Senator Christopher Dodd opened today's Senate Banking Committee hearing by offering deep concern over the bailout package proposal that's been put forth by U.S. Treasury Secretary Henry Paulson. During his opening remarks, Dodd criticized the underlying thinking behind the proposal, pointing out its lack of attention to taxpayers, its allowance of "golden parachutes" for CEOs, and its dearth of detail. Most importantly, however, Dodd squarely aimed a shot at Section 8 of the proposal, which stipulates that, under the plan, the Secretary's actions would be "non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency."

"After reading this proposal," said Dodd, "I can only conclude it is not just our economy that is at risk but our Constitution as well."

DODD: Barely 72 hours ago, Secretary Paulson presented a proposal that he believes, and others do as well, is urgently needed to protect our economy. This proposal is stunning and unprecedented in scope and lack of detail, I might add. It would allow the Secretary of the Treasury to intervene in our economy by purchasing at least $700 billion of toxic assets. It would allow the Secretary to hold on to those assets for years and to pay millions of dollars to hand-pick firms to manage those assets. It would do nothing in my view, to help a single family save a home, at least not upfront. It would do nothing to stop even a single CEO from dumping billions of dollars of toxic assets on the backs of American taxpayers. While at the same time do nothing to stop the very authors of this calamity to walk away with bonuses and golden parachutes worth millions of dollars. And it would allow the Secretary and his successors to act with absolute impunity without review of any agency or court of law. After reading this proposal, I can only conclude it is not just our economy that is at risk but our Constitution as well.


Nevertheless, in our efforts to restore financial security to American families and stability to our markets this banking committee has a responsibility to examine this proposal carefully and in a timely manner. In my view, any plan to address this crisis must embody three principles. First, American taxpayers must have some assurance that their hard-earned money is being used correctly and responsibly. Second, we must put in place proper oversight so the executors of this plan are accountable and their actions are transparent. Finally, we must address the root cause of this crisis by putting an end to the rising number of foreclosures sweeping our nation. Longer term, it is clear our current economic circumstances demand we rethink, reform, and modernize supervision of the financial services industry. Certain basic principles should form the foundation for reform. We need a leader in the White House that will ensure regulators are strong cops on the beat and do not turn a blind eye to reckless lending practices. We need to remove incentives for regulators to compete against each other for bank and thrift clients by weakening regulation. We need to ensure all institutions that pose a risk to our financial system and taxpayers are carefully and sensibly supervised. We need to accept the premise that consumer protection and economic growth are not in conflict with one another but inextricably linked. If we learn nothing else from this crisis, it is that the failure to protect consumers can cause the collapse of our largest financial institutions, loss of hundreds of thousands of jobs, and the draining of hundreds of billions of dollars of wealth from hard-working Americans.

Congress either has a plan to physically remove the junta or it doesn't. It is imperative that we the people know one way or another.

Congress has the power, the duty, to declare war not against the U.S.Government but against the illegal Bushist regime occupying it; those domestic enemies referred to in each of their sworn oaths of office.

Why haven't they? What assurances do they give us that tyranny will be swept out and prosecuted?

Stop trying to pass the buck on Dodd. The fat cats(greed) with weak de-regulations have lead to this big problem. The Congress must not give Paulson a blank check. The Congress must make sure regulations of 20 years ago are put back. What is need is an over sight board lik the General Accounting Office along with Management and Budget. CEO's of these should leave with no more than 1 Million dollards. All of you who say you are a Republican and are not amoung the 10% of the most wealth Americans need to take a look at yourselfs in your marrow for being so dumb to believe the Republican Party would look out for you. aA number of you are ready to vote for McCain who will give you more of the same. Change your mind and vote for Obama who will work for the middle class and below. This is our last chance to stop the bleeding of tax payers money of the middle class tax payers. It's up to you. Don't complain when you lose you job, house, car and have to start spending you retirement savings just to make ends meet.

Everyone, don't make the mistake of trusting the words of congresspeople !!!

Do we know how Dodd got elected, who his campaign contributors or his lobbyist ties are? How long has he been in office, and how many challenges has he fought off? How many congressional redistricting changes were made while he was in office, and how have his numbers changed as a result?

I made that mistake many times while watching hearings. I was so woooed by their talk, but in the end, they passed the telecomms retroactive immunity bill. They did not include even the non-binding withdrawal timeline on the Iraq supplemental. They approved a housing rescue bill that was written mostly by Bank of America lawyers. I can go on and on.

Seriously folks, do not for one minute take congresspeople at their word. If they did their job properly, we wouldn't be in Iraq's quagmire, have this huge deficit, we would be having articles of impeachment hearings, etc. Congress hasn't worked in the last 50 years. We've completely ignored them, and they have been completely unaccountable.

Equal, if not more important to the pres election, really scrutinize your representatives. Ask them to do what you think is right (but really stay involved, and learn the issues before deciding), and if they don't, then vote for an independent, if available, or write someone in.

They need to learn they are there to represent you, the voter, not only at election time, but afterwards too.

The preditory lending laws were set aside by a law written by none other that dear Ronald Reagan in the 1980's that said that if the lending instiution was "national" the state preditory lending laws did not come into force. This was the beginning of the great unraveling of the laws that protected the American people against these criminals.

This Republican party has had it's long turn at deregulation, trickle down economy and we are now finally seeing the true meaning of their failed policies and philosophy.

Paulson was the head of Goldman Sachs that put together these bundles of mortgages and then sold them to who ever, where ever. Pauslon is the creep behind this debacle. And look where this guy is now. Asking for no transparency, no controls (just like deregulation folks) and no court of law, no recourse, no review.......WHAT DOES THAT SOUND LIKE TO YOU? IT'S CALLED FINANCIAL TERRORISM. Check out Naomi Klien's book on SHOCK DOCTRINE and start understanding with the hell is going on right before your eyes.

WAKE UP! PROTECT YOURSELF AND YOUR COUNTRY.

How many times did you hear Georgie Bush say the economy is doing great, the markets are way up and home ownership is at an all time high?

Bush, Paulson, Cheney, Rove, they all knew the predatory lending was going on and where it would lead. All they had to do was hope they could pass it on without notice or make up a plan to bail themselves out.

This bailout is the end game. After the wall street boys and the bankers made their billions but the homeowners couldn't make their payments they just claim crisis, which it is. Then they tell Bush the system will collapse.

Well of course their buddy Bush will ask for the bailout or else. Everybody walks away with enough money to last a thousand lifetimes, no one gets a day in jail and the only thing that gets put at risk are the working class stiffs and their kids.

The biggest capitalistic caper in the history of America, along with the war in Iraq. The biggest heist in the history of the world. Home ownership at all time highs....remember those words.

regulation vs. deregulation is an irrelevant arguement in a fiat monetary system. it is akin to arguing over whether the gaping chest wound was caused by the mortar or its shrapnel.
