ANCHORAGE, Alaska — Gov. Sarah Palin is unlikely to speak with an independent counsel hired by Alaska lawmakers to review the firing of her public safety commissioner, a spokesman for Republican presidential candidate John McCain said Monday.

Spokesman Ed O'Callaghan said he has not spoken with Palin, but she was "unlikely to cooperate" with the inquiry "as long as it remains tainted."

Democrats charged that the McCain campaign was trying to stall the investigation.

"The partisan presidential campaign of McCain/Palin has interfered and is picking partisan targets to smear in order to make this investigation look like something it isn't," said Patti Higgins, chairwoman of the Alaska Democratic Party. "Rather than cooperating with the investigation, the Republican presidential campaign is doing everything it can to stall and smear."

O'Callaghan also said he did not know whether Palin's husband, Todd, would challenge a subpoena issued Friday to compel his cooperation. Thomas Van Flein, the Palins' lawyer, who has accepted service of the subpoena, did not return messages seeking comment. The governor herself has not been subpoenaed, but the Legislature's investigator, Steve Branchflower, has said he hopes to speak with her.

Palin and her husband campaigned Monday in Colorado and Ohio. Palin also planned appearances Tuesday in Ohio.

McCain's campaign insists the investigation into the firing of Public Safety Commissioner Walt Monegan has been hijacked by Democrats.

Palin initially said she welcomed the inquiry. But after she became McCain's running mate on Aug. 29 her lawyer sought to have the three-member state Personnel Board take over the investigation, alleging that public statements by the chairman of the Senate Judiciary Committee, Democratic state Sen. Hollis French, indicated the probe was politically motivated.

French said Sept. 2 that the results of the investigation could constitute an "October surprise" for the McCain campaign. He later apologized for the remark, but Palin's lawyer has said the biased impression it created can't be undone.

The McCain campaign says it can prove Monegan was fired in July because of insubordination on budget issues, and not because he refused to fire a state trooper who went through a nasty divorce from Palin's sister.

To that end, the campaign released a series of e-mails detailing the frustration several Palin administration officials experienced in dealing with Monegan. The "last straw," the campaign said, was a trip Monegan planned to Washington in July to seek federal money for investigating and prosecuting sexual assault cases.

In a July 7 e-mail, John Katz, the governor's special counsel, noted two problems with the trip: the governor hadn't agreed the money should be sought, and the request "is out of sequence with our other appropriations requests and could put a strain on the evolving relationship between the Governor and Sen. Stevens."

Monegan was fired four days later.

In the weeks since, it has emerged that the Palins and her staff repeatedly had contacted Monegan expressing their dismay at the continued employment of Trooper Mike Wooten, who divorced Palin's sister in 2005. The following year, Wooten was suspended for five days based on complaints filed by the Palins, including that he drank in his patrol car, used a Taser on his 10-year-old stepson and illegally shot a moose.

A bipartisan panel of the Legislature voted unanimously to authorize an investigation into the circumstances of Monegan's firing.

In an effort to move the investigation into the Personnel Board's court, Van Flein filed a complaint there. But on Monday, he asked the board to dismiss the matter, citing the e-mails about budget issues as proving the real reason for Monegan's dismissal.

"The Governor decided to replace Mr. Monegan based on his refusal to execute her administration's policy on fiscal and budget matters, a refusal that between late 2007 and the middle of 2008 blossomed into outright insubordination."

Monegan's attorney said he had no immediate comment.

Also made clear in the e-mails is that some Palin staffers believed Monegan worked outside normal channels in making budget requests, in one case writing a letter to the governor in support of a funding for a project she had already vetoed.

We all make simple errors when typing so fast. I see that you can't even take the time to use upper case letters where appropriate. I think maybe the facts are upsetting you more than the persons spelling. Unkind words negate your point and suggest the need to be superior. Mapatty has a very good point. When someone decides they want to become VP--a public servant--it is best for them to realize that they are serving the people. People want answers and people deserve them. Not ones for which you crammed, but ones you should know off the top of your head. She is the first candidate to be so protected. For a woman who introduced herself as a bit bull with lipstick, she seems more like a fragile and insecure person. There needs to be some substance or some way to monitor the lying. There are no more free passes. The economy and two wars trump the "shock value" of an impulsive and rash choice--not quite the attributes most of us are looking for in a leader.

It really amuses me how deeply Sarah Palin has hurt the libs... They can't even realize it... It's S.P. everywhere, all over the left sites. Almost no Obama, occasional McCain, no Biden whatsoever (btw, who was that guy?), but Sarah Palin - she rules the meanest web sites on Earth, Huffington being one of the classic examples.

Now what? She doesn't want to cooperate? Folks, let me explain to you very slowly, 'cause I know you cannot think quickly: if the investigator does want to talk to her, he must subpoena her - that's a very simple legal procedure. So far, he has not done this. Then why on earth should she talk to him, if he didn't legally ask her to?

