MOSCOW — Russia said Monday it will send a naval squadron and long-range patrol planes to Venezuela this year for a joint military exercise in the Caribbean, an announcement made at a time of increasingly tense relations with the United States.

The apparently retaliatory move follows the U.S. deployment of warships to deliver aid to the former Soviet nation of Georgia, barely a month after Russian armor and aircraft crushed the Georgian military in a five-day war.

Russia's Foreign Ministry spokesman Andrei Nesterenko insisted Monday that Russia's decision to send the squadron and planes to Venezuela was made before Russia's war with Georgia.

"This deployment had been planned in advance, and it's unrelated to the current political situation and the developments in the Caucasus," Nesterenko said at a briefing.

But the announcement was made just a week after Prime Minister Vladimir Putin warned that Russia would mount an unspecified response to recent U.S. aid shipments to Georgia.

Venezuelan President Hugo Chavez, an unbridled critic of American foreign policy, was specific and blunt Sunday night about the possibility the U.S. might be concerned about the exercises.

"Go ahead and squeal, Yankees," Chavez said in a national broadcast in which he announced the exercises.

Nesterenko said the Peter the Great missile cruiser and three other Russian navy ships would visit Venezuela before the year's end, and would be joined by a unit of long-range anti-submarine patrol aircraft.

He did not say how many planes would be sent, but said they would be "temporarily based at one of Venezuela's air bases."

Nesterenko did not name the type of planes that would be deployed to Venezuela. Russia has two such planes: the Tu-142, which is an anti-submarine version of the Tu-95 Bear strategic bomber, and the smaller Il-38.

Chavez said the Russian vessels would call on Venezuelan ports in late November or December.

The Venezuelan leader, who has cultivated close ties with Moscow and placed big orders for Russian jets, helicopters and other weapons, has repeatedly warned that the U.S. Navy poses a threat to Venezuela.

Diplomatic relations between Caracas and Washington have been tense for years. U.S. officials have said Chavez poses a threat to democracy, and Chavez has emerged as Latin America's most outspoken critic of U.S. foreign policy.

Nesterenko said the joint exercise would not be directed against any third country.

But the Interfax news agency quoted Vyacheslav Nikonov, a pro-Kremlin political analyst, as saying that the Russian cruise to Venezuela was a response to the deployment of U.S. Navy ships to Georgia's Black Sea coast.

"That shows that Moscow won't leave such challenges unanswered," Nikonov was quoted by Interfax as saying.

Russian officials said past U.S. military assistance for Georgia had encouraged the Caucasus country to launch its offensive in South Ossetia, and argued that the new shipments could be a cover for weapons deliveries.

U.S. officials have dismissed those accusations, saying the ships are carrying only humanitarian supplies such as blankets and powdered milk.

Putin last week warned that Russia would respond to the U.S. aid shipments to Georgia, but he did not say how.

"We don't understand what American ships are doing on the Georgian shores, but this is a question of taste, it's a decision by our American colleagues," Putin said. "The second question is why the humanitarian aid is being delivered on naval vessels armed with the newest rocket systems."

Russia's reaction to the U.S. deployment to the Black Sea "will be calm, without any sort of hysteria. But of course, there will be an answer," Putin said.

I used to be a Republican, then one day I woke up and discovered to my chagrin, that I am in fact a dirty rotten Commie. I support Russia's incursion into the Republic of Georgia. This was a humanitarian mission to stop the genocide of people dared to voice a minority opinion and tried to break away. The United States Foreign Policy under the current madman, seems to think that The
Republic of Georgia should have the "freedom" to kill their own people with our blessing.
It is well known that Bush and Chavez hate each other. I live in New England and am expecting to freeze my butt off this heating season. Bush will not send me a dime to keep me warm while all his
cronies in the oil industry have made record profits. Chavez , on the other hand , through the largely
state owned Citgo Oil, is sending over 120,000,000 gallons of free heating oil to needy families.
God bless Russia and Venezuela. It's time for a change in the United States. I want my country back
from the brain dead fascists who have destroyed our Constitution and all moral decency. We need to
reclaim the high moral ground and not be the laughingstock of the world! AMEN!!!

well said ,my thoughts exactly. i will continue to buy citco fuel ,if its cheaper than our pseudo patriot oil companies. they have made record profits and still were paying 3 times as much for fuel. this is corporate fascism that these oil companies practice .the oil companies certainly dont look out for our interests. americans will continue voting against their best interests. ,Fu*K THEM.

As a Conservative and Independent I hope it will neither be a "Love Palin" or "Hate Palin" interview. No question that Bush will go down as one of the worst Presidents we have had. I accept that he has had to respond to the worst situation in US History (9/11) other than Lincoln, Roosevelt and Truman. Still, he made the wrong choice on Iraq. It is unfortunate that this election like so many. It will not be for someone but against someone. I don't have great trust in either McCain or Obama. I fear that McCain and Obama are loose cannons but they are the only choice we have. I have not seen anyone who seems to have the courage to actually do something helpful to the country other than just "TALK" to the right and the left.

US is starting a war that it won't win. Russia and Venezuela are not some Arab countries that you can bomb to oblivion and steal their oil. These are countries that can bomb back. Therefore, it is not a wise choice to pick a fight with these countries.

We tried with Chavez, but he was too smart and when our coup was enacted, the had placed his guards in the Palace. While the overthrowers were celebrating, the order to stop partying and leave or you will die was given and he was returned to power. Really, we should stop messing with this guy. He is smarter than you, smarter than bush (not sayin much) and smarter than any candidate you repubs have. Short of nuking Venezuela,( I know you repubs get woodies mentioning nukes) conservatives have no chance against this guy.

Well we TRIED to overthrow Chavez in 2002. Luckily (or unfortunately for you), the people stood up and upheld their mandate. But since the topic is Russia and Venezuela, which democratic countries have Russia or Venezuala overthrown lately?

Oh, and Georgia is decidedly not a democracy. Democracies don't send thugs to bash the skulls of opposition supporters, don't ransack and shut down opposition TV stations and don't elect presidents with 94% of the vote:

Hugo Chavez and his countrymen realize that they must protect themselves from this evil empire. The same neo-cons who interfered in his country also kidnapped and flew the democratically elected president of Haiti, Jean-Betrand Aristide. Hugo was returned to power by his people, while Aristide is exiled in South America, a world away from his country.

As a Haitian, I am grateful to Hugo Chavez and Venezuela for the 20 tons of aid he has sent to Gonaives, a town where 3000+ people were killed by hurricane Fay two years ago. The UN occupiers and NGO's who are now swarming like flies who smell death, have done NOTHING to prevent the same scenario from happening this hurricane season.
