BAGHDAD — Iraq's prime minister sought safeguards Sunday for small religious communities in this mainly Muslim country as Christians protested parliament's decision to stop setting aside seats for minorities on provincial councils.

In Baghdad, a series of explosions struck mostly Shiite areas, killing at least 32 people and wounding nearly 100, police said. The attacks appeared aimed at reviving sectarian tensions that once threatened to plunge the nation into civil war.

Parliament last week approved a new law mandating elections in most of Iraq's 18 provinces. But the law removed a system that reserved a few legislative seats for Christians and other religious minorities.

Lawmakers cited a lack of census data to determine what the quotas should be. But many Christians saw the move as an effort to marginalize their community.

"I think that some political groups are pushing the remaining Christians to leave Iraq," worshipper Afram Razzaq-Allah said after services at a Catholic church in Baghdad. "They want us to feel that we are no longer Iraqis."

In a letter sent to parliament Sunday, Prime Minister Nouri al-Maliki appealed to the legislators and the electoral commission to restore the quota system.

"The minorities should be fairly represented in the provincial councils and their rights should be guaranteed," al-Maliki wrote.

Hundreds of Christians staged street protests after Sunday church services in and around Mosul, a northern city where many of the country's Christians live. Some said the removal of the quotas is an attempt to force them to leave Iraq.

"This is an unjust decision and it affects our rights as Christians," Matti Galia, a local politician, said at a rally in Mosul. "We are original citizens in this country. The politicians' goal was to divide the Iraqi people and create more struggles. Indirectly, they are telling us to leave Iraq."

Iraq's Christians have been targeted by Muslim militants since the U.S.-led invasion in 2003, with priests, churches and Christian-owned businesses attacked. The violence has led many Christians to flee the country.

Sectarian violence has receded since U.S. troop reinforcements were sent in last year. However, U.S. commanders have warned that extremist groups such as al-Qaida in Iraq are still trying to rekindle sectarian warfare to undermine the U.S.-backed Iraqi government.

The string of explosions in the capital Sunday began near sundown as Muslims were preparing for Iftar, the meal that breaks the daily fast during the holy month of Ramadan.

The deadliest blasts occurred in the Karradah neighborhood, where a parked car loaded with explosives blew up in a commercial area about 7 p.m., killing 19 people and wounding 72, police and hospital officials said.

Police said that about 90 minutes earlier, two car bombs exploded nearly simultaneously in the Shurta Rabaa and Amil districts of west Baghdad, but the U.S. military said later that the car in Amil blew up due to an electrical fire.

Twelve people were killed and 35 wounded in the Shurta Rabaa blast, and one person died and two were injured in the Amil explosion, police said.

Also Sunday, snipers fired on an Iraqi army checkpoint, killing two soldiers and a civilian in the eastern Zayona neighborhood of Baghdad. A roadside bomb killed an Iraqi soldier on a patrol in Mansour, a mostly Sunni area in the city's west, police officials said.

Two civilians were killed in an armed attack in the town of Khan Bani Saad by a group believed tied to al-Qaida, a police official in Diyala province said. The town is near the provincial capital of Baqouba.

The same official said two Iraqi soldiers were killed and 10 wounded when a bomb targeted them in Balad Ruz, 45 miles northeast of Baghdad late Saturday.

Also Sunday, an Iraqi official said the country signed preliminary deals with General Electric Co. and Siemens AG to upgrade the electricity grid, which has been ravaged by years of war, sanctions and neglect.

Lengthy power outages have been common in Iraq, with some Baghdad areas getting as little as four hours of electricity a day. The problem has been a major cause of discontent during the summer when the heat is punishing.

2. Non-Regulation of Stock, Bond, Banking, and Oil.
3. Non-Enforcement of SEC Rules on "Naked Shorts" that drove Companies to Bankruptcy and Merger.
4. Excessive Leveraging of Oil Market to Force Oil to Record Highs.
5. Non-Regulation of Mortgage Industry that lead to "TRICK" Loans and lost homes.
6. Non-Regulation of Derivatives which combine HIGH RISK LOANS together and Sell as Low Risk.
7. Non-Enforcement of Rules and Regulations in ALL INDUSTRIES.
8. Excessive Executive Pay for POOR PERFORMANCE.

