In an extraordinary gamble on the future of the global economy, the House of Representatives voted down the $700 billion Wall Street bill 205-228, as Republicans defied their president, their presidential nominee and the congressional leadership to vote nearly two to one against the measure described as crucial to the prevention of an economic collapse.

As the vote progressed, the Dow steadily dropped, reaching a 700-point decline at its mid-day nadir. Television coverage of the vote was frantic, with a split-screen showing a graphic of plunging stocks paired with a chart showing the steadily growing number of 'no' votes. All members of the House, equipped with Blackberries, were fully aware of the market trends driven by their balloting.

Almost every Representative was present during the roll call. Democratic leaders huddled with members, desperately trying to persuade defectors to change their votes. Republican leaders, in contrast, appeared resigned to the overwhelming opposition in their caucus.

As the vote progressed, and as the possibility of rejection became probable and then certain, there was a hush on the floor as the normally boisterous members realized what the outcome would be. Minutes passed, with the 15 minutes allotted to the roll call technically over, but with members given extra time to change their votes. Only one did so, and he shifted from yea to nay. No one smiled on the winning or losing side. Most looked dazed or stunned.

While the economic consequences of the vote will be determined during the coming weeks, the outcome this afternoon was a major setback to John McCain, who had backed the proposal and portrayed himself as a party leader who would help win approval for the bailout.

Chief McCain strategist Steve Schmidt said yesterday on Meet the Press, "What Senator McCain was able to do was to help bring all of the parties to the table, including the House Republicans, whose votes were needed to pass this." And this morning, McCain backer Mitt Romney told NBC that "this bill would not have been agreed to had it not been for John McCain....this is a bipartisan accomplishment, a bipartisan success. And if people want to get something done in Washington, they just watch John McCain."

Instead, members of McCain's own party voted 133 to 65 against the measure. Democrats, on the other hand, voted 140 to 95 for the bill.

In an attempt to shift blame for the defeat, House Republican Leader John Boehner of Ohio and Republican Whip Roy Blunt of Missouri charged that House Speaker Nancy Pelosi provoked the 'no' votes by angering Republican members with an excessively partisan floor speech. "We could have gotten there today had it not been for the partisan speech that the speaker gave on the floor of the House," Boehner said.

House Financial Services Committee chair Barney Frank of Massachusetts, a key architect of the bill, countered that even if true, the claim amounted to an extraordinary level of personal and parochial motivation: "Because somebody hurt their feelings, they decided to punish the country."

In her speech, Pelosi did place some of the blame for the current crisis on Bush: "Today, we will act to avert this crisis, but informed by our experience of the past eight years with the failed economic leadership that has left us left incapable of meeting the challenges of the future. We choose a different path. In the new year, with a new Congress and a new president, we will break free with a failed past and take America in a New Direction to a better future."

Shortly after Boehner spoke to reporters, the McCain camp issued a statement by economic adviser Doug Holtz-Eakin similarly seeking to shift the blame to Democrats:

"From the minute John McCain suspended his campaign and arrived in Washington to address this crisis, he was attacked by the Democratic leadership: Senators Obama and Reid, Speaker Pelosi and others. Their partisan attacks were an effort to gain political advantage during a national economic crisis. By doing so, they put at risk the homes, livelihoods and savings of millions of American families. Barack Obama failed to lead, phoned it in, attacked John McCain, and refused to even say if he supported the final bill. Just before the vote, when the outcome was still in doubt, Speaker Pelosi gave a strongly worded partisan speech and poisoned the outcome. This bill failed because Barack Obama and the Democrats put politics ahead of country."

Obama campaign spokesman Bill Burton countered:

"This is a moment of national crisis, and today's inaction in Congress as well as the angry and hyper-partisan statement released by the McCain campaign are exactly why the American people are disgusted with Washington. Now is the time for Democrats and Republicans to join together and act in a way that prevents an economic catastrophe. Every American should be outraged that an era of greed and irresponsibility on Wall Street and Washington has led us to this point, but now that we are here, the stability of our entire economy depends on us taking immediate action to ease this crisis."

