LOS ANGELES — An attorney for the woman whose 911 call led to Heather Locklear's arrest says she also snapped paparazzi photos, but alerted authorities for safety's sake.

Attorney Nicholas Tepper says Jill Ishkanian, who operates Sunset Photo & News, acted heroically when she reported an erratic driver Saturday. Ishkanian photographed Locklear's sobriety test, then sold the pictures to TMZ for more than $27,000, Tepper said.

Tepper called the ensuing TMZ posts accusing Ishkanian of alerting a paparazzo to Locklear's impending arrest "lies and innuendo." A phone message for TMZ head Harvey Levin was not immediately returned Wednesday evening.

The California Highway Patrol said Locklear showed "obvious impairment," but alcohol has been ruled out.

While I certainly don't mind anyone reporting someone who might be under the influence and driving.

I do mind scum sucking bottom feeders doing it, and making 27 large off the deal........How do they look in the mirror daily..?

The papz would have no interest if this black teen is not a celeb. The papz would have not made any money for that.

Regardless of race - and quoting you -

F^%$" if the black teen was high and driving all over the road" Any responsible citizen would call the police and have this black teen be dragged down to the station, for the teens sake and the public.

And I meant that in good conscience. Nothing to do with race.

She would not have been set up by a papparazzi if she was a black teenager.

She would have been set up by a cop in the Rampart Division of LAPD instead.

I don't know. Heather has had her demons with addiction and her mug shot doesn't look like she was out shopping either.

However, they need to enforce some ordinances against the papparrazi. I couldn't imagine having my picture taken everywhere I went!!! Never.

Her mug shot doesn't look like she was out shopping? Well, maybe if they'd taken the picture in the mall, while she was actually shopping, instead after she'd been arrested & crying. Go figger, she doesn't look so glamorous with very little makeup on, and after crying for who knows how long.

Because drunk and otherwise intoxicated drivers never ruin someone else's life right? Unheard of for that to be the cause of a major change in anyone's lifestyle.

She parked in the middle of the road. Her car was blocking traffic. She ran out into the traffic. She could have been killed and taken someone else with her.

Whoever sold her out -- probably saved her life.

Saving lives is good karma.

as i've written before on this site, "Big Brother" is alive and well, but it isn't the goverment doing the watching, it is us, the people, doing the watching and informing on each other. with camera phones and youtube, your life is no longer your own once you step out of your front door.

But your life is not really your own once you get behind the wheel of a car. You're driving a potential murder weapon. You have the potential to take life away from someone else.

I'm glad there was a paparazzi watching her to call the police. She could have killed someone, driving like that.

I'd much rather read about Heather Locklear complaining about being set up than read about Heather Locklear parking her car in the middle of the highway and killing a family of four and herself in a crash.

Thank God and a paparazzi snitch that we're not reading THAT story right now!

Pretty cruel, Jill. Taking advantage of the fact that Heather Locklear has just gotten out of rehab and is probably strugging to get herself straight, and then somebody like you comes along to exploit that fact. Are you even human?

Spot on - this papz was probably stalking Locklear knowing fully well that there is money to be made. I doubt that public safety was even in consideration, MONEY WAS ! This papz would have made some bucko bucks had Locklear been in an accident.

But she didn't really finish her rehab. I read that she detoxed and then bailed to a fancy spa.

I know someone who is an alcoholic. I've learned that it's a pretty bad sign when a person gets the habit of going through detox and then not staying for the rest of the program.

That's not a good sign. I doubt very much she's sober, and as a resident of Los Angeles, I hope they're going to take her off the road and make her actually finish a rehab program for once.

I'll feel safer if she's off the road until she actually finishes an entire course in rehab for a change.

People Magazine, US Weekly, and TMZ and all the rest:
I and the rest of America have a burning desire to see and know all about this now very public figure.
We want to see her driving shopping and trying to live her normal life.
We want to know why she does what she does and where.

Yes, I really do. It not a good thing when paprazzi come sniffing around you house, want to picture take of me in my bathrobe. Not that it would not be flattering for the lady folk, but it is violation of contitutional rights. In my country, anyone who follow honest hardworking citizen is arrested immediately. No monkey business.

From what I have seen on TMZ, she look's like she was set up all the way around, cop's taking pic's & the Pap's just happend to show up well it was all going down, very suspicious

Ummm, isn't stalking against the law? And isn't computer hacking a crime? Remember how many years in prison that Kevin Mitnick spent spent in prison for computer hacking? What's this lady doing walking the streets, her butt needs to be in the federal pen too.

And this quote from the article....

"Ishkanian apparently is the only witness who says Lockelear was driving erratically and that she was drunk, even though it's already established she was not under the influence of alcohol."

Hmmm, so Heather was NOT drunk after all? And the cops take mugshot photos prior to knowing whether someone is drunk or not? I'm betting this is gonna result in a HUGE lawsuit. Not to mention many more criminal charges against Ishkanian. ;)

That was a dispicable thing to do. Shouldn't the cops need some sort of proof, not just some call -in by what could be your worst enemy?
