Ground Game

When volunteers sign up to campaign for Barack Obama, they enter the world of e-politics - guided to a web site with a carefully culled, computer-generated list of people who live nearby. The volunteer is instructed to pick 25 people from the list, preferably people he or she knows - or, better yet, actual friends.

The names have been chosen by slicing and dicing a massive agglomeration of government and commercial data, using datamining technologies which identify the magazines, cars, and cookware specific individuals buy; how often they turn up at the polls; the value of their homes; their membership in organizations running the gamut from the NRA to Planned Parenthood; information customers volunteer when they fill out warranties; shopping histories --Target, Whole Foods, Ethan Allen, Sports Authority; and on, and on, and on.

When cross-referenced with the results of public opinion surveys and census information, all these pieces of data can ultimately produce demographic-consumer portraits of voters ranging from guaranteed Obama to locks for McCain and multiple shades of grey in between.

Consultants who specialize in datamining contend that, for a campaign willing to pay, they can tell with 90+ percent accuracy whether an individual voter is for Barack Obama, John McCain or, most importantly, on the fence.

Ken Strasma, president and founder of Strategic Telemetry, is performing microtargeting for the Obama campaign. He argues that, in some cases, the predictive accuracy of his firm's modeling of voter profiles is in the 99+ percent range.

Traditional Democratic get-out-the-vote techniques usually involved targeting urban and minority precincts and simply trying to get everyone in these neighborhoods en masse to the polls. As more and more voters have dispersed, and as the Democratic Party has gained strength among well-educated professionals, the traditional approach has proven inadequate, especially after Republicans in the first part of this decade made huge gains in figuring out how to identify and contact key voters no matter where they lived - for example, black Detroit voters adamantly opposed to gay marriage, or gun-owning union members.

In 2004, the George W. Bush campaign and the Republican National Committee were light years ahead of the Democrats on this high-tech front. Now, four years later, according to knowledgeable Republicans and Democrats, the Obama campaign has caught up with, if not surpassed the GOP.

Strasma, who declined to discuss specifics about the Obama campaign, contended that in 2006, his firm identified 7,368,609 Democratic voters in strongly Republican rural and exurban areas, along with 23,616,066 likely undecided voters. The numbers of voters similarly identified and classified is substantially larger now. Knowing as many possible names, addresses, phone numbers, and emails of such voters is crucial in the ground war currently underway between Obama and McCain.

"It is said that half of all advertising is wasted - the problem is that you don't know which half," Strasma announces on his website. "The same is true in campaigns. A huge amount of time and money are spent trying to persuade people who have already made up their minds, to turn people out who don't support our candidates, and to solicit contributions from people who will never donate."

Both Democrats and Republicans have now reached similar levels of microtargeting expertise. The differences this year are the potential for implementation - in the modestly higher levels of enthusiasm among Democrats, even after the selection of Sarah Palin boosted Republican morale, and the army of volunteers working in behalf of Obama.

The Obama campaign is banking on its legions of volunteers to fill another crucial role: to become "white validators" - emissaries of the campaign to the white working and lower-middle class electorate wary of backing the first African-American presidential nominee, and in need of reassurance.

The adoption of new, high-tech information technologies to locate and contact potential voters began in earnest in 2001 under the guidance of TargetPoint Consulting president Alex Gage, the Republican operative who earned a substantial share of the credit for the highly successful 2004 Bush-GOP turnout drive. Gage, whose firm continues to work for the Republican National Committee, said his impression is that the Democrats have made giant steps in the technology of voter contacts, and are well positioned to capitalize on the support Obama has generated.

This came home to him when a woman he recently hired in his Alexandria, Va., office told him of getting approached by volunteers from the Obama campaign armed with the knowledge that she had recently moved from Detroit, her age, marital status and other key facts empowering them, in Gage's description, to "touch" her, as opposed to just contact her.

"They spoke to her as a single women in her 40s, a new registrant. She clearly fit into one of their contact universes," Gage said.

Some Democrats thought the GOP might have let its sophisticated voter contact system lapse - the information has to be constantly updated and new voter identification techniques tried out or the quality of the data steadily erodes -- in part because Bush is no longer a prospective candidate and in part because the party had no nominee until John McCain became the standard bearer in the Spring.

Gage said, however, that the RNC not only "continued to invest and do things that were needed for the nominee," but it gave open access to the voter lists and back-up data - known as the "Voter Vault" -- to all Republican primary candidates. In return, the candidates had to supply the RNC with new information - voters moving, first-time registrants, surveyed attitudes toward the Bush administration, etc. - so lists are kept fresh.

