Final vote: YEA - 263, NAY - 171. Many more Republicans have voted Yea this time than on Monday. Speaker Pelosi commented after the vote, saying, "There will be accountability."

The crucial vote was 263-171, passing by a comfortable bipartisan margin. Most Democrats voted in favor (172 yeas to 63 nays), while a slighter majority of Republicans voted against (91 yeas to 108 nays). Every member of the House voted. (There is one vacancy, created by recent death of Stephanie Tubbs Jones of Ohio.)

Speaker Nancy Pelosi is speaking now to close the debate preceding the House bailout vote. It was her speech this Monday that many Republicans in Congress blamed for the vote failing. She did accidentally say "Down Jones," but she didn't say "Republicans" once.

WHAT'S CHANGING VOTES: TAX BREAKS

House leaders say they've won over key converts for the new bailout bill vote.

GOP Rep. Ileana Ros-Lehtinen of Florida, said she was switching her "no" vote to a "yes" after the Senate added some $110 million in tax breaks and other sweeteners before approving the measure Wednesday night.


"Monday what we had was a bailout for Wall Street firms and not much relief for taxpayers and hard-hit families. Now we have an economic rescue package," Ros-Lehtinen told The Associated Press.

WHAT'S CHANGING VOTES: SMALL BUSINESSES

Calls from Sen. Obama and from constituents at home worried about their small businesses and credit flow have helped change the minds and votes of some Congressmen:

Black lawmakers said personal calls from Democratic presidential nominee Barack Obama helped switch them from "no" to "yes," as Republicans and Democrats alike said appeals from credit-starved small businessmen and the Senate's addition of $110 billion in tax breaks and other sweeteners had persuaded them to drop their opposition.

"I hate it," but "inaction to me is a greater danger to our country than this bill," said GOP Rep. Zach Wamp of Tennessee, one of the 133 House Republicans who joined 95 Democrats in rejecting the measure Monday, sending the stock market plummeting.

Round two, coming up.

A bailout bill that was defeated in the House on Monday gets a second chance tomorrow, this time with the added support of tax breaks, additional FDIC insurance and the passage of the bailout bill in the Senate.

FISCAL CONSERVATIVES UNEASY

The inflated bill, even with the political cover lent by the Senate's changes, may run into problems in the House, because it effectively adds more cost to the bill, though cautious support of the new House bailout bill is already being lent by some:

House Majority Leader Steny Hoyer, a moderate Democrat from Maryland, said he is urging fiscally conservative Democrats, known as Blue Dogs, to focus on the "the bigger picture" and the need to stabilize the nation's shaky economy. "My gut tells me" they will still support the bill, he said.

That would be in spite of other additions to the bill, which has grown from Treasury Secretary Henry Paulson's original three-page document into a bill of over 400 pages, are bonuses for interests such as plug-in hybrid electrics cars. As some blogs point out, the incentives are worded specifically enough that they could potentially apply specifically to individual companies.

President Bush lent his support again, too, making another effort to link Wall Street and Main Street:

Speaking to reporters during a meeting with business executives, Bush said the increasingly tight credit markets are in some instances threatening the existence of small businesses. He said Congress "must listen" to those arguing for passage of the bill, derided by many on Capitol Hill and within the general public as a handout to a risk-taking Wall Street.

SOME REPUBLICANS WANT TO REDUCE AMOUNT FIRST

But some House Republicans are saying they want more changes to the bill. Namely, they'd like to reduce the total value of funds granted to the Treasury to use, according to Reuters:

A group of Republicans in the U.S. House of Representatives said on Thursday they would seek an amendment to significantly reduce the size of a $700 billion Wall Street bailout package headed for a House vote soon.


Ohio Rep. Steven LaTourette said 23 Republican lawmakers will seek an amendment that would lower the amount the Treasury Department could spend on the bailout to $250 billion.

GETTING AN EARFUL FROM CONSTITUENTS

Whether they're planning on voting for the bill, voting against, or are still making up their minds, the men and women of Congress are getting an earful from their constituents. The frequent criticism that votes against the bill earlier this week were purely political are put into a new light by the news that the Capitol's switchboards are at capacity today:

Voters calling their lawmakers on Thursday were getting busy signals as congressional phone lines jammed with callers voicing their opinions on the financial rescue package the House will vote on Friday.


The Capitol switchboard and many members' offices have been inundated with so many phone calls that multiple phone lines in many offices have reached their capacity. That means many callers have only received busy signals.

From what I just heard from sources of mine in the Democratic Party, 0bama approached many, if not all, Democratic congressmen who had voted "no" the first time and threatened them: "If you vote 'no' this time, I'm going to get rid of you once I become president."

