NEW YORK — Republican presidential candidate John McCain expressed confidence Thursday that Congress and the Bush administration can reach consensus before markets open Monday on a $700 billion bailout plan to rescue financial institutions from crippling debt.

His Democratic rival, Barack Obama, also called for prompt bipartisan action.

Hours later, congressional lawmakers said they had reached an agreement in principle and would present it to the Bush administration.

McCain told the Clinton Global Initiative in New York that it's often difficult to act quickly and wisely. But he said that is what's required now to come up with a plan that can achieve bipartisan support in the House and Senate.

"Time is short and doing nothing is not an option," McCain said. He headed to Washington after his speech.

Obama, speaking to the same audience by satellite later in the morning, agreed that it was imperative to act now in a bipartisan manner.

"Now is the time to come together, Democrats and Republicans, in the spirit of cooperation on behalf of the American people," he said.

But Obama made clear that his schedule this week included the first presidential debate. He said he would be in Mississippi on Friday for the debate with McCain after joining legislators in Washington on Thursday. McCain has called for postponing the debate, set to be on foreign policy issues, if no deal has been reached on the bailout by then.

Both presidential candidates received high praise from former President Bill Clinton.

Clinton praised McCain on the environment: "When most people in his party had been thinking that global warming was overstated ... he decided to look into it."

In lauding Obama, Clinton referred to a conversation the two men had earlier this month at Clinton's Harlem office.

"Eighty percent of the conversation had nothing to do with politics and everything to do with the responsibilities of the next president for the welfare of the American people and the future of the world," Clinton said.

The candidates were equally gracious to Clinton, thanking him for his work with the initiative.

In his remarks, Obama said that as president he would strive to end all malaria deaths around the world by the year 2015. Today, the disease kills nearly 1 million people a year, most of them children in Africa.

"In Africa, a child dies from a mosquito bite every 30 seconds," he said. "It's time to rid the world of death from a disease that doesn't have to take lives."

Obama promised to help the developing world to produce more of the 730 million bednets needed to protect people from mosquitoes as they sleep. He also pledged aid in training doctors and nurses and making anti-malaria drugs affordable. He didn't address the cost but said it would not fall on the United States alone.

"This effort must bring together governments from around the world. It must be a public-private partnership that draws on the resources and ideas and resilience of business and non-profits and faith groups," he said.

Obama supporters couldn't get it in their thick heads that Pres. Bill Clinton has repeatedly said he supports Obama and the democratic party. However, for some reason, you still think that he doesn't support Obama. What is he do to to convince all you fanatical maniacs? Get an OBAMA 08 Tattooed on his head. For crying out loud, you always try to bash the Clintons and yet you need the Clintons support and the support of the people who voted for Hillary. Give them a break! Pres. Bill Clinton is a politician just like Obama. They cannot attack McCain because he is a good friend just like Joe Biden is their good friend. You shouldn't be harboring hatred towards the Clintons, instead you should support them completely with the hopes that Obama wins. As you continue with this myopic attitude, you will lose this election. Bash and Attack McCain not the Clintons.

Bill Clinton is suffering from the delusion that if Obama loses, Hillary will be the nominee in 2012. She will be no more certain to be the nominee then as she was this year, no matter if she's the front runner. Obama may run again. Many other candidates, including qualified women without Hillary's baggage may run too. Who know how far down our country will have fallen with McCain (or God forbid Palin) as President?

It's one thing for him not to attack McCain. It's quite another for him to praise McCain 40 days before the election.

Bill Clinton is still the DLC triangulator even out of office.

Look at their reaction to the bail-out. They've been given the facts. They are so willing to see their mothers out on the street after their annuities fail.

No one is asking the Clintons to attack McCain. However, it would be nice if they would stop openly praising him.

Try this, pretend that Hillary is the democratic nominee. Now, imagine that Obama continued to compliment McCain and constantly referred to him as a friend.

Would you still think it was OK?

McCain also says he knowns foreign policy. Yet every time he talks about details, he proves beyond a shadow of a doubt that he doesn't know jack about the topic.

Bill C has been much the same in his support for Obama. Saying it and proving it are two different things.

In your little view of the world, has it occurred to you that praising McCain and Palin is not supporting the Democratic ticket? If this is Clinton support - this McCain butt kissing - then it is of no value and is not needed.

As far as the 'good friend' BS is concerned, look at how they have treated their other 'good friends' like Bill Richardson. Google the 'clinton death list' to see how Slick Willie treated his other 'friends'.

Bill Clinton signed into law the bill - written by Phil Gramm - allowing banks to sell insurance, stocks, bonds, mutual funds & vice-versa. It was one of his last acts as President, one might say his "legacy"

I'm so sick of him--why has he been making the rounds lately with his tepid fake endorsement of Obama? Now he's touting this idea that McCain is avoiding debate in good faith because he wanted more debates all along . . . who is he fooling? McCain just wants to cancel the VP debate so they can continue to hide Palin. And if Bill Clinton wants to be honest about current economic problems maybe he should address the repeal of the Glass Steagal act which McCain's top economic adviser Phil Gramm wrote the legislation for and which Bill Clinton signed into law (even if reluctantly). That has as much to do with this as anything! Obama doesn't need Clinton to win and Bill knows it so he needs to feed his giant ego by appearing on every possible show right now. Frustrating!

After all the years of cr@p the Republicans put the Clintons and the Clinton administration through, most of it pure garbage, and after the ML scandal....the Democrats couldn't get away from Bill fast enough and he was all but a pariah for a long time.
Gore & Lieberman behaved toward him the way McC has toward Bush. They ran on the we're holier than anybody ticket, remember?
If they had been more loyal to Bill and the Democrats, a lot of this mess might never have happened.
NOW WE NEED HIM and he's supposed to be all puppy-happy?
He says he's going out to hit the trail for Obama when his conference ends.
I hope he does-- WE DO NEED HIM.

As President - Bill Clinton passed all of the following:

NAFTA - loss of 1,000,000 high paying manf jobs to lower paying service industry jobs
Corporate Media Mergers - loss of media independence
Labeling of GE foods - thanks to lobbying by firms like Monsanto
Downsizing the military - instead of making it smarter - and ignoring the global threat of terrorism
Repeal of Glass Steagall act and banking regulation

Tell your boy McCain that since he didn't care about the economy for the past 2 weeks, he's not that vital to the vote. Just get over there, vote and get to MS for 2 hrs.
