MOSCOW — Russia said Monday it will send a naval squadron and long-range patrol planes to Venezuela this year for a joint military exercise in the Caribbean, an announcement made at a time of increasingly tense relations with the United States.

The apparently retaliatory move follows the U.S. deployment of warships to deliver aid to the former Soviet nation of Georgia, barely a month after Russian armor and aircraft crushed the Georgian military in a five-day war.

Russia's Foreign Ministry spokesman Andrei Nesterenko insisted Monday that Russia's decision to send the squadron and planes to Venezuela was made before Russia's war with Georgia.

"This deployment had been planned in advance, and it's unrelated to the current political situation and the developments in the Caucasus," Nesterenko said at a briefing.

But the announcement was made just a week after Prime Minister Vladimir Putin warned that Russia would mount an unspecified response to recent U.S. aid shipments to Georgia.

Venezuelan President Hugo Chavez, an unbridled critic of American foreign policy, was specific and blunt Sunday night about the possibility the U.S. might be concerned about the exercises.

"Go ahead and squeal, Yankees," Chavez said in a national broadcast in which he announced the exercises.

Nesterenko said the Peter the Great missile cruiser and three other Russian navy ships would visit Venezuela before the year's end, and would be joined by a unit of long-range anti-submarine patrol aircraft.

He did not say how many planes would be sent, but said they would be "temporarily based at one of Venezuela's air bases."

Nesterenko did not name the type of planes that would be deployed to Venezuela. Russia has two such planes: the Tu-142, which is an anti-submarine version of the Tu-95 Bear strategic bomber, and the smaller Il-38.

Chavez said the Russian vessels would call on Venezuelan ports in late November or December.

The Venezuelan leader, who has cultivated close ties with Moscow and placed big orders for Russian jets, helicopters and other weapons, has repeatedly warned that the U.S. Navy poses a threat to Venezuela.

Diplomatic relations between Caracas and Washington have been tense for years. U.S. officials have said Chavez poses a threat to democracy, and Chavez has emerged as Latin America's most outspoken critic of U.S. foreign policy.

Nesterenko said the joint exercise would not be directed against any third country.

But the Interfax news agency quoted Vyacheslav Nikonov, a pro-Kremlin political analyst, as saying that the Russian cruise to Venezuela was a response to the deployment of U.S. Navy ships to Georgia's Black Sea coast.

"That shows that Moscow won't leave such challenges unanswered," Nikonov was quoted by Interfax as saying.

Russian officials said past U.S. military assistance for Georgia had encouraged the Caucasus country to launch its offensive in South Ossetia, and argued that the new shipments could be a cover for weapons deliveries.

U.S. officials have dismissed those accusations, saying the ships are carrying only humanitarian supplies such as blankets and powdered milk.

Putin last week warned that Russia would respond to the U.S. aid shipments to Georgia, but he did not say how.

"We don't understand what American ships are doing on the Georgian shores, but this is a question of taste, it's a decision by our American colleagues," Putin said. "The second question is why the humanitarian aid is being delivered on naval vessels armed with the newest rocket systems."

Russia's reaction to the U.S. deployment to the Black Sea "will be calm, without any sort of hysteria. But of course, there will be an answer," Putin said.

not good news. at home, our military bases are weak to defend any attack. our troops are scattered around the world protecting our interests ( mostly Macdonalds etc) 9/11 is example of how poor we was protected. only two planes that took two hours to get here! this doesn't make me feel safe. where is the protection at home. oh yes, checking poeple at the airport. that make me feel safe all right. while others are concern about the terrorists, i been concern about any attack on usa. that could be made by another country. russia was never our friend. south americans do not like us at all, and some have ask to move out our military bases soon. we should be concern.

Chevez tried to overthrow Bush in a thwarted coup didn't he?

And Russia unilaterally pulled out of an Anti Missile Treaty and is developing an Anti missile system aimed at the United States isn't it?

Not to mention promoting a military alliance designed to "surround and contain" the United States..

The problem is abject stupidity in the White House.

We have no conflict with Russia. And who are we to tell Venezuela how to govern themselves?

The problem is the USA's unquenchable thirst for oil.
Better to ignore Chavez and Putin, and strengthen our Caribbean relations by dropping the trade embargo on Cuba.
The Russian navy will demonstrate its own incompetence and disabilities if given enough rope to hang itself.

Chavez and Putin are a problem. The difference is, Russians don't give a hoot but in Venezuela, there's plenty of opposition to Chavez. Chavez is a buffoon. prohgressives make a great mistake in seeig no malignant intent on the part either Putin and Chavez though. These aren't men who welcome democracy. It's easy to put down Bush and Cheney because they've crapped on our Constitution, but here we have a recourse. In Russia, you're life is at stake if public opposition is shown. Nothing's really changed there. As for that clown Chavez, nothing would suit him better than to become an Emperor. He's It's Venezuelans who will have to take care of their own problem though. When they get tired enough, they will too.

Tit for Tat. The US thinks it can send warships into the Russian's back yard and the Russians can't do exactly the same thing?

And what will the US do about it? There is absolutely nothing they can do about it except bluster and throw a hissy fit.

We need to get rid of the stupidity driving our Foreign Policies. And the only way to do that is to elect Obama President.

We have no conflict with Russia. We have no conflict with Venezuela. The conflicts are in the fevered minds of the Neo-Cons and Neo-Imperialists in the Republican Party.

McCain would be a disaster for the world. Judging from his own statements.

Palin would be even worse (if that were possible.)

Let's get intelligence and good judgment back into our government. This abject stupidity has gone on far too long.

But you don't understand, - we are good and the rest of the world is evil and needs to be put in its' place.

Chavez wants to bring dignity, prosperity, education, sustainability to Venezuela and that's just plain Socialist. He doesn't realize how good his country had it when the people were working like slaves for Western Bankers while Western oil giants were draining the energy resources, polluting their environment while keeping all the profit.

The rest of the world needs to remember that Unchecked Capitalism is the master and their role is to provide slaves and natural resources to the oligarchs.

The foreign policy gurus and advisers behind Obama are the literally the same ones who got us into all this mess. They are Trilaterals, CFRs, Skull and Bones brothers...and so on.

You think you are going to get original thinking just because the wrapper has changed?

Come on.

Obama and his cohorts still believe in the fraudulent War on Terror. They agree with all the domestic powers that Bush and his neocons have accrued for the Presidency, they want to redeploy the troops to other areas - ahem, Afghanistan.

And they spew the same lies regarding the Georgian attacks upon S Ossetia civilians that the Bushies do. They want to make the Russians the big boogymen again, because having the Russians as the official enemy replacing the evil Muslim fanatics is much more profitable for the Military Industrial Complex.

Wake up.
