WASHINGTON — After consulting with Barack Obama, Democratic leaders are likely to call Congress back to work after the election in hopes of passing legislation that would include extended jobless benefits, money for food stamps and possibly a tax rebate, officials said Saturday.

The bill's total cost could reach $150 billion, these officials said.

The officials stressed that no final decisions have been made. They spoke on condition of anonymity, saying they did not want to pre-empt a formal announcement. House Democrats have announced plans for an economic forum on Monday "to help Congress develop an economic recovery plan that focuses on creating jobs and strengthening our economy."

Democrats said Obama's campaign has been involved in discussions on a possible stimulus package. The party's presidential candidate, running ahead in the polls, has outlined his own proposals for stimulating the economy.

Democrats are increasingly confident of capturing the White House and increasing their majorities in the House and Senate on Nov. 4.

If they are successful, a lame-duck session of Congress two weeks later would allow them to start work on a response to the credit crunch that has sent stock prices plummeting and also threatens to trigger a deep recession. It often takes two or three months for a new Congress to begin turning out legislation, particularly when a new president is settling into the White House.

On the other hand, by attempting to pass legislation next month, Democrats would have to negotiate with President Bush, whose term runs until Jan. 20, 2009. Additionally, Senate Republicans, with 49 seats, could block any measure they opposed.

House Speaker Nancy Pelosi told reporters in Denver last Wednesday a $150 billion stimulus package is necessary and she may call the House back into session after the election. Her spokesman, Brendan Daly, added, "Congress just worked in a bipartisan way with the Administration to pass an economic rescue plan to help stabilize our financial markets, and we must now work together to pass a jobs creation and economic recovery stimulus package."

In the Senate, Majority Leader Harry Reid of Nevada has announced a post-election session beginning Nov. 17 to consider public lands legislation. His spokesman, Jim Manley, issued a written statement that said "recent developments only reinforce the need for additional action to reinvigorate the economy." He added, "no decisions have yet been made on how to proceed."

An Obama spokesman, Bill Burton, said the campaign is monitoring the situation.

The candidate has said previously he favors $25 billion to help states meet their own needs, another $25 billion for roads, bridges and other infrastructure, and $65 billion for tax rebates paid for by a windfall profits tax on oil.

Speaking in Ohio on Friday, the Illinois Democrat also said, "we should extend expiring unemployment benefits to those Americans who've lost their jobs and can't find new ones."

The House passed a $61 billion economic stimulus bill before lawmakers adjourned for the elections, but it was largely symbolic since Senate Republicans had already thwarted efforts to pass a companion measure.

It called for up to 13 additional weeks of jobless benefits in states with the highest unemployment, at a cost of $6 billion. Another $14.7 billion was ticketed to help states cover Medicaid costs. Enrollment in the federal-state health care program for the poor and disabled often rises with unemployment.

The measure also included money for road and bridge construction, a relatively easy way to create jobs and pump money into the economy.

With that bill's passage blocked, Pelosi then sought to have it added to the financial bailout legislation making its way to Bush's desk, according to officials in both parties. They said the White House signaled it would accept an extension of unemployment benefits, but the speaker refused to allow the stimulus package to be broken up.

As a result, Congress adjourned without providing additional benefits for the unemployed as increasing numbers of people are losing their jobs.

Congress enacted an earlier stimulus legislation with unusual speed last winter. It provided tax rebate checks of $600 to individuals and $1,200 to couples and included tax breaks to businesses investing in new plants and equipment.

First, we are relying on the results of an election which the GOP have already begun trying to rig. If the GOP wins, we know that America has ceased to be.

Secondly, this is a grand gesture, but it still doesn't solve the problem. Rebate checks only go so far. What we need in this country are jobs! We need to grow and process our own food, send our timber to our mills to be processed and used in construction by our own people. I wouldn't even mind seeing log cabins springing up if we were building them ourselves! We need to be able to pick the cotton, process it and make clothing in our own country.

In other words, we need to bring our corporations, our manufacturing and our jobs back to this country. Free trade has bankrupt us, and fair trade has been anything but fare. We need to be able to go into a store and see a label that says "Made in America". It's been a long time since we had that opportunity. With work comes pride. The government checks may help in the short run, but they can't buy us back our dignity.

Here we go again...The Dems are confident...Not so fast. They lost 2000 2004 and now still can lose 2008. The "republic" party has all kinds of tricks in their hate-filled bag. They made sure Kenny boy Blackwell in Ohio, was feverishly working in his office to turn the tables to W. that night in 2004. The S. Court made sure to hand W. the election in 2000. The voting machines are still bogus and another ploy is to throw people off of the voting rolls. Repubs are very good at stealing and hate.