That's funny. As a Constitutional scholar, he would KNOW that's an empty threat. But for voting yes, he has shown he's just more of the same. If ANYONE runs the risk of "getting rid of Congressmen", it's Bush Co., they are proven fascists. Obama on the other hand, I am starting to suspect he's just as much a payoff shitheel graft weasel as the rest of Congress (and ESPECIALLY the Senate) even though I'll still vote for him over McBush. I now revert to my original choice for Pres., Dennis Kucinich. Yeah, yeah, he's unelectable because of his looks, but he understands what is at stake and voted no across the board on this Failout. But if you are looking for a risk of a totalitarian disbanding of Congress, look no further than the GOP.

Remember how the Politicians told you there'd be limits on CEO compensation? Lies. There's no retroactive penalties and what tepid wording in this bill to restrict golden parachutes is so full of holes, it wouldn't hold basketballs. Your representatives (that voted yes to this) have sold you down the river. You are heading back to slave country. Indentured forever to the Banks. KILL the FED. There's a bill for doing it, but it's been thrown over to the same committee that "listens" to impeachment requests (which can't be called "impeachment" in the wording). The sooner this empire building country gets knocked to it's knees, the better I'll like it. The entire DLC needs to be impeached along side of Bush/Cheney.

Ever read the rise and fall of the Roman Empire? Wanna live it?

We currently have an Executive branch that doesn't believe in the Constitution and is doing everything to overcome the checks and balances it is supposed to provide. We have a Legislative branch that does nothing and doesn't seem to care, and we have a Judicial branch that is hell bent on protection the other two branches.

We are now going to get taxed to hell because of a war we do not like and a 1.3 Trillion dollar handout to the elite, with no end in sight.

Many of us do not feel we were represented by our legislators, both dems and repubs.

This is how revolutions get started, and in a country were Joe six pack is both mad and dumb as hell and maintains he has a constitutional right to form militias, Congressmen should take note.

A few items--

1. The bailout is repulsive.
Bush and Wall Street are flying their banners --"Mission Accomplished." To add insult to injury, they don't even bother coming up with a scam, such as the money is needed to stop renegade "weapons of mass destruction" or some such thing. Now, they just say, "Give us the $700 billion or we'll close down the financial system." It's blackmail, extortion.
For the sake of our "democratic procedure", I was very vocal with both of my senators and my house representative before the vote concerning my dislike, displeasure, disagreement with the bailout measure. It's not about dems. or repubs. It's a giant wealth transfer to the small club that owns the country.

2. A trillion $ for a war which shouldn't have taken place and the resulting decline of the dollar's value.

3. A trillion $ for a bailout as wall street tells us to pay for their mistakes. Another trillion in debt, and there's no guarantee that they won't demand more. In the presidential debate, the moderator asked Obama if $700 billion would fix the problem. Obama replied, "We don't know." I appreciate his honesty.

4. I am voting for Obama. He's not taking PAC funds; and he's been against the war from the beginning. Also, to have McBush win the election is not an option. It would be a horror.

700 billion? No, 140 billion was added on. 840 billion to bail out Wall Street and banks and they tell us it'll help main street and small businesses and the little man/woman. Yeah right. And please note both Barack and McCain voted for this--and they had no choice. But, for the last eight years Bush has been in charge, and, to even consider another four years of anyone like him--HBOs Bill Maher jokes that people should flee the USA if McCain wins. And Palin stated that Biden shouldn't bring up the past but look forward to the future (another answer she was given and memorized)--but we can't get past the past when it cost 840 Billion dollars! And I'll never forget this. None of us should.

I haven't felt as much anger in a long time as I have with the two House votes on the bailout bill. Nearly $150 billion was added to the cost; but, what was truly disgraceful, the added amount was a different type of cost - it won't be repaid.

I would like to see all the House bailout-vote "no" voters on Monday pay the difference in the cost of the bailout between Monday and Friday from their own pockets.

um, I dunno if this is a silly article, but I came across it in some African newpaper in Uganda, and I prolly felt I should share it on here. and if nething never makes American people take this election serious, then may be this one article here can make peeps think seriously before voting for John Mccain, this is an important election, where people have to mind alot about America's stand in the world....

What we saw here was a perfect scare-nario from the Confessions of an Economic Hitman.

the Congress had been negotiated with to pass this legislation - the Economic hitman - and the House rejected it.

The Plunge Protection Team wasn't as successful in stopping the 778 pt drop. The Shock.

The news reports that the Army is deploying combat brigade on training assignments for Northcom.

Several Congressmen report they are feeling intimidation from sources that threaten a 3000 pt drop in the market, followed another couple thousand point drop the following days. And even threatened with martial law in the US.

That's the Jackals at work.

The Senate passes the legislation, adding 450+ pages and $150 Billion in pork. Who knows what else was promised, or threatened.

The House passes the legislation.

The passed bill is taken by F-16 fighter jets to the White House for immediate signing. A bad sign when they rush a bill like this one, after all the veiled threats made.

Still think you live in the same US that is taught in the official history books?

logic.. I am screwed because X won't pay his mortgage. X is now my enemy. Let's retaliate against anyone not paying mortgages. WHoever defaults and thinks in 5 years their credit will be clean is an idiot. My bet is credit rules get changed and they wear that default for 10-15 years. Watch!