There very likely will be an attempt to try to pass the bill again, although it is not clear how soon that would take place. Republican Congressman Joe Barton of Texas asked if he could move for reconsideration and if he did, how soon would it be taken up. He was told by House parliamentarians that it would be taken up immediately -- too soon for supporters to regroup -- so he put off his motion.

A House aide said no additional votes would be held in the House until after the Senate takes up the package, scheduled for Wednesday.

"What happened today cannot stand," Pelosi said after the vote. "We must move forward, and I hope that the markets will take that message."

Before the vote, President Bush issued a statement that proved to be futile.

"A vote for this bill is a vote to prevent economic damage to you and your community," Bush said, "This is a bold bill that will keep the crisis in our financial system from spreading through our economy."

Addressing the full House during the debate, Pelosi said, "I know that we will live up to our side of the bargain, I hope the Republicans will, too."

Boehner and Blunt of Missouri spoke strongly in favor of the legislation.

Leaders of the conservative opposition to the bill claimed vindication. "The American people rejected this bailout and now Congress did likewise," said Indiana Republican Rep. Mike Pence. During the debate, Rep. Jeb Hensarling of Texas contended that enactment of the proposal would put the country on "the slippery slope to socialism."

"The Republicans killed this," said Frank.

White House spokesman Tony Fratto declared, "Obviously we are very disappointed in the outcome... There is no question the country is facing a difficult crisis that needs to be addressed."

How laughable is this- Mr (Sen. McCain) deregulation, keep the government out of the private sector, and one of the Keating Five is attempting to blame Democrats for this current mess, and again politically attacking Sen. Obama-my oh my it’s amazing how he doesn’t seem to realize that while living in that (well OK one of seven) glass house he really shouldn’t be throwing political stones the Democrats way.

By the way, I can’t wait to hear how Sen. McCain’s stated economic policy of giving even more tax cuts to the already very wealthy (even more than the Bush administration gave out), many of whom IMO are the (failed) leaders of the banks, mortgage companies, financial institutions, etc. involved in this current crisis is going to help the current situation. Seems that trickle down concept of giving those enormous tax cuts to the rich to spur on business and investment and economic prosperity just didn’t seem to work out that well, now did it.

Regarding the Republicans now seeking to blame this mess on the Dems, that old Southern expression comes to mind, “that dog won’t hunt”!

In a Parliamentary System we would be discussing the formation of a new government. Luckily we have an election in a few short weeks and can do that very thing! We need the coolest heads at the top, and that is not McCain and Palin.

The House needs to revise the proposal to acknowledge that Americans are sick of having our pockets rifled by the wealthy and their minins.

Perhaps the Bushies and mega-wealthy folks knew things were going to crash no matter what, and they pushed for this huge bailout to happen quickly so THEY would get saved by the big mama tits called the taxpayers. But they knew all along that it would STILL all crash down regardless of this huge bailout.

Is this plausible? Another great depression IS shock-and-awe and will create chaos and suffering. Great! The fascist thugs think. Then we can institute lots and lots of laws to screw people over. It will be easy because people will be so desperate for help.

Martial law?

If the plan to rescue the collapsed system was written four+ months ago, then the plan to let the system collapse was planned 4+ months ago, also. Years ago, really. They wanted to make bazillions of dollars and bail out just before the crash.

But their own party can't swallow this bitter pill. They know they will be voted out of office.

Memo to Dumbacrats: This vote was in the House, not the Senate.

So having McCain and Obama fly to D.C. last didn't have any affect on the out come of today's vote. And while it doesn't bode well for the future, it does demonstrate that Dumbacrats are still drinking Howling Howie's coffee and Kool-Aid.