From a purely poltical perspective, I would recommend axing the 'food stamp' benefit from the current package, and replacing it with a combination of an expansion of food assistance to children (WIC), and a return of the 'gummint cheese' program. Pay to keep farmers farming and people fed.

Mo will never see any of it as its govornor is the son of the Minority house whip, and pals with Bush. Just a fact. Matt Blunt pulled any and all benefits from the people of MO. long ago and has zero intent on making life easy on any of us here in Mo. On paper, he will show he did this, as he pockets the money that was to go to us, but actually getting any help here? Who are they kidding? Let's call this what it is a crock of spit. I challenge the GOP to produce something the people of Mo will benefit from, they can't and won't do it. Well, people have LONG memories in Mo, and those are votes. When ya don't help your own people, don't expect them to elect you.

It would be a great help if we could get another stimulus check. The $600 received didn't go very far - two weeks food for the family. If they could make it $10,000 per family, that would be better.

Let's think about this. The unnamed source doesn't want to pre-empt a formal announcement.
So the unnamed source does so anyway (possibly the devil made him/her do it) 'anonymously', announcing 23 days before the election that the Dems intend to jump right into spending and entitlements even before Obama is sworn in. Thereby gratituously furnishing material for new McCain attack ads just before an election in which his chances are currently circling the drain. And this 'unnamed source' would engage in this level of STUPIDITY because........?

Why are ALL entitlements bad? The Republicans have written a new definition for this word.
"Medicaid is bad". Why...let's see...if one or both of your parents should suffer from dementia as they age and can't afford their own care and you can't either, Medicaid kicks in. Bad? No, that's good!
"The Home Energy Assistance Program" provides help for people who are having trouble paying their electric, gas, and or heating bills during the winter months. Bad? No, Good.
Brrr...surely Palin would be for this.
Hey, we have worked hard and long for "Social Security". Don't take that away!
"Veteran's programs". Whoa...surely a Republican can't mean VA benefits?
"Food Stamps". Pray to God you never need them. Also pray, that you can get them if you need them!
Even Obama want's to revamp "Agri Supports"...get rid of the fraud like DC politians who get farm supports for their vaccant land...nudge, nudge, wink, wink..oh yeah that's Bush and Palin.
Come on fellow Americans, were talking money for "us" not "them". Why not vote in our own best interest this time?

So, socialism is only acceptable if it's for the rich and corporations, HUH? What a bunch of cr)ap!

A society is only as good as it treats it's most vulnerable citizens. Many of these people worked all their lives and then were felled by a medical condition or accident that took away their earning capability. I love the "compassionate conservatives" on here who will be yelling their heads off when their parents or themselves can't get medicare under McCain's "healthcare plan".

If you really hate "entitlements" don't drive on the federally funded highways and don't send your kids to the public schools.............good luck to us all.

Oh my that would be helping the "common folk" now you know the GOPERS won't ever go along with that. I have to laugh, the GOP always runs around telling everyone how conservative they are, how they don't like government inteference, how they think business rules and that you can pry their guns from their cold dead hands. Let's see, since Bush Boy came to be, our Constitution, well that's usless, so they threw it aside, they decide .not anyone else, they spyed on Americans and our military families , they let the people during Katrina drown, mostly poor, that must be the "no government inteference part", politicized the justice department, outted a CIA agent, invaded another country for no reason except the Corporate greed they so love, sent all the good paying jobs overseas, , they have deregulated every single oversight that would have protected it's citizens, and by the way, it wasn't Fannie and Freddie giving all those bogus loans out, may want to read from the top Economic forum, it was the good old banking industry and corrupt mortgage giants, they tortured, of course in the name of the flag. So, I'd say the Republicans simply love government inteference in every way shape and form. Oh, yea and let's not forget they spent us into obvilioun to the tune of eleven trillion dollars! So hold onto your guns guys, cause you may need to melt down the steal to sell in order to buy food and gas!

I'm not by any stretch of the imagination, wealthy but I'm surviving. We do need to watch over those who absolutely don't have the means to survive. I'm glad the D's are thinking ahead and preparing to take the first step toward a survival package for those in immediate need. It's only a first step and won't resolve everything. But, we need to start somewhere. An across the board spending freeze, as proposed by McCain and Palin, will not take care of those who need immediate help. In fact, it's a step taken for appearances more than effect. My pain will more likely be felt down the road when and if I can retire.
