HOUSTON — Hurricane Katrina made them worthless feds in windbreakers, a four-letter agency for which some couldn't find enough four-letter words. And in the aftermath of Hurricane Ike, FEMA is again the easy target for displaced residents and frustrated local authorities.

"Where's FEMA?" some evacuees have asked. Houston Mayor Bill White complained FEMA wasn't bringing ice, water and meals fast enough, while the county administrator personally took over the coordination of efforts to hand out relief supplies.

But Homeland Security Secretary Michael Chertoff, who oversees the Federal Emergency Management Agency, is quick to defend the agency he started reforming after its bungled response to Hurricane Katrina. He knows full well that it's far too easy to shout "It's FEMA's fault!" whenever anything goes wrong on the ground.

"People have worked their hearts out," he said Wednesday in Houston, his second trip to the city since Ike hit. "I recognize that in any walk of life perfection is not always realistic, so I get frustrated, too, and I've raised my voice a few times. I'm acutely aware of the fact that people are hot and hungry and thirsty."

For days, hot, hungry and thirsty victims of Ike's strike have waited hours for handouts and scrounged for fuel. Phone lines were overburdened as evacuees tried, unsuccessfully, to register for help. Others denounced the suggestion to go to a Web site, impossible when they still had no power.

"They're still screwed up. They haven't remedied their problem," said Galveston nurse Reginald Cleveland, one of thousands of evacuees stuck at a shelter in San Antonio. He signed up with FEMA when he checked into the shelter, but then was told to call a number at which no one answered. "I say, put the people out. They obviously don't know what they're doing."

Three years ago, Katrina devastated the Gulf Coast and FEMA arrived both late and unprepared. The agency couldn't track supplies or get those it had to the right place. Chertoff and other top federal officials did not have enough accurate or timely information, particularly about the inhumane conditions among those taking shelter at a jam-packed Superdome and convention center.

President Bush's compliment to FEMA Director Michael D. Brown _ "Brownie, you're doing a heckuva job!" _ became a dark joke. Among the many T-shirts available in post-Katrina New Orleans was one that read, FEMA: Fast Efficient My A--.

FEMA got its first major test since Katrina in June, when floodwaters pounded several Midwestern states, and then again when Hurricane Gustav hit southern Louisiana earlier this month. In both cases, FEMA earned mostly positive reviews.

FEMA-dispatched supplies began arriving in Houston two days after Ike struck. On Tuesday, three days post-storm, the agency announced a 30-day transitional shelter program, arranging for hotel and motel chains to house evacuees and for those facilities to direct-bill the government for 100 percent of costs.

On Wednesday, Chertoff toured disaster areas with White and Ed Emmett, the top administrator of Harris County. At one supply distribution center at a Baptist church, Chertoff leaned into a car window and smiled as he met with Ike victims.

"The weather has gotten good," Chertoff joked under a sunny sky. "I wish I could take credit for that."

A little boy peered at the gathering crowd and wondered what the commotion was about. When someone told him, he said he wanted to tell Chertoff what he needed most: "I need a go-cart. That's what I need," the boy named Brandon said before leaving.

The congenial atmosphere was a drastic change from a day earlier, when the mayor drove past a distribution center with no supplies and long lines of frustrated residents. White immediately made an angry call to Emmett, who was driving back from meeting with President Bush.

Emmett wound up camped out at the main supply distribution center, where communication problems had left about 200 loaded trucks sitting idly in the parking lot when they were supposed to be delivering goods. Some sites reportedly had ice and water, but no meals; others had water and meals, but no ice.

Emmett said he set up a folding table, pulled out a legal pad and a pen and started making fixes by hand.

"We had a good operation once it finally got started," Emmett said. "It was easy to take care of. It just took some doing."

FEMA didn't have a hand in all the supply problems. The state shut down Houston's major supply staging area at midnight on Monday, causing some of the backups getting supplies to evacuees Monday and Tuesday, according to an official who spoke on condition of anonymity to describe coordination, or lack of it, between state, local and federal officials.