In case you haven't noticed, Sarah Palin is kind of busy right now. And, by the way, I haven't seen or heard her respond to any of your slings and daggers (sorry, William!) - that's why her ratings are going thru the roof, and yours - down the drain. Get used to it, folks.

Sarah doesn't hurt us, she just provides so much fodder. Just ask SNL. As her ratings fall and she continues to evade the press and the investigation, liberals and conservatives alike are wondering why her actions don't match her words. I thought she was open to the investigation. I thought that she was going to be tough, after all, she introduced herself to all of us as a pit bull with lipstick. Hate to break it to you, yet with all of the lying and evading coming from both Republicans candidates­--especial­ly in light of our current economic situation--Sarah's perceived popularity has been erased. She is starting to look a lot like Cheney and Rove--just one of the good old boys...

You're not going to vote for her anyway, so if her ratings are down - which is not true, just look at the polls - you should be just happy. And again, if there's one person's ratings you should worry about, it's not Palin, it's Obama.

I Think Gov. Plaen should have to read the story of Mayor Kilpatrick of Detroit. He is now going to jail, among other penelties for lying in court and other transgressions. His stonwalling of the courts and trying to cover up what would be an easy truth made everything that came after worse. Trying to cover up and fire people unfairly is really not a good thing. People think there is way more covered than there might be. Her "people" should know better.

Palin, the more you resist without any evidence that the investigators are tainted, the more people being suspicious. The only way you erase people's doubt is by facing them. Learn from Obama, he bravely came to Fox news and accepted an interview.

Another different thing between Palin and Obama is, Obama is always blamed by "guilty by associations", name it Rev. Wright, Rezko, etc and he came out clean. But Palin? C'mon governor, prove it that you're not guilty instead of blaming others (investigators, media) to distract public's opinion.

Bill likes Obama. He has been on Fox before and neither time did, he insult anyone. However, McCain's appearance on Morning Joe demonstrated his inability to be bipartisan and his complete disrespect for anyone who doesn't support him--especially a woman. There is no chance for a Republican victory in November. Way too many mistakes from the candidates and their operatives. And by the way, it is a bipartisan group investigating Palin. Do you have some special insight into this case other than the media? If all you say is true then Sarah should have no problem defending her actions. Wouldn't it be better to get this whole mess out of the way and free herself for the upcoming election? Why does this remind me of Bush Administration (Harriet Meyers, Karl Rove, etc.) tactics? Let's not forget Palin makes a great sidekick to the guy who was neck-deep in the Keating 5 scandal. So this veep starts out saying she welcomes the investigation. But now, not cooperating. What happened to this woman being such a "refreshing" addition to the evangelical base, such a breath of fresh air.

Wooten may be a complete vermin. None of us really knows. He may also have been a problem just because of the custody battle for his kids. The Alaska state legislature thought there was enough reason to investigate it when a BI-PARTISAN decision was made to do so and they thought it was worth $100,000 to do so. If McCain manages to somehow sweep this under the rug, he will be doing exactly what Bush has been doing with the U.S. Congress for years and it's a good indication of how he would behave in office. This is the type of reform that the McCain/Palin ticket is promising to bring? The Alaska state legislature surely has the right and the responsibility to investigate this just as the U.S. Congress does with the president. If George Bush could have legally appointed a three person panel of his choosing to deal with everything that Congress tried to investigate about his administration, don't you think he would have? This is a crooked attempt to bury Palin's dirty laundry. If she's clean, why wouldn't she just testify and get it over? It's become a political hot potato and they're doing all they can to bury it. Crooked. Corrupt. Slimy. Despicable. p.s. Palin is no friend to women if she doesn't think record numbers of sexual predators are worthy of investigation and prosecution. She has $71 million from "the bridge", but none for homeless kids are women?

she is not in the state therefore subpoenas issued in Alaska by Alaska do not count.....­..when i killed the union i had many state issued subpoenas delivered to the office....­........I have yet to received them or act on them that was 3 years ago.......­...very effective don't you think.....­....i figure 4 more years i might just receive them....

You are not suggesting that it is a good idea for someone running for VP the second highest office in he land should dodge a subpoena. What kind of example would she be making. She is still a resident of Alaska. She has to abide by the laws there. Why would you think they wouldn't count? Fortunately for you, your alleged crime was probably not big enough or worth the trouble to look for you. They will have no trouble finding Palin.

This is a fascinating twist. Yesterday Sarah said that she didn't fire Monegan because she offered him another job. Today, the McCain campaign says she fired him because he tried to get money to help get homeless teenagers off the street and he tried to get money to investigate and prosecute sex crimes against women and children. By the way, Alaska has one of, if not the highest, rates per capita of sex crimes against women and children in the country. But here's the thing: First, there are several emails proving that Palin, her staff and some of her relatives repeatedly pressured Monegan to fire Wooten. Second, If Monegan was such a BAD EMPLOYEE-----WHY DID SHE OFFER HIM ANOTHER JOB???? She wasn't trying to get him completely out of her administration. She was trying to get him out of the way so that she could get somebody who would fire Wooten like she told them to. And she tried to bribe him with another job so he'd keep quiet about it.
