NEW YORK — Republican presidential candidate John McCain expressed confidence Thursday that Congress and the Bush administration can reach consensus before markets open Monday on a $700 billion bailout plan to rescue financial institutions from crippling debt.

His Democratic rival, Barack Obama, also called for prompt bipartisan action.

Hours later, congressional lawmakers said they had reached an agreement in principle and would present it to the Bush administration.

McCain told the Clinton Global Initiative in New York that it's often difficult to act quickly and wisely. But he said that is what's required now to come up with a plan that can achieve bipartisan support in the House and Senate.

"Time is short and doing nothing is not an option," McCain said. He headed to Washington after his speech.

Obama, speaking to the same audience by satellite later in the morning, agreed that it was imperative to act now in a bipartisan manner.

"Now is the time to come together, Democrats and Republicans, in the spirit of cooperation on behalf of the American people," he said.

But Obama made clear that his schedule this week included the first presidential debate. He said he would be in Mississippi on Friday for the debate with McCain after joining legislators in Washington on Thursday. McCain has called for postponing the debate, set to be on foreign policy issues, if no deal has been reached on the bailout by then.

Both presidential candidates received high praise from former President Bill Clinton.

Clinton praised McCain on the environment: "When most people in his party had been thinking that global warming was overstated ... he decided to look into it."

In lauding Obama, Clinton referred to a conversation the two men had earlier this month at Clinton's Harlem office.

"Eighty percent of the conversation had nothing to do with politics and everything to do with the responsibilities of the next president for the welfare of the American people and the future of the world," Clinton said.

The candidates were equally gracious to Clinton, thanking him for his work with the initiative.

In his remarks, Obama said that as president he would strive to end all malaria deaths around the world by the year 2015. Today, the disease kills nearly 1 million people a year, most of them children in Africa.

"In Africa, a child dies from a mosquito bite every 30 seconds," he said. "It's time to rid the world of death from a disease that doesn't have to take lives."

Obama promised to help the developing world to produce more of the 730 million bednets needed to protect people from mosquitoes as they sleep. He also pledged aid in training doctors and nurses and making anti-malaria drugs affordable. He didn't address the cost but said it would not fall on the United States alone.

"This effort must bring together governments from around the world. It must be a public-private partnership that draws on the resources and ideas and resilience of business and non-profits and faith groups," he said.

I voted for and used to respect Bill Clinton, and defended him throughout his Monica ordeal.

Operative word: "used."

I wonder if he has the future in mind; if this is the way he's planning on getting revenge for Hillary not winning the nomination, he must not.

All those people who supported his wife, along with he and their staffs need the mainstream democratic backing if/when she runs for office again.

I can tell you this much: what with the way he's been acting and his luke-warm support of his party, I certainly won't be voting for anyone by the name of Clinton at any point in the future.

I hope he finds enough republicans to vote for her.

Bill, I knew it was you! Now he's pushing McCain's line about 'this campaign wouldn't be so negative if Obama had agreed to the town halls." Give me a break, Bill!

Also, McCain must feel very strongly about this whole economic collapse considering he's missed 109 out of 110 Senate votes since April - that shows real dedication when you only vote once in a session - that means you really care about that issue [snark]!

The Democratic Party & candidates pretty much ostracized Bill in 2000. And they needed him then just as we do now. Gore & that hypocrite Lieberm@n were competing for the sanctity vote ad nauseum and Clinton was "soiled". That foolish judgment cost the candidates, the party and us dearly for the past 8 years.
So if anyone wants to be ticked off, spread a little hostility to G0re and the Golem.
If I were Bill I'd be lukewarm myself to the Party now that WE NEED HIM AGAIN. If Hillary weren't in the Senate and hadn't been in the Primary, he might have given everyone an earful. Though probably not, being the compleat political animal that he is.
If he comes through, as he says he will after the conference, the Democrats owe him thanks and an apology, in my opinion.
I hope he does.

The page count on comments being 12 and continuing here says the MCClinton joint appearance when McCain is carrying on like he is being "presidential' and attempting to be the one doing the "real action" in the economic meltdown is another lie and Bill Clinton is helping him appear to be doing so. I am one really pissed off Democrat at the Clinton's continuing support of McCain to the detrement of all of us Democrats who are supporting Obama and they could care less about it. This is appaling at best and extremely destructive at the worst. This joint appearance with Clinton while "suspending" his campaign makes me remember Hillary's words "suspending my campaign" when she stopped making like she was close to winning still the nomination when she had long before lost. While I am disgusted by the MCClinton's continued support of the false McCain claims surrounding his being the one to be doing something about the economy while hiding from the debate. McCain was more than willing prior to the meltdown on wall street to talk/debate policies but when it turned toward actual economic policies McCain back stepped and said he wanted to not have the debate. Bill and Hillary have continued to lie about their "full support of Obama" and they are getting another pass by MSM.

This seems a very inappropriate time for Bill Clinton to be launching his Global Initiative­......inap­propriate to be doing the talk shows and taking political time. Especially inappropriate for him to be schmooozing with McCain this close to election unless he is endorsing him.

BC is full of CR*P! I didn't think it was possible, but every time he opens his mouth, I lose respect for him. So much so, I have none left. And to think at the start of this, I wanted to see him back in the white house with his wife.

He just doesn't want O to win. He will live to regret everything he is saying now since blacks will never vote for a Clint*n again. They see he is doing all he can to ensure O loses.

Yes, Mc has asked for townhall meetings, but he wants to postpone now since he knows his VP can't cut it. BC knows this and is just lying. What a waste!

Hard to tell which is the biggest a**hole here, Clinton or McCain. Bill Clinton might as well just come out and join Lieberman on the Repub platform. I hope Hillary voters remember this in the future; both Clintons need to just go away already.

It seems that Clinton's new job is as McCain's spokesman. Maybe he'll be asked to pinch hit for Lieberman when necessary. What a joke! This man is certainly not doing Obama nor the Democratic party any favors.