But on Wednesday, all trucks left the main center at 6:15 a.m., and the roughly two dozen distribution centers around the city all received two trucks of ice, two trucks of water and one truck of meals. Everyone seemed to agree that things were moving more smoothly.

"We weren't pulling people off rooftops. Fatalities were held to a minimum," Emmett said. "People evacuated fairly soon. FEMA came in and started providing assistance. So I would just ask for everyone to maintain a certain perspective."

While the struggles in handing out relief supplies had eased, other glitches remained.

At the evacuee shelter in San Antonio, Carlos Simon, of Hitchcock, near Galveston, said he was told to wait until the middle of the night _ when the phone lines would be less busy _ to call FEMA to register for aid. He stayed until about 4 a.m. on Wednesday to make his registration call. Other attempts were plagued by frustrating disconnections.

The 46-year-old who walks with a cane wanted to know whether he could go to a hotel. But nice as the woman on the other end of the phone was, all he could get was a registration number, Simon said.

"I really don't know what to expect or anything," he said, leaning against a wheelchair ramp with a blanket draped over his shoulders.

As he has since the days after Katrina, Chertoff vowed to fix such problems. And he promised that those who do screw up will feel it. "Those whose butts need to be kicked will feel it in their butts."

Going without electricity is not going to kill you unless you are my mom.

If you live in Houston and have a vehicle, drive West and get some supplies. The money you waste in gas, sitting in lines can not add up to as much as gallon bottles of water at Wally world. Here is a hint. Next storm season, save about twenty 2lt bottles and when you hear a storm is coming, fill them up with water out of your tap. It's cheap and stores easily. If you put the bottle in your fridge or freezer, they help maintain the temperature for a few more days. Wrap your fridge in blankets and do not open. Those in the door dispensers LEAK cold. Plastic wrap your freezer area before you lose electricity and keep it wrapped to prevent air loss.

Look at it this way, your electric bill will be lower this month and you can see the stars once again~

I did not intend to sound insensitive to people who are suffering from heat and inconvenience. I assure you, I have known the misery of eating the same stuff day after day. I know what it is like to hike down the street to a porta potty, boil water that smells like eggs, eat tuna or peanut butter and crackers for a couple of weeks and have no relief from the summer heat. I have been through many hurricanes in the last thirty years while I lived on the Gulf Coast. Living here taught me to make sure I had water stored and enough food for about two weeks for each person. Katrina finally took our family's home. I only meant to look at a bright side of having a lower power bill and possibly getting to know your neighbors. Sometimes, finding a blessing is the only thing one has to hold onto.

I am sorry if I offended you.

I detest everything Bushco but I will say this. These people had significant warning and opportunity to evacuate. Anyone stuck down there without means is stupid. Let the gene pool purge itself.

Actually there were some areas that did not have a mandatory evacuation. I have a friend in the Houston area and it surprised the entire area how bad it ended up. You can blame the people for not getting out, but you have to blame FEMA and the US Government for not acting faster.

Clearly, this week we know where the priorities stood. Do I have to say bailouts?

I am not stuck down here, I live here. I had lots of camping supplies, food, water, ect. Regardless how prepared someone might think they are you will forget something and you will most likely want to help others, which will take more of your supplies. My water well runs on electricty so I have been using water from the ice chest to flush the toilet. Thing are getting better, my electricity came on yesterday. To those that like to poke at people when they are down: I would advise you only do that over the internet.

Please... I went with a friend to deliver an RV to FEMA on Galveston Island on Monday. Man, that place is a disaster. The damage is unbelievable. You know... the people who are complaining about FEMA are a bunch of whiners. FEMA is doing the best they can do, so is the state of Texas. Come on, people... we aren't New Orleans. We're Texans... quit complaining and suck it up. It could be a lot worse.

