MOSCOW — Russia said Monday it will send a naval squadron and long-range patrol planes to Venezuela this year for a joint military exercise in the Caribbean, an announcement made at a time of increasingly tense relations with the United States.

The apparently retaliatory move follows the U.S. deployment of warships to deliver aid to the former Soviet nation of Georgia, barely a month after Russian armor and aircraft crushed the Georgian military in a five-day war.

Russia's Foreign Ministry spokesman Andrei Nesterenko insisted Monday that Russia's decision to send the squadron and planes to Venezuela was made before Russia's war with Georgia.

"This deployment had been planned in advance, and it's unrelated to the current political situation and the developments in the Caucasus," Nesterenko said at a briefing.

But the announcement was made just a week after Prime Minister Vladimir Putin warned that Russia would mount an unspecified response to recent U.S. aid shipments to Georgia.

Venezuelan President Hugo Chavez, an unbridled critic of American foreign policy, was specific and blunt Sunday night about the possibility the U.S. might be concerned about the exercises.

"Go ahead and squeal, Yankees," Chavez said in a national broadcast in which he announced the exercises.

Nesterenko said the Peter the Great missile cruiser and three other Russian navy ships would visit Venezuela before the year's end, and would be joined by a unit of long-range anti-submarine patrol aircraft.

He did not say how many planes would be sent, but said they would be "temporarily based at one of Venezuela's air bases."

Nesterenko did not name the type of planes that would be deployed to Venezuela. Russia has two such planes: the Tu-142, which is an anti-submarine version of the Tu-95 Bear strategic bomber, and the smaller Il-38.

Chavez said the Russian vessels would call on Venezuelan ports in late November or December.

The Venezuelan leader, who has cultivated close ties with Moscow and placed big orders for Russian jets, helicopters and other weapons, has repeatedly warned that the U.S. Navy poses a threat to Venezuela.

Diplomatic relations between Caracas and Washington have been tense for years. U.S. officials have said Chavez poses a threat to democracy, and Chavez has emerged as Latin America's most outspoken critic of U.S. foreign policy.

Nesterenko said the joint exercise would not be directed against any third country.

But the Interfax news agency quoted Vyacheslav Nikonov, a pro-Kremlin political analyst, as saying that the Russian cruise to Venezuela was a response to the deployment of U.S. Navy ships to Georgia's Black Sea coast.

"That shows that Moscow won't leave such challenges unanswered," Nikonov was quoted by Interfax as saying.

Russian officials said past U.S. military assistance for Georgia had encouraged the Caucasus country to launch its offensive in South Ossetia, and argued that the new shipments could be a cover for weapons deliveries.

U.S. officials have dismissed those accusations, saying the ships are carrying only humanitarian supplies such as blankets and powdered milk.

Putin last week warned that Russia would respond to the U.S. aid shipments to Georgia, but he did not say how.

"We don't understand what American ships are doing on the Georgian shores, but this is a question of taste, it's a decision by our American colleagues," Putin said. "The second question is why the humanitarian aid is being delivered on naval vessels armed with the newest rocket systems."

Russia's reaction to the U.S. deployment to the Black Sea "will be calm, without any sort of hysteria. But of course, there will be an answer," Putin said.

Ya got to do what ya got to do. The US is hell bent on invading countries for Oil according to our new VP its God's will. Is understandable if oil rich countries are runing scared after all its not like our leaders were IMPEACHED for what the did no they got away with it and with the possiblity of McCain/Palin looks like we may be facing more ROGUE executive in America.

The world is becoming a DANGEROUS place. Thats what happens when villiage idiots are allowed to take charge.

Impeach now. Why did we tell Georgia to do what they did? What was the point in doing this? This whole Georgia thing is designed to help McCain. What kind of government would try to manipulate politics by staging military actions? Are we about to make enemies of Russia again to ensure that McCain gets into office? Why do things have to be so bad between the U.S. and so many countries around the world? Impeach now. This administration is a very real danger to the whole world. They should not have their hand on the button for one instant longer.

A good defense is what Venezuela needs from the lunatic fringe running this country. Good luck Mr. Chavez. Hugo Chavez recognizes that he has a lot in common with the democratically elected leader of Haiti, whose tenure in Haiti was also fraught with foreign interference from the US. Ultimately, Aristide was kidnapped and flown out of Haiti by the US. Mr. Chavez was returned to power by his people.

Thank you for the support Mr. Chavez, during this horrible hurricane season and the devastation it has wrought in Haiti. Venezuela sent 20 tons of aid by plane to Gonaive (a town devastated by Hurricane Fay 2 years ago). The UN occupying force and the NGOs swarming like flies who smell death have done nothing to stop the same scenario from happening.

Why am I not surprised that there are those on this post that would side with Chavez and the Russians. Patriotism at it finest, but only if it's the progressive side, would they support the United States. And liberals wonder why conservatives question your patriotism.

When I was young and got into a fight, I always knew my brother would cover my back. And if I was wrong in getting into the fight my brother would staighten me out after the fight was over. The point is that my brother still always covered my back. With the liberals/progressives, these are the people who would stab you in the back the moment you turned around. These people are a worse threat to this country than anyone for Venezuela or Russia. If you don't like the people in office, vote in the ones you do like, but don't sell out the country because you don't like the president. We used to call these "fair weather friends". How pathetic and sad.

Chavez is sitting on hundreds of billions in dollars of oil and he knows what we did to Iraq for its oil. Besides, he has already withstood a coup attempt that he alleges was backed by the US.

He has no choice but to turn to the Russians for help especially if oil prices stay high. It is enlightened self-interest for Chavez. But it may spur more activity by the US to oust him.

Meanwhile, China benefits from increased conflict between the US and Russia.

The US showing their defiance in supporting Georgia with War ships bringing so-called aid.....just how much aid in supplies can a Destroyer or War ship carry ?? Now we will have War games off the South America coast by Russia. The US seems to make all the wrong choices when it comes to diplomacy and doing what is right...like putting a Missile system on Russia's doorstep..only brings counter actions... And it was smart for them to invade two provinces that had been operating independently for ten years.. and us not tell them there were 50K russians on their border before they invaded. Putting a defensive misssle system on "Russia's doorstep" should not have been a problem if Russia wasn't so paranoid and a real friend; she never was and never will be. Gerogis, the Ukraine etc are no longer Russian satellite countries and Russia needs to come around to that reality. Remember, Russia is a for all intents and purposes a dictatorship with no free press and with one journalist murdered after another. You can't trust Russians to keep their word either. Russia has a Byzantine mentality, suspicious of everything and everyone; they've always been that way. The only thing that's changed since the fall of the Soviet Union is that Rissia's national self-esteem has gotten worse, so Russia will beat her chest and try and make the world fear her but in the end, this will no way get to the point of the Cuban Missle Crisis. Russia knows she hasn't a chance when it comes to provoking the U.S. again in our own hemisphere. We have a Monroe Doctrine; Russia doesn't and that, this time, will keep Russia at bay.

If I try to be honest and independent about this, I have to agree that Chavez is right to think the US are a threat to his country Venezuela. Why? Because Venezuela has a lot of Oil and we saw what happened to Irak because they have a lot of Oil. The US is going after the Oil and an alliance with the Russians helps them to be ready when the USA invades them while saying it is to get rid of a dictator and helping the poor people of Venezuela. Hummmm! That sounds familiar! I wonder when I heard that before...
