NEW YORK — Republican presidential candidate John McCain expressed confidence Thursday that Congress and the Bush administration can reach consensus before markets open Monday on a $700 billion bailout plan to rescue financial institutions from crippling debt.

His Democratic rival, Barack Obama, also called for prompt bipartisan action.

Hours later, congressional lawmakers said they had reached an agreement in principle and would present it to the Bush administration.

McCain told the Clinton Global Initiative in New York that it's often difficult to act quickly and wisely. But he said that is what's required now to come up with a plan that can achieve bipartisan support in the House and Senate.

"Time is short and doing nothing is not an option," McCain said. He headed to Washington after his speech.

Obama, speaking to the same audience by satellite later in the morning, agreed that it was imperative to act now in a bipartisan manner.

"Now is the time to come together, Democrats and Republicans, in the spirit of cooperation on behalf of the American people," he said.

But Obama made clear that his schedule this week included the first presidential debate. He said he would be in Mississippi on Friday for the debate with McCain after joining legislators in Washington on Thursday. McCain has called for postponing the debate, set to be on foreign policy issues, if no deal has been reached on the bailout by then.

Both presidential candidates received high praise from former President Bill Clinton.

Clinton praised McCain on the environment: "When most people in his party had been thinking that global warming was overstated ... he decided to look into it."

In lauding Obama, Clinton referred to a conversation the two men had earlier this month at Clinton's Harlem office.

"Eighty percent of the conversation had nothing to do with politics and everything to do with the responsibilities of the next president for the welfare of the American people and the future of the world," Clinton said.

The candidates were equally gracious to Clinton, thanking him for his work with the initiative.

In his remarks, Obama said that as president he would strive to end all malaria deaths around the world by the year 2015. Today, the disease kills nearly 1 million people a year, most of them children in Africa.

"In Africa, a child dies from a mosquito bite every 30 seconds," he said. "It's time to rid the world of death from a disease that doesn't have to take lives."

Obama promised to help the developing world to produce more of the 730 million bednets needed to protect people from mosquitoes as they sleep. He also pledged aid in training doctors and nurses and making anti-malaria drugs affordable. He didn't address the cost but said it would not fall on the United States alone.

"This effort must bring together governments from around the world. It must be a public-private partnership that draws on the resources and ideas and resilience of business and non-profits and faith groups," he said.

Voter 1 - Will he debate tomorrow, that's the big question?

Voter 2 - I hope not. As an American voter - my focus is on who can lead us out of the impending economic crisis. A leader clears off his desk and focuses until a solution is found. Suspending the competition and rolling up one's sleeves and doing one's job in the Senate is what I want to see right now. McCain has suspended all campaign ads as well. This is good leadership in this voters mind.

Voter 1 - Neither of these Senators right now are major leaders in this economic crisis. Someone else is Chairman of the important committees. We await the vote of each for whatever is proposed, but beyond that neither can do.

Voter 2 - McCain is asking to be the future leader of the Republicans in congress. Obama is asking to be the future leader of the Democrats in congress. There is no bill yet ready to be passed by both parties. To end the credit crisis, we need a bi-partisan bill. Each candidate needs to show leadership. For Obama to pass the buck is indicative of what he will likely do as President - pass the buck to his committees etc. McCain is showing us that "he will lose an election in order to save the country". Obama is making flippant comments about being able to multi-task and that they both have jets with their slogans painted on them which can fly

That's where you are wrong.

These bills come out of COMITTEES that neither candidate is a part of. That being said, they can contribute their ideas to members of the commitees, but, they will not be writing any legislation. Being in DC for support is fine, but there is no reason to miss the debate.

So you think that the American people would be better served by not having this debate between the 2 Major party candidates?

I know, like you know, that McCain is on the wrong side of every issue, and the debate will show that.

Right so voter 2 lacks any common sense. What exactly was somebody whose entire party already supports the legislation actually going to be able to accomplish? Hey look I showed up and I shifted the nearly 100% support of Dems for a deal to nearly 100% support for the deal.

A little perspective: After all the years of cr@p the Republicans put the Clintons and the Clinton administration through, most of it pure garbage, and after the ML scandal....the Democrats couldn't get away from Bill fast enough and he was all but b@st@rd child for a long time.
He also got a lot of flack for "ruining" HC's chances during the primary .... from Dems
If he is a little less than gaga over the party right now, it is understandable...he is only human. I'm not sure any of us would be any more gracious.
One thing to be trashed by the "enemy", but when your "friends" don't want anything to do with you until THEY NEED YOU.....
NOW WE NEED HIM and he's supposed to be all puppy-happy?
He says he's going out to hit the trail for Obama when the conference ends. I hope he does, with enthusiasm and grace. I'd like to think I would in his position....not so sure.

McCain's left eye is very droopy. What is going on and does this also have something to do with the suspended campaign? Besides the fact that he is not ready, Sarah is not ready, his campaign manager has been taking in $15,000 a month for doing nothing for the mortgage people, and on and on.

We need the debate. Now. We need honesty. Now. We need Obama. NOW.

The headline is mis-leading (a common Huff issue). He doesn't really defend the move. He makes it clear he thinks the debates should go on.

But his statement that McCain is not afraid since he wanted more debates ignores two issues:

1) McCain likes to use the "townhall" issue as an excuse to make hateful ads.
2) All his bluster about weekly debates doesn't negate the fact that he is trying to back out of the first one.
3) Even if he is not afraid to debate, it is entirely possible that he is trying to push back the Palin debate as far as possible, showing that he's afraid of something.

Bill, let the Republicans give McCain the benefit of the doubt. If you don't want to criticize him, don't. But the praise is starting to show something not very nice about you.

And if this lukewarm praise for Obama is just you showing your honest opinion, I have to ask, when did honesty become part of your approach?

As usual - it's all about Bill! Arguably, he hurt his own wife's campaign with his 'off-the-cuff' self-serving comments. Since he won't be in the spotlight after the election - hopefully, because Obama has won - Bill is playing this 'what does he want and what will he do' to the hilt!

I had high hopes for a Clinton administration in the 1990's and was sorely disappointed in the way he ran the White House and I continue to be sorely disappointed in this brilliant but severaly flawed individual!

What is up with this guy? I have always been a Bill Clinton fan but lately I have been very disappointed in him and It's verging on anger. this title is a little misleading. i'm no mccain lover, but, he did say during his announcement ,that he would suspend his campaign, AFTER the CGI meeting. let's at least be honest in our attacks on john's ineptness.

I agree that he said he would wait until after this speaking engagement before going to Washington. But, that is the very reason that his explanation for suspending his campaign and delaying the debate doesn't ring true. We have been in the same economic situation since last week. However, McCain was so unconcerned that he hadn't even bothered to read the 3-page bill by Tuesday. Then suddenly on Wednesday, he decides there is such a terrible emergency that it is necessary to drop everything, suspend his campaign, and postpone the debates in order to save America. What changed in two days? Oh year, the polls. But, if McCain was really so desperately needed in Washington, then why didn't he literally drop everything? Instead he decided he could wait until after meeting with campaign donors, taping an interview with Katie Couric, and speaking at the CGI meeting. That is a very strange emergency.