We all failed. Don't you ever think about anything in other than partisan terms? That's the reason we are in this mess. We are now in a cultural war - republicans vs. democrats, but the real war is the rich vs. poor. The rich win as they simply pay off both the republicans and the democrats as soon as they are in office.

We are hopeful that Obama won't be bought out, but if he is, we are all screwed in this country. It's all based on a hope. It's more than we have with McCain (we're definitely screwed with him), but Obama is all hope.

I hope he does what he says he will do, but if he doesn't, this country is screwed.

OK, so here's how I see this vote. It was suppose to be a NON-PARTISAN bill approval, so the powers that be in the Congress had worked out a deal where the Dems would bring 2/3 of their members and the Reps were to bring in 2/3 of their members. Those who drew the small straw were going to be forced to vote for the bill. Well, the repubs decided to bail on this and make Nancy Pelosi look bad. They are claiming it is because she trashed the President for getting us into this mess, but truth be told, they have all trashed him too! So, we are suppose to believe that they did this because their feelings that got hurt? HA HA!! No way! The Republicans are being obstinate, just as they have been for the last couple years. This was another plan made by McCain to try to make him look good in the eyes of the country. Can you say backfire? He suspends his campaign so that he can help come up with a solution, yet when asked if he would vote, he didn't think he could be able to fit it in to his schedule! REALLY?!?!?!

THe Dems didn't pass it and they are the Majority. Pelosi alienated the Repubs with her 11th hour haranging of the Repubs. Might work with her husband - but she should have kept her trap shut until after the vote if she wanted the bill to pass.

I'll be the first to admit that I know nothing about this bailout....therefore.... I refuse to play the blame game. SOMETHING is just NOT RIGHT with this whole stinking mess....besides the obvious of course.

In order to get SOME kind of understanding into why the Dems voted and the Reps didn't blah blah blah........ I looked at WHO DID NOT VOTE FOR THIS and WHY because It was BOTH sides that voted against it.

That's where you'll find your answers.

Stop playing the blame game...falling for the fear tactic....... and look for the answers.

McCain was never in favor of this bill. Obama and Pelosi were promoting it. The dems have a majority in the house. They did not need a single republican vote to pass it. How come Obama could not get a majority of his own party in the House to vote for his bailout bill?

I give the republicans a majority in terms of responsibility, but 100% is simply an exaggeration. The democrats need to grow courage and stand up for what is right. If the bail out is right, then vote for it and to hell with the political fallout.

I used to like Feingold. But where has he been in this crisis? We hate to admit it, but politics is disguised as democrat vs. republican, but it's really money and power, haves and have nots.

If we were all smart, we'd end this two party system and vote for someone who would bring real change. Obama is the closest person I've seen to someone who could bring real change from within a party. I'm voting for Obama. But, I'm not without my fear that he could be corrupted. I hope not...

The House was supposed to vote on acceptance or rejection of the Bill, not on whether they liked or disliked Pelosi's comments. The House members who voted against the Bill simply used her statement as an excuse. If we are to believe them, they are now saying that members who felt offended voted against the the measure to punish her, despite the crisis situation. It is THEY who must resign.

Nancy Pelosi a failed leader TODAY? Today is the first day Pelosi actually did her job and stood up to the Republicans. Cantor, Boehner and the rest of the GOP desperately wanted this bill to pass, 'cause they don't want to see a market implosion anymore than anyone else. Hell, most of their big donors are the ones screaming for this relief. But oh yeah, they wanted the Dems to pass it without them, they'd love to hang the $700 billion dollar price tag around the Democrats' neck and when the bailout doesn't work exactly as planned or as quickly as desired, you'll hear them screaming about the socialist Democrats and the huge amount of money in this bailout.

I LOVE it. Let them stew in their own juices, let the market fall, and let McCain look as partisan and ineffective as he is. When this bill comes up again in a few days, it will damn well pass with votes EQUALLY from Dems and Repubs.
