The public urge for punishment that helped delay the passage of Washington's economic rescue plan is more than a simple case of Wall Street loathing, according to scientists who study the psychology of forgiveness and retaliation. The fury is based in instincts that have had a protective and often stabilizing effect on communities throughout human history. Small, integrated groups in particular often contain members who will stand up and -- often at significant risk to themselves -- punish cheaters, liars and freeloaders.

Scientists debate how common these citizen enforcers are, and whether an urge to punish infractions amounts to an overall gain or loss, given that it is costly for both parties. But recent research suggests that in individuals, the fairness instinct is a highly variable psychological impulse, rising and falling in response to what is happening in the world. And there is strong evidence that it hardens in times of crisis and uncertainty, like the current one.

The catch in this highly sensitive system, most researchers agree, is that it most likely evolved to inoculate small groups against invasive rogues, and not to set right the excesses of a vast and wildly diverse community like the American economy. Some experts believe that Japan's disastrous delay in bailing out its banks in the early 1990s was caused in part by a collective urge to punish corrupt bankers, and they fear a similar outcome today.

New urban myth, heard last evening on local reich-wing radio, that over weekend, Fuld was at gym on exercise bike w/heart monitor, and some iron-pumper came up to him and with one punch flattened him! Even if not true, it sure sounded good!

This is a one-sided partisan attack. Poor old McCain, trying desperately to save America from the evil Dems! I'll go so far to say this piece looks like class warfare as well. Blame the low income people!! Come on. Seriously. The peice is right about Dodd - he, along with Conrad should be thrown out of office. Nowhere in the movie does it mention McCain former economic advosr, Phil Gramm, who's name is on the bill that repealed Glass-Steagal, Also, the peice doesn't mention that it was Bush who changed the regulations in way that allowed Fannie/Freddie to buy mortgage backed securities as part of the CRA. Come on.

John McCain is right up there on that list. He continually called for and pushed for Wall Street deregulation.

You might need to ask Dwight D. Eisenhower...

Even as the press is utterly caught-up in a $700 -billion "bailout plan," the Congress is quietly processing a $612-billion "defense" bill that is expected to pass without so much as a peep.

I've said it before and I'll say it again: The Full Faith And Credit Of The United States (TM) heals all. Anyone who tries to repudiate the American Dollar will simply get nuke-bombed into the stone age. Or so the reasoning goes . . .

Obviously, in the last paragraph I am being somewhat (only somewhat...) cynical. Yet, this IS more-or-less the "reasoning" of the folks who are in power now... living relics of the Cold War, every one.

The people responsible for this, (as they try and deflect the attention and leave the room), is #1 congress, #2 lobbyists, and #3 PACS. The lobbyists and PACS actually paid members of congress to change the regulations regarding the financial institutions. It was called the Gramm-Leach-Bliley Act of 1999. This issue goes beyond political lines. It is one of greed and corruption.

I would add a 1.5 in there -- voters! They keep reelecting their congressional reps for decades.

Other than that, you hit bull's eye. The real secret to improving american politics is congress.

you want to know where it all started? you already know. go back to the 2003-2005 hearings in which conservatives begged dems to regulate fan and freddie mroe but dems wouldnt do it. why? money and votes. barney franks, chris dodd, maxine waters, and many more.

if one wants to know the core cause, it is not hard to find.

Say, Limbaugh faithful. Since your "Mr. Accountability" today, let me ask you this:

Should Lehman execs get to keep their payouts/bonuses since they knew **in 2005** that the loans were fraudulent?

Think reeeeeally hard! (Don't worry, the headache will fo away if you watch the Daily Show)

personally, i could give a ratsa_s if government takes their bonuses back. i'm sure you think i am all for the corporate greed but you will be sadly mistaken. greed is greed.

and that prick at WAMU that walked away with 19 million after 17 days work. i am totally with bill o'reily on this one as well. he should give it back. bill sent the lettter to the fbi for them to see. the a hole sent out a letter with his signature on it saying that "all was well". seven days later they folded.

greed also reared its ugly head on the dem side when chris dodd, barney franks, maxine waters, and others testified that fannie and freddiw were doing great in 2003, 2004. liberals can deny that if they want but is is ALL ON FILM AND IN CONGRESSIONAL RECORDS. there's pleny of blame to go around i'm sure but i know full well dems have a lot on their hands.

Please, if it is not because of CRA, ACORN, greed, etc., then what is the core cause? Is one person (or group) responsible? Is it a conspiracy? Where did all of the well intentioned policies go off track?

Goodness, this is just insanity. If you want to find the place where it all started, then go back to the 1940's and The American Century. As for this credit bubble, it most definitely began to accelerate in the 80's, when Milton Reagan Thatcher took office and this three-headed monster began a harsh wave of deregulation, meant to bring back the prosperity of the roaring twenties. Look at charts of household debt and watch them begin to hockey stick upward in 1983. Remember how ubiquitous credit cards were in 1980? I don't either. And of course, we have to AGAIN repeat that in the late 80's through 1999, there was a huge republican push to dismantle Glass-Steagal. In 1999, the Republican controlled house and senate passed the bill that Bill Clinton signed, which eliminated, paving the way for our next depression. And again, why oh why didn't the boys in power put a stop to the Fannie Freddie abuses if they cared about it so much? Were the Dems too powerful? Really?
