CLEARWATER, Fla. — Democrat Barack Obama said Tuesday any plan to rescue Wall Street from its financial woes must ensure that taxpayers are reimbursed and corporate executives are not further enriched for mismanagement.

The Democratic presidential candidate challenged President Bush to cooperate on a rescue plan embodying those principles and drop what Obama characterized as Bush's "my way or the highway" attitude toward the proposed $700 billion bailout. "The president's stubborn inflexibility is both unacceptable and disturbingly familiar," he said.

The Illinois senator added that his proposed middle-class tax cuts remain "absolutely necessary" despite the economic turbulence. He said they would put money in the pockets of working families at a time when the economy might be worsening.

Obama outlined several principles that he said should be included in the bailout to ensure that troubled financial firms and their executives don't take advantage of taxpayers.

Companies that take financial aid from the government must slash their executives' salaries, he said. Taxpayers must be treated like investors who can share in any Wall Street recovery, perhaps with an ownership stake in the companies that are bailed out, and a new fee on financial services should be created to repay the government aid.

"This plan cannot be a welfare program for Wall Street executives," he said at a news conference.

Decisions on how to spend that $700 billion cannot be left solely in the hands of the Treasury secretary, Obama added. An independent, bipartisan board should "provide oversight and accountability at every step of the way."

Obama stopped short of flatly saying he would vote against the bailout if it doesn't address his concerns. If the proposal falls short, he said, "I will strongly recommend ... that we go back to the drawing board."

Obama repeated his criticism of Republican John McCain's statement last week that the fundamentals of the economy are sound.

"I don't think, actually, the fundamentals of our economy are where they need to be," Obama said. "We've got a leaky boat. We've got to make sure we get that boat into harbor and then we have to do a lot of repairs."

McCain has also called for more oversight of the bailout plan and restrictions on executive pay. His campaign accused Obama of "simply following in John McCain's footsteps. ... Again, Barack Obama has shown indecision and a lack of leadership at a time when the American people need certainty," said McCain spokesman Tucker Bounds.

But Obama laid out similar requirements on Friday. His latest comments added detail but weren't fundamentally new.

Earlier Tuesday, in an interview on "Today," Obama had said the huge expense of a Wall Street bailout might require a "phase in" of the programs he has promised, including tax cuts.

But speaking to reporters in Florida, where he later began preparing for Friday's debate, Obama said he remains committed to addressing needs in health care, education and energy.

He said he has outlined ways of paying for those programs that may not be affected by the Wall Street bailout and that they would help reduce economic turmoil.

"When it comes to the middle-class tax cuts ... that is something that I believe is absolutely necessary to strengthen an economy that is going to be sliding, probably, into a deeper recession," Obama said.

In a disagreement within the campaign, Obama running mate Joe Biden said in an interview broadcast Monday that he would not have allowed an Obama ad that mocked McCain as an out-of-touch, out-of-date computer illiterate, calling the TV spot "terrible." Hours later, Biden issued a statement backing off that criticism and saying that he had seen the ad for the first time and found nothing "intentionally personal" in its criticism.

"Having now reviewed the ad, it is even more clear to me that given the disgraceful tenor of Sen. McCain's ads and their persistent falsehoods, his campaign is in no position to criticize, especially when they continue to distort Barack's votes on an issue as personal as keeping kids safe from sexual predators," Biden said.

It's been almost a week now, and the imminent disaster hasn't struck. How is it that it can be put on hold while Congress dickers if it's so catastrophic?

I smell a mushroom cloud. The only difference is that Bush, Cheney, and Condoleezza have lost their pizzazz with the public, so they have to send Bernanke and Paulson out as their front men.

I support Obama, but it sounds like he's taken this Chicken Little administration at its word when he starts talking about putting working-class benefits behind the rich guy's payout for a job so badly done. He should use the opportunity, not to scale back hope and slow down change, but to get some of his initiative in on the most massive government handout in history.

An extra $100 billion a year will totally cover the $2500.00 tax credit he plans to give to the 40,000,000 uninsured Americans. What's that compared to $700 billion?

I'm not impressed if Obama sees this moment only as a hindrance. I expect hope and change, not more of the same.

If we're are this wrapped up in debt as a result of this bailout, then there's no way we could create some of the programs Obama is proposing. It's as simple as that. Our priority right now should be fixing this economic crisis and then returning back to other programs.

Remember when our highest priority was to rid the world of Saddam's make-believe WMD, and start the war we never should have started?

The last thing we should do is take the word of this administration about a) what's happening and b) what to do about it.

While this dickering is going on, on the one hand, the other hand should be holding emergency hearings to get the advice of more trustworthy experts than the guy who was administration counsel John Ehrlichman's assistant in the Nixon administration.

The Repubs simply set it up so that it will be totally impossible Obama to do anything at all but clean up Repub crap for at least 2-3 years. It's way way worse than most people can imagine. By the time Obama gets through the first few layers of Repub poop, the blame will have shifted to Obama and everyone will be calling for his head. Then the Repubs will slide back in for some more looting.

First, Obama isn't proposing universal single-payer, he's proposing an opt-in single-payer program plus reform of the private coverage system.

But the answer to your question is that a single-payer system shifts the healthcare burden from a larger private expenditure to a smaller public one. This bailout plan turns private debt into public debt. You can't do both without substantially increasing taxes, although the increase may be less than the corresponding increase in out-of-pocket expenses.

Many Americans can't get it through their thick skulls that paying taxes can save us money by eliminating out-of-pocket expenses. They assume that taxes are just a waste of money on top of whatever they spend on real products and services, when anybody who has seen a public freeway converted into a private toll road knows that without taxes, our lives would be more expensive and irritating.

Change you can understand­... if you take the time.

It's interesting that this happens a week before the Congress are scheduled to go home and campaign. I agree with many of the republican members - this is socialism (LOL!) that a PUGGIE president is calling for. It feels too much like the Patriot Act and the Iraq war.

i think it is resonable to expect that spending will be cut now. i also believe that taxes will have to be raised at some point..... 8 years of all out irrepsonsibility will take years beyond the 8 that Obama will be our President to fix.

I would not be surprised that this was all part of Bush's plan.
He new everything was screwed up and the republicans would have a difficult time winning the White House after what happened in 06.
I think they made the decision to just wreck everything, tie the hands of the new Democratic president, and spend the next 4 years attacking them for not fixing anything,and campaine on a theme of "real change'

I am not convinced that this bail-out is such an emergency and it is always better to let problems lie fore a period before addressing them. A Bill of this magnitude should be well constructed and requires research and serious thought. It may be cheaper to just let the Bums fail and spend our efforts and money making the real victims whole. The entire purpose of this Bill is to support the artificially high prices of homes so that banks have higher asset values on the books. It is very helpful to the banks but harmful to the average American. I am not an economist but if we are going to socialize banking let's investigate nationalizing the banks until several are restored and able to conduct the country's business. Another novel idea is to do nothing and let the situation resolve it's self; doing nothing is an effective business practice and the one I favor. The only people screaming for government intervention are the Fat-Cats and that loser, Bush.

As an aside, I am seriously disappointed by Sen Obama, and Sen. McCain to a lessor extent, for not forcefully attempting to block this rush to legislation if they really feels we will have to fore go health care and education reform to bail out these Fat-Cats. Damm the Fat-Cats. What is it going to take to anger Americans to the point they rise up and say enough?