This red state took 75% of the Katrina evacuees out of the kindness of our hearts. You'll NEVER see Texas evacuees in another state. We take care of our own. FEMA may be helping, but 90% of the help in Texas comes from Texas.

Yeah, and we vote conservative. Don't like it? Well... you and your liberal pink state socialists can kiss our @$$es.

You liberals are pitiful. You take natural disasters, economic hardship, and dead U.S. Soldiers and turn them into talking points as to why we should vote for Obama. There were literally giddy bloggers here yesterday, happy the economy is tanking. Every time a bomb goes off in Iraq, you guys rejoice. Now, a couple of disgruntled evacuees (who can't take care of themselves and are forced to let the government do it for them) complain about how they are not getting enough help fast enough. Oh My GOD... FEMA gave him a number to call and no one answered! The nerve. And you liberals want to turn it into an election issue.

In our area boats are being ordered out of the water by wildlife and game police. 200 bodies reported found so far by "rescue" worker.. There are lots of bodies. On Boliver it turns out they closed down ferry service 24 hours early than people were told and the road out flooded.. so many were trapped. A Major TV reporter got there after being told the Guard had been there.. they had not.. on Day 5.

There is a news blackout on the number of deaths and bodies found until relatives are notified. or for poltical reasons.

remember our poor National Guard after 5 years in Iraq is rated at LT 40% readiness. Most pictures are not from Aircraft but satelite. There may very well be no fly over zones ecept for rescue craft.

FEMA seems to be confusing "help" with "not very good financial and logistics support". Really, things in Houston were not so bad - we had wind storm damage - but almost no flooding damage and now we have beautiful weather. Our big problem is power - many people were out of power for days - many are still dark. With power out - we've had bad gasoline shortages and long lines. There was supposed to be fuel for evacuees - but it was not avaiable after the storm..

By the time FEMA got rolling Houston was mostly out of the woods - actually Arkansas and even Ohioans are out of power due to Ike... And.. now FEMA is offering to reimburse people for all kinds of things - like they are an insurer of last or first resort and nothing financially bad can happen to you ... but when you get this money - or it turns into some kind of loan - weeks of months later - it won't really be timely help but some kind of strange windfall. And how much is all of this costing?

In Galveston and the coastal areas where they got real tidal surge damage - things are bad - but it is my impression mostly local resources are handling and have been handling those situations.

Advice to FEMA - move faster - go to where it really hurts - if you can't get the help when you need it - providing it days

Yeah, I have some friends that live in Shore Acres (I'm from Deer Park, live in New Braunfels now). I hear it's really bad in La Porte. Best of luck to all of you down there. I hear the storm surge got Shore Acres. That's bad... real bad.

I am 9 miles for Bay, 3 miles from refineriers. Told to stay put and did. For you who think this is about red or blue pay attention. Day after storm old women hears knock on door ," who is it" is met by " OPEN THE DOOR BITC* I GOT A GUN. " He heard sirens and ran off thank god. People who had 4 ft of water are staying on my block, they are LUCKY enough to be able to go in and get some things out. I did some of her laundry just so it would not mildew. Others who were told to get out will come home to NOTHING They can save. Mildew takes hold in no time. I worked the pods and have seen the freaked out look in ppls eyes. Got power back last nite. SOme will not see that for over 3 mths. I had to make a sign for the yard today that reads "KID HIT BY CAR 9-17 SLOW DOWN" When I feed my neighbors or they feed me they dont ask "are you red or blue."Its are you hungry. Maybe some need to use the golden rule right now, if you have nothing nice to say. We need words of support right now. Not BS about Bush or where we should LIve.

This is NOT correct. All FEMA did for us was offer loans with terms that NO ONE who had just lost everything could repay.

Let's see: You just lost you home and business, FEMA offers you a three year loan @ 8% IF you have collateral.

What a DEAL!!!

We would have preferred formaldahyde laden trailers than FAKE HELP.
