It was the first question of the evening: how to turn the economy around and help those ensnared in the housing crisis. And in John McCain's first answer, he bragged about a bold new proposal he would implement as president -- that Obama already fought for in the recently passed bailout bill.

"You know that home values have, retirees, continues to decline," McCain started, somewhat unsteadily. "And people are no longer able to afford their mortgage payments. As president of the United States, Allen, I would order the Secretary of Treasury to immediately buy up the bad home loan mortgages in America and renegotiate at the new value of those homes at the diminished values of those homes and let people make those -- be able to make those payments and stay in their homes. Is it expensive? Yes. But we all know, my friends, until we stabilize home values in America we're never going to start turning around and creating jobs and fixing our economy. and we've got to give some trust and confidence back to America. I know how to do that, my friends. And it's my proposal, not Senator Obama's proposal or President Bush's proposal."

It took awhile (by rapid response standards), but by the end of the debate, Obama campaign was all over the claim.

National press secretary Bill Burton noted that the "rescue bill includes authority for the Treasury Department to buy 'residential or commercial mortgages.'" Moreover, he noted, Obama has made that proposal twice previously.

At a Sept. 23 press conference, Obama said: "For example, we should consider giving the government the authority to purchase mortgages directly instead of simply purchasing mortgage- backed securities. In the past, such an approach has allowed taxpayers to profit as the housing market recovered. This is not simply a question of looking out for homeowners; it's doubtful that the economy as a whole can recover without the restoration of our housing sector, including a rebound in the home values that have suffered dramatically in recent months."

And in an Oct. 1 statement, Obama repeated the idea. "We also must do more than this rescue package does to help homeowners stay in their homes. I will continue to advocate bankruptcy reforms to help families stay in their homes and encourage Treasury to study the option of buying individual mortgages like we did successfully in the 1930s," he said.

Meanwhile on Fox News, conservative pundit Bill Kristol wasn't too impressed with McCain's jumping on the mortgage buying bandwagon.

"We will hear much more about this $300 billion mortgage plan of the next day or two," Kristol said. "It might end up hurting McCain. It is a pretty chaotic campaign. If you were going to do this, you [would need] lay the groundwork for it."

This is a problem that I have with this and had the same problem when it was first proposed. My husband and I bought a house with an adjustable loan, but refinanced at a lower fixed rate. My home value has declined as well. Why shouldn't I get a new loan based on what the values of homes are right now? If loans are revalued, my home won't go up any more in value.

I agree that loans should be redone at better interest rates, but why change the amount of the loan? It doesn't seem fair to homeowners who make their mortgage payments. We struggle to pay every bill we have, but I feel like we are being forgotten here!

I think that is the point of Obama's idea. It is to have the Feds step in and rewrite mortgages to revalue the home value and the mortgage amount and percentage rate.

The residential mortgage buyout is a good plan, BUT it needs some safeguards for those of us who are not involved in this mess. Here's the formula that could cause some other issues:

--foreclosed homes get revalued and loan principles are adjusted downward so people can remain in their homes--in essense a refinance based on a new valuation

--every 4 yrs or so, local govts do "reassessments" for property tax valuations, so they can collect their revenues

--most places use property taxes to fund police, fire and schools

--if several houses in my neighborhood are in this mess and revalued, what happens to mine? Its value goes down at tax reassessment time, granted my property taxes go down, but then my local authorities can't fund police, fire and schools.

I agree.

Resetting all mortgages to current market values is not the answer. Many of those homeowners are NOT in monthly payment distress. Solutions need to be focused on those homeowners who ARE in distress.

What, we want a wholesale butchering of state and local tax revenue which funds schools and vital services by 20%?

Once you stabilize the prices of homes perhaps you'll stabilize the price of gas, cost of food, wages, rents, numbers of votes each party can receive. . . the value of money? Gosh! We could end up living in a stable world.

I thought I had heard Obama propose this same sort of mortgage plan and I am surprised Obama himself did not counter McCain more forcefully about this---he briefly did mention that the plan they implemented included this already--but he should have said something like--John acts like he just thought this up BUT in fact....and then state the facts....

Also -am I wrong or didn't Brokaw let McCain do a followup and not let Obama do any followup on one of the questions?

McCain was promoting Martin Feldstein's switch from a non-recourse loans system to a recourse loan system. Basically it means you can lose your house if things badly, plus you still have to repay the full value of the mortgage. http://www.washingtonpost.com/wp-dyn/content/article/2008/06/18/AR2008061802634.html

Not only does John McCain mimic Barack Obama's policies, but most of the time he and Gov. Palin are spouting democratic talking points. Gets very confusing at times. I thought a republican would stick to his own party's talking points. Perhaps Liebermann's not the greatest influence these days.

David Brooks was really excited about the "new plan" McCain unveiled, and although he said that Obama had won the debate on "style," he seemed quite hopeful about the mortgage plan.

I hope the facts in this article are widely publicized. I knew Obama had said something about the government helping directly with mortgages and keeping people in their homes, but since I didn't know all the details, hearing McCain say, "it's my proposal, not Senator Obama's proposal," confused me. I can imagine how convincing McCain's lie must have been to people who didn't vaguely remember hearing Obama proposing a plan a lot like that.

Of course these "card readers" will not understand that Obama made the proposal first because they are so far up McCain's rear its pathetic. What is also blaring is that McCain kept repeating Obama's points. McCain has no likeable style he was like a newly uncaged rat ready to bolt for the first open door. Totally unprofessional.
