NEW YORK — Republican presidential candidate John McCain expressed confidence Thursday that Congress and the Bush administration can reach consensus before markets open Monday on a $700 billion bailout plan to rescue financial institutions from crippling debt.

His Democratic rival, Barack Obama, also called for prompt bipartisan action.

Hours later, congressional lawmakers said they had reached an agreement in principle and would present it to the Bush administration.

McCain told the Clinton Global Initiative in New York that it's often difficult to act quickly and wisely. But he said that is what's required now to come up with a plan that can achieve bipartisan support in the House and Senate.

"Time is short and doing nothing is not an option," McCain said. He headed to Washington after his speech.

Obama, speaking to the same audience by satellite later in the morning, agreed that it was imperative to act now in a bipartisan manner.

"Now is the time to come together, Democrats and Republicans, in the spirit of cooperation on behalf of the American people," he said.

But Obama made clear that his schedule this week included the first presidential debate. He said he would be in Mississippi on Friday for the debate with McCain after joining legislators in Washington on Thursday. McCain has called for postponing the debate, set to be on foreign policy issues, if no deal has been reached on the bailout by then.

Both presidential candidates received high praise from former President Bill Clinton.

Clinton praised McCain on the environment: "When most people in his party had been thinking that global warming was overstated ... he decided to look into it."

In lauding Obama, Clinton referred to a conversation the two men had earlier this month at Clinton's Harlem office.

"Eighty percent of the conversation had nothing to do with politics and everything to do with the responsibilities of the next president for the welfare of the American people and the future of the world," Clinton said.

The candidates were equally gracious to Clinton, thanking him for his work with the initiative.

In his remarks, Obama said that as president he would strive to end all malaria deaths around the world by the year 2015. Today, the disease kills nearly 1 million people a year, most of them children in Africa.

"In Africa, a child dies from a mosquito bite every 30 seconds," he said. "It's time to rid the world of death from a disease that doesn't have to take lives."

Obama promised to help the developing world to produce more of the 730 million bednets needed to protect people from mosquitoes as they sleep. He also pledged aid in training doctors and nurses and making anti-malaria drugs affordable. He didn't address the cost but said it would not fall on the United States alone.

"This effort must bring together governments from around the world. It must be a public-private partnership that draws on the resources and ideas and resilience of business and non-profits and faith groups," he said.

He should just endorse McCain and get it over with. It's amazing: the country is actually being united in its recognition of the other side's point of view with respect to both Clinton and Bush. Clinton really is the snake the right said he was. What a POS.

Question: What was so important for McCain to say to folks from Clinton’s Global Initiative?
Comments: To my mind, it’s sad but Bill Clinton has become almost unbearable. His often unseemly attitude towards Obama is totally related to his need to indemnify his legacy by pushing through (via Hillary) legislation he didn’t have a prayer of passing with the Republican congress he had to placate. His health demanding urgency, the dream died when Hillary came up short. Further, that he may have negatively influenced her loss probably isn’t lost on him either, segueing real anger toward Obama who amazingly continues to rise above the fray - again and again. I’m Bill Clinton’s age and, whether we like it or not, times they are a changing. Get on the bus or ride away.
Meanwhile, I’ve watched all the testimony on C-Span and trust me, the government DOES NOT need John McCain to “fix” this problem. The group tasked here are an incredibly bright bunch of congresspersons. I’m convinced they totally understand what’s involved and have the American people’s interests front and center. The idea of John McCain fixing this mess is more than incredulous. He’s said he doesn’t know as much as he should about the economy and we all know who he thinks does. Spare us your new need to learn economics - an area of expertise, by the way, in which Obama excels.

McCain claimed that his campaign is "suspended", including t v ads. I have just emailed a television station in Eastern NC who just ran a McCain/Palin ad. Why wouldn't they know if the campaign had shut itself down? I think there will be many other stations that will be running ads, too. The govenor of Mississippi just let McCain know that he had better have his butt at Ole Miss on Friday night! He will be there; he already looks like an idiot with this so called "suspension". He really doesn't want to look like the biggest fool ever! I hope the vote is not taken until Saturday or Sunday afternoon.

I have read elsewhere (from a guy who works at a TV station) that stations received word yesterday from the campaign to stop running all McCain ads, and that if stations were, it was because they didn't get word.

I don't know if I believe that, but at least it seems plausible - if ads were already bought and scheduled, I could see some still getting aired.

I don't see the problem here. Clinton isn't selling anyone short and this wasn't a political campaign thing. It seems to me that this is just another example of politicians patting each other on the back for the sake of being seen as liking each other. The is the equivalent of looking at the camera and saying "see? we can get along"

Now if the Clintons don't start campaigning hard for 0bama I think that in unto itself is more damning than anything else.

Bill Clinton has done nothing to help Senator Obama. He's still furious over HRC's defeat despite what he says. He still has not spoke to Bill Richardson because he supported Obama. What a crybaby Billo is.

Bill Clinton believed that he was beloved by all democrats, especially african americans. A Hillary loss was simply inconceivable to him. Too bad he is incapable of putting the needs of average americans above his bruised ego.

Any day now he will explode, start yelling, begin turning red and shaking his finger at someone who dares to question his integrity or his motives.

Exactly! I was just about to point that out. What a sham, "suspending" his campaign. Nicole Wallace (McC campaign surrogate) said this morning on Morning J that she believed all of his "surrogates" we're being pulled off the airways AFTER her appearance! lol

Now you have Palin who is on the ticket, who is running for office along with him, who respresents and speaks for him (though none to conherently) as his most prominent surrogate and she's still holding rallies! And we all know that she has been the one who his base have been coming out to see anyway, not him! This is all just a ploy or him to play the "maverick" card, to do a little grandstanding in D.C., and sneak in a few more nappies.

Bill has lost any political acumen that he had left if he really wants Obama to lose so Hillary can run again in 2012. IF Obama loses and the Clintons are not seen by the Democrats as having done enough, or that Bill is still bitterly pouting, then Hillary can forget about any shot ever again.

Hillary's best shot is that since Biden is 65 already, he may not be inclined to run for Obama's second term. If Hillary is still a power inside the party, THEN Obama could consider picking her in 2012 to groom her for the transition in 2016. No other scenario for Hillary really exists and Bill needs to face this - Corpoate Democrats like the Clintons no longer run the Democratic Party.

Let's just hope the Paul vs. Clinton trial in November will finally put him where he belongs - in prison - for the biggest election finance fraud in political history. He has raped the American people since he first jumped into the corrupt political pool in Arkansas. He saw a dirty game he could (and WOULD) play better than all the rest ... and he continues to do it. What a horrible person -- no matter how much political savvy this man has, his bankrupt morals eclipse it all.

What kind of father would be praising and acting like best buddies with a man who at a 1998 GOP fundraiser joked that his then 16 year old daughter was so ugly because her mom was Hillary and her dad was Janet Reno? As a parent I would never forgive anyone for humiliating my daughter like that., let alone be gushing over them like they were up for sainthood.
