual withdrawal of a total of about 3,400 support forces over next several months.

Mostly because of the departure schedule for support troops, about half of the 8,000 total will be home by the end of 2008, including a Marine fighter jet unit, military police, medical personnel, and an aviation unit in addition to the Marine battalion.

The president offered a portrait of an Iraq on the rise by almost any measure: declining violence, improving governance, returning normalcy of life.

His military commanders say the security improvements in the country are becoming more durable, yet still fragile. That helps explain the cautious approach of keeping most U.S. forces on site, without resuming the monthly withdrawal of Army combat brigades of earlier this year.

Later Tuesday, Bush got a close, searing look at the consequences of war. He went to Walter Reed Army Medical Center, the service's premier facility for treating troops returning severely wounded from Iraq and Afghanistan, where he spent more than an hour visiting privately with recovering soldiers.

He was visibly emotional when he emerged to address reporters outside.

"This is an interesting experience because, on the one hand, you see the horrors of war; on the other hand, you see the courage of the people that have volunteered to serve," the president said. "I marvel when I come to Walter Reed. I marvel at the fact that people say to me, `Mr. President, I'd do it again.' "

More than half of Bush's morning speech was devoted to Afghanistan. Bush outlined what he called a "quiet surge" of additional American forces there, bringing the U.S. presence to nearly 31,000, about a fifth the total in Iraq.

"For all the good work we have done in that country, it is clear we must do even more," the president said.

He announced that a Marine battalion that had been scheduled to go to Iraq in November would go to Afghanistan instead, and that that would be followed by one Army combat brigade. A defense official said Tuesday that it would be the 3rd Brigade, 10th Mountain Division.

But the troop increase in Afghanistan will be very small. Two Marine units are leaving in November, to be replaced by the Marine battalion Bush mentioned in his speech _ meaning the number of combat troops in Afghanistan would actually fall this year. The arrival of the Army brigade in January will mean a net increase of combat troops, but of only 1,000 to 1,200 troops, plus however many support troops are sent along with it.

The Bush plan is a compromise from his military team.

Senior defense officials said Petraeus wanted a more conservative approach that would have kept Iraq troop numbers fairly level through June. But another defense official said the commander only pushed for more time to lay out his recommendations in light of changing circumstances, including the unexpected withdrawal of 2,000 Georgian troops.

Other military leaders, including Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, said they believed that withdrawing troops more quickly represented a small risk compared with the gain that could be made by shifts to Afghanistan.

When Is Barack going to publicly state that the troop surge worked? We need to support Senate Resolution 636 in order for the truth to get out. From what I've seen in interviews he evades the question. His ineptitude in handling foreign policy questions is very troubling.

I am ashamed to be so complacent and ignorant about Iraq. Is it a conflict or a war? We piled in there like gangbusters and now Saddam is dead. Help me out, just who or what are we fighting? Is this an extension of the War on Terror? Are we waiting for somebody to get their feet on the ground?
Are we lingering until long-term oil leases can be stabilized? We need affordable energy as a condition of our way of life and national security. Was this a case of defusing a threat or providing for business as usual in the oil patch? If there is a Camp McCain there in 100 years time (surely we can get the oil out by then), I do know the garrison there will still be amassing casualties from patriotic and religious combatants.

Face it. John McCain and Sarah Palin will be your next leaders of the US unless a vast movement of volunteers step forward and push back as hard as they can. It is out of Obama's and Biden's hands. Rove, McCain, Palin, and Cheney will have massive wars and business will continue to milk the people of the United States and make them slaves to their own government. Give money to Obama and any 527's that support Obama. Six weeks and it will all be over except for the crying if you don't step up now.

It is disgusting to risk American lives to promote political gain for your party. America is tired of war. This is a reckless waste of money. The same continuing strategy used by Bush to fool people into fear to continue his party's term in office, so McCain can primp and pose as a general. These people do not live in reality, they have no regard for human lives. It will not work again. Whoever didn't know that this loser would be leaving his illegal Iraq War/Invasion mess for the next president to clean up has undoubtedly been living under a rock for some time now. Wow, if you listened to the speech, you wonder where the facts were obtained in this article. He CLEARLY said that the reductions would start immediately, and that there would be reductions this year.....This article is a LIE.

You see, they are bringing troops home, and not replacing them. That's a REDUCTION.