There is literally REAMS of INFORMATION including Video, Audio, Text, Phone, and email evidence to convict these perpetrators.

And still the MSM allows McCain and the republicans to consistently assert that the surge is working. Not only do you not challenge him but you keep writing/saying it in reports as if it is true. Rather than challenging McCain to prove its working (like when he said in last Friday's debate) you keep drilling Obama about why he won't admit that it is working (Tom Brokaw on Meet the Press boy do I miss Russert). He won't admit it is working because its not working. I feel like I'm living in the Twilight Zone and the whole world has gone mad. Am I the only one who feels like this?

Shiites and Sunnis have been fighting each other since A.D. 632 when Shitte Muslims broke ranks with the majority Sunnis and we're just going to go in there and have everyone "kiss and make up"?

I am sorry, but that is incorrect. The vast majority of soldiers in Iraq have volunteered since the beginning of the IRAQ war, not since 9-11. They knew about the conflict there, and chose to volunteer anyway.

"The soveriegn country of Iraq"...yo­u make it sound so romantic. I am sure the VIP guests in the torture chambers and rape rooms would love that term if they were still alive.

But of course, we torture too right, so none of that matters..

It's obvious why the McBush people don't want American citizens to see the body bags returning to our shores. It takes the P out of prevailed, the V out of victory, the T out of torture and the C out of constitution. Now we have an old man who has voted against everything America owes to returning veterans and wants to continue down this path, wanting to be POTUS. To allow this is a sin before GOD, if you believe in one. Impeach McCain on Nov. 4.

We are winning the war, so says John McCain anytime he has the opportunity.
Surprisingly, no one asked the question, since the surge is over as a military operation what is next? We cleaned out the neighborhoods of the evil doers and then we expect what? I guess we expect the situation will continue to improve all by itself. Seems like a reoccurring theme from Washington, that goes something like this, you talk tough, do not use hard or soft diplomacy, use our military, create a mess then hope for the best that's about it, yes?!
It seems clear that McCain was only interested in the short term result of a successful tactic rather then discussing an overall regional strategy. By focusing on a tactic rather then the overarching dynamics of the misguided reasoning that got us into the war in the first place we neglect the fundamentals in order to avoid repeating this sort of mistake in the future. I guess his point is it's OK to be wrong on foreign policy if it is the right election policy. A few slogans about winning and flag waving and the red lever will be pulled enough times for his victory in November.

Withdrawal from Iraq was the cornerstone of Obama's foreign policy. He opposed the invasion, he opposed the surge and he had long advocated total military withdrawal without preconditions. In fact, had Obama's "16 month" plan been in effect (instead of the surge) our forces would be totally absent from Iraq at this date. At the debate on Friday, McCain taunted Obama over Iraq and gave him a marvelous forum to make the case for immediate withdrawal.

Obama declined to make that point. The meme of "Bring Our Troops Home from Iraq, NOW" is over.

Had we followed the 16 month withdrawal we probably would see now what the result of bush's war really is. the surge will hide that from the voters until somewhere down the road. keep the myth alive at all costs. the war is already a failure by your own standards -- the ones you announced in selling it to everyone. You can call what results a victory but it is victory in failure. this war was not worth it if it costs what it already has cost. failure is the only word.

Sadly, news on the war is getting lost in the election cycle. Stunts by McCain/Palin overshadow the deaths of our soldiers and others in the war zone. The economic crisis, real or invented by Bush and Wall Street (I just don't trust them), knocked the war off the front page but even it takes back stage to "Moose Wears Lipstick to Vote Absentee Ballot During Hunting Season." A slight exaggeration, but still ... I can't wait for Election Day.

As long as this is the season for quotes about pigs , I have one that my long deceased father used to use. He would have said "Trade Iraq for a sick pig and shoot the pig." Thus put the ailing thing out of our misery.