In the aftermath of the 2004 Republican victory, both the Democratic National Committee and Catalist, a company created by Democratic operatives Harold Ickes and Laura Quinn, began parallel voter list development programs. Strasma has used data from both the DNC and Catalist.

Each category of voter as broken down by Strasma requires different methods of contact. Within the broad category of those committed to vote for Obama are both those who can be trusted to go to cast ballots November 4 with little or no encouragement, and those who are not reliable -- who will have to be pushed, prodded, and possibly driven to the polls. The undecided, in turn, fall into a host of categories, ranging from those with specific issue agendas to be addressed (taxes, Social Security, health care) to those wondering if they can bring themselves to vote for an African American.

Before the actual election, it is very difficult to measure the effectiveness of each sides' ground game, but one strong indicator is the trend in voter registration which reflects both enthusiasm and the ability of the campaign to capture that enthusiasm. On that front, Obama appears to be doing very well.

In the key battleground state of Colorado, for example, the Secretary of State's office reported that from January to August of this year, Republican registration grew by a modest 17,910, from 1,011,152 to 1,029,062. Democrats, in contrast, grew four times faster, by 76,667, from 880,761 to 955,428.

The Associated Press reported Democratic gains both in competitive states -- Nevada, New Hampshire, Iowa, Colorado and Florida - and in such Republican bastions as North Carolina and Georgia.

Over the past two years, according to the AP, 167,000 North Carolinians signed up as Democrats compared to 36,000 as Republicans. In Pennsylvania, the trends have been even more foreboding for McCain and the GOP: Republican registration dropped by 117,000, while Democratic registration shot up by 375,000.

Republicans are worried. GOP media consultant Alex Castellanos noted that he has been impressed with Obama campaign's ground game ever since the January Iowa caucuses, when he began to run into Republicans gearing up to switch parties and vote for the Illinois Senator. "Whoa, they are good," he recounted saying to himself.

In practical terms, Castellanos said, the Obama ground game has the strong potential to produce Electoral College votes: "Virginia, that's a state Barack could take with his ground game."

Speaklng from the perspective of "old age" now, I just want to say how very much I deeply THANK all you young folks who are working so hard to help Obama get elected! I am old enough to KNOW that this man, Sen. Obama, is a RARE kind of politician,---the kind I've only seen once in my life, when Kennedy was elected President! However, I do believe that Obama even surpasses him in innate goodness, intellect, and insight! He has the capacity, if given the opportunity, to be one of the GREAT Presidents!

My generation and the one slightly behind me have made a real mess of things, so we desperately NEED a YOUNG President, one with a new perspective, one in whom "hope" has not been replaced with corruption, one with a new and better world view to "change the mindset" which has led us into such a disgraced position in the world and here at home!

So, keep up the good work, ALL you young folks! I'm SO PROUD of your enthusiasm, your intellect, your technical expertise, and the energy and work you've thrown into Obama's campaign! Most of all, you, your friends, and your families, BE SURE TO TURN OUT IN HUGE NUMBERS and VOTE FOR OBAMA! We must not miss this once-in-a-lifetime chance!!!

For those who've been considering calling a campaign office and MAYBE volunteering for some amount of time... NOW is when you act!

If you have not already done so, go to www.barackobama.com-look up the HQ nearest you. You can choose to call, email or show up. They are always happy to have the help, will greet you like an old friend. It's fun, it's rewarding and I PROMISE you will feel better. It's better than a few hundred dollars at a therapist, it beat the heck out of arguing with or cursing the idiotic pundits on your TV and it's cheaper than PROZAC! The best part : IT.WILL.MA­KE.A.DIFFE­RENCE.

I went to the Obama HQ near my home and phonebanked today. I did this in the midst of my typical nutty Saturday schedule which includes a million kiddie errands (sports, tap class, Karate studio...e­ct) I was able to get in a few hours here and there, but I would have been sitting in my car or pacing sidelines anyway... this was productive and I left with a smile on my face! They don't even mind the dashes out the door, only to return 15 minutes later for another 45 minutes...­we all have a million things on our plates, but this is our future, this is the legacy for our children..­. it's too important to allow ourselves to be caught up in our mundane lives any more!!! Try it. You'll love it!

The Obama headquarters in my area opened up a few weeks ago, and I've been volunteering, and from the limited amount I've seen, the article above isn't kidding. I've volunteered for other campaigns, including Kerry 2004, and the Obama campaign is so much more organized and focused and technologically savvy than even the Kerry campaign was. Its light years ahead, and the vibe is so much more enthusiastic and determined (no offence to Sen. Kerry). And the office was CRAWLING with lots of volunteers, people getting Obama gear, etc.

