CLEARWATER, Fla. — Democrat Barack Obama said Tuesday any plan to rescue Wall Street from its financial woes must ensure that taxpayers are reimbursed and corporate executives are not further enriched for mismanagement.

The Democratic presidential candidate challenged President Bush to cooperate on a rescue plan embodying those principles and drop what Obama characterized as Bush's "my way or the highway" attitude toward the proposed $700 billion bailout. "The president's stubborn inflexibility is both unacceptable and disturbingly familiar," he said.

The Illinois senator added that his proposed middle-class tax cuts remain "absolutely necessary" despite the economic turbulence. He said they would put money in the pockets of working families at a time when the economy might be worsening.

Obama outlined several principles that he said should be included in the bailout to ensure that troubled financial firms and their executives don't take advantage of taxpayers.

Companies that take financial aid from the government must slash their executives' salaries, he said. Taxpayers must be treated like investors who can share in any Wall Street recovery, perhaps with an ownership stake in the companies that are bailed out, and a new fee on financial services should be created to repay the government aid.

"This plan cannot be a welfare program for Wall Street executives," he said at a news conference.

Decisions on how to spend that $700 billion cannot be left solely in the hands of the Treasury secretary, Obama added. An independent, bipartisan board should "provide oversight and accountability at every step of the way."

Obama stopped short of flatly saying he would vote against the bailout if it doesn't address his concerns. If the proposal falls short, he said, "I will strongly recommend ... that we go back to the drawing board."

Obama repeated his criticism of Republican John McCain's statement last week that the fundamentals of the economy are sound.

"I don't think, actually, the fundamentals of our economy are where they need to be," Obama said. "We've got a leaky boat. We've got to make sure we get that boat into harbor and then we have to do a lot of repairs."

McCain has also called for more oversight of the bailout plan and restrictions on executive pay. His campaign accused Obama of "simply following in John McCain's footsteps. ... Again, Barack Obama has shown indecision and a lack of leadership at a time when the American people need certainty," said McCain spokesman Tucker Bounds.

But Obama laid out similar requirements on Friday. His latest comments added detail but weren't fundamentally new.

Earlier Tuesday, in an interview on "Today," Obama had said the huge expense of a Wall Street bailout might require a "phase in" of the programs he has promised, including tax cuts.

But speaking to reporters in Florida, where he later began preparing for Friday's debate, Obama said he remains committed to addressing needs in health care, education and energy.

He said he has outlined ways of paying for those programs that may not be affected by the Wall Street bailout and that they would help reduce economic turmoil.

"When it comes to the middle-class tax cuts ... that is something that I believe is absolutely necessary to strengthen an economy that is going to be sliding, probably, into a deeper recession," Obama said.

In a disagreement within the campaign, Obama running mate Joe Biden said in an interview broadcast Monday that he would not have allowed an Obama ad that mocked McCain as an out-of-touch, out-of-date computer illiterate, calling the TV spot "terrible." Hours later, Biden issued a statement backing off that criticism and saying that he had seen the ad for the first time and found nothing "intentionally personal" in its criticism.

"Having now reviewed the ad, it is even more clear to me that given the disgraceful tenor of Sen. McCain's ads and their persistent falsehoods, his campaign is in no position to criticize, especially when they continue to distort Barack's votes on an issue as personal as keeping kids safe from sexual predators," Biden said.

In the early stages of the Democratic primary, party bigwigs saw the great speechmaker's ability to draw huge crowds and raise tons of money. So they shoved Hillary Clinton, the best qualified candidate out of the race, and anointed the pied piper. In their greed, it never once occurred to them that Obama's knack for turning a political rally into a foot-stomping, chanting revival meeting didn't prove he was qualified to be president. .

Then came Sara Palin whose crowd yesterday in Green Bay far surpassed Obama's a few hours earlier.

But, by all means, please provide McCain's plan to get us out of this mess. Or, you can even show me some history where McCain has been AGAINST the very ideology that has gotten us so deep in the hole to begin with.

I think Obama will have to concentrate on creating new jobs in the green energy sector and repairing our ailing infrastructure. It may be well into his first term before we are able to get a health care program enacted. Thats a real shame but I bet he will offer some kind of temporary solution in the meantime.

There would be a marked difference between Obama and McCain administration.

McCain would continue tax breaks for the wealthy which we can not afford. Obama will probably have to back off any capital gains tax hikes.

All in all I would much rather Obama be the steward of a very tough economic situation.

I appreciate Obama's honesty on this, and voters will have to see the stark contrast he presents versus McCain, who has in the past said he "knows how to fix the economy" (?), and he "knows where bin Laden is and how to get him - I'll get him." Pathological.

On instituting the tax cuts for the middle class while reversing the Bush tax breaks for the wealthy, this should not be impeded. Doing so will stimulate the economy at a time when it's needed - and economic literature is clear that lower and middle income taxpayers spend a far greater share of their income on goods and services, i.e., does a better job to induce growth.

"Voters" arent' going to see these kind of nuanced contrasts...Senator Obama should not be this brutally honest about his future administration with just over a month to go until election day. This is why Democrats lose...they think its about being honest. Wrong. Its about WINNING it is WAR. Perhaps nothing will come of these comments, I hope so, but I doubt it, and without the promise of his programs what has he got? This was a dumb move, period.

The "bail out" is nothing but a reward for greed, greed, greed, and incompetence.

Not one single American should pay taxes for a bail-out.
You can find the money by
- stopping the illegal wars.
- cutting the defense department down to millions, not billions.
- reduce the size of government - get rid of the faux "Home Land Security"
- institute oversight on all appropriations and make people accountable.
- Impeach GWB.

Don't bail them out if it means that it will delay the programs that America needs. These programs will save money in the long run. What will the bail out do? It is better for the government to have a strong dollar than a weak one. The bail out will mean inflation such as what happened in 1920s Germany.

This is disappointing. He is being realistic which scores more points, but this administration has really set Obama up for a difficult presidency. I say let Congress hold off to examine exactly where the money is going. Perhaps the system would still function and regain footing on 400 billion? Then the rest can be channeled towards Obama's programs to get them started. Let it hurt them a little instead of getting the whole package.

By empowering politicians through government. Each and every program he would set up is a politician controlled program, so he will take our money from us and force us to do his bidding. He wants politicians to make all the decisions. It's all about power, everything he says he wants to give to us really is something he wants to control and use to increase the governments power over us.