Consider volunteering. There are LOTS of different things you can do. You can phonebank if you want, or canvass, or register voters in a nearby battleground state (assuming there's one nearby) or they even put people to work doing data entry or office work. There are lots of things you can do to help, depending on what you're interested in, how much time you have to invest, and you get to meet lots of other really motivated folks.

It's much easier to run a good ground game when you have lots of players for your team. The Obama campaign has a flood of new enthusiastic volunteers. When the campaign plugs them into a good strategy it can destroy the opposition.

By contrast, even a brilliant ground game strategy by McCain can't come to much if there are few players to execute.

That's why Obama wins the ground game. His campaign has an excellent strategy matched with more than enough volunteers to carry it out.

Yep...I reached out to 70 homes through out the day (2 shifts - Morning and Afternoon) and it was great to see the level of interest in a lot of peoples eyes and to feel confident the support for Obama is real.

I encourage all of you to give one Saturday of your time if you can to canvas for Obama. You would be surprised to see how one-on-one makes a significant impact with an undicided voters. We got 7 weeks left to change the World so let's get to work.

Don't you just love that... the look on people's faces when you mention his name? It's like someone just turned on a light. It's the same on the phone banking side, without the visual, but you are cold calling a total stranger, and many times you leave a message, but on the off chance sometimes they will answer. And like so many of us, they have caller ID and so they are a little trepidatious because they don't recogonize the number... so you get, something like..... ..... Helllllo? But when they hear that you are from Obama for America it all changes... "Oh. HI!!!" I love that part.

According to a relative, who does door to door voter registration in VA, she has only seen McCain signs. She lives in a rural area but Obama has a lot of supporters, just no lawn signs.

I live in northern Illinois. We have not been invaded by armies of volunteers, phones ringing or ad playing on our television.
Actually, this has been the quietest I've ever seen it here.
I have seen exactly one McCain - Palin sticker and aside from my Obama sticker, my husband said he';s seen a few Obama ones.
I have yet to see any yard signs at all around here.
It's almost like the election was going on at all it's so quiet here.
Now, if I go 10 miles up the highway to Beliot, WI, it is another world entirely.
But, then, I suppose that is what it's like when your senator is the democratic nominee.

Exactly. If Illinois isn't a sure thing for Obama, no state is. Why waste resources to win a state that you're virtually certain to win regardless?

It's almost the same thing here in New York, where I live. The battleground states is where the action is...

Same thing here in Maryland. But as you said why waste money if you don't have to? I have an 0ba-ma bumper sticker and I can count the others I've seen on one hand and have some fingers left over. I often travel into DC and it's the same thing. However, I have not seen one McKane bumper sticker.

I went to Kingston, PA the weekend before the Dem primaries on 2/5 to canvas for O. I knocked on 89 doors in an upper middle class neighborhood. Of those 89 doors, I spoke with 75 residents. I used a listing the campaign had given me that provided the address and name of the registered democrat I needed to speak to.

Great system. People were surprised that I was able to personally ask for the dem... sometimes in a household with a repub spouse. Then when they found out I had travelled from NY to do this, they let their guard down and opened up more. Well, actually one said "is Obama that desperate?" "No," I said, "Obama is that terrific that I would drive 6 hours to talk to people like you for 6 hours."

The technology of this campaign is wonderful. To be able to fact check on your own in an instant will continue to serve us well. It's convincing the people who will vote party line without knowledge or accurate information that will be the problem in the next 5 weeks.

Here is my prediction, this candidacy will be studied for years to come as the model for political contests. His ground game as evidenced in this article has been crucial in winning the primaries and will be crucial in the general election. His relentless focus on the message and response to attacks will also have been crucial for his victory. Bill Clinton's prediction of Obama's win will bear fruit because of this tremendous combination of strategy , tactics and message. It seems to me too, that all of the credit for this political victory will be directly attributed to Obama's own handling of his campaign not some political guru like Karl Rove, even in the face of the so called "race" factor.

I heard Chuck Todd and few other say in the early spring that already this campaign of obama's is going to be studied and is the going model for years to come.
To have a little known candidate begin with no organization and build it from scratch and take it to the nomination is incredible.
it is one of the very few known insurgent campaigns to succeed and succeed so brilliantly. And to have one that is free of drama and backstabbing and operate so efficient and ruthless is amazing.
They knew every single thing to know about the different caucuses before they ever got to a state and knew all the rules and little odditities of each state to run it so well.
Plouffe is a master of knowing the caucus system and the different counties in each state.
