TOLEDO, Ohio - Democrat Barack Obama proposed more immediate steps Monday to heal the nation's ailing economy including a 90-day moratorium on home foreclosures at some banks and a two-year tax break for businesses that create new jobs.

With the economic turmoil weighing down his Republican presidential rival, Obama also proposed allowing people to withdraw up to $10,000 from their retirement accounts without any penalty this year and next.

The Democratic presidential candidate said his proposals, with a price tag of $60 billion over two years, can be enacted quickly, either through the government's regulatory powers or legislation that Congress could pass in a special session after the election.

"I'm proposing a number of steps that we should take immediately to stabilize our financial system, provide relief to families and communities and help struggling homeowners," Obama told a crowd of 3,000. "It's a plan that begins with one word that's on everyone's mind, and it's spelled J-O-B-S."

Obama delivered his economic message in Toledo, a struggling blue-collar city in a state that could be critical to Obama's presidential hopes. Polls show a close race between Obama and Republican John McCain in Ohio, which decided the 2004 presidential election. At stake are 20 electoral votes.

His call for action comes just two days before the final debate of the presidential race and at a time when McCain is sending mixed signals about how he'll address the economy.

Sen. Lindsey Graham, a key McCain adviser, said Sunday the Republican candidate was considering a proposal to reduce taxes on investment, including a possible cut in capital gains taxes, but McCain offered no new economic proposals when he gave a new stump speech Monday morning promising a change in direction from the economic policies of President Bush.

McCain spokesman Tucker Bounds accused Obama of planning to raise taxes if elected, something that would "have a devastating effect" on the already-troubled economy.

Obama's plan calls for raising taxes only on the 5 percent of people who make more than $250,000 a year. The nonpartisan Tax Policy Center found that under Obama's approach the wealthiest 1 percent of taxpayers would see their taxes go up on average by $93,709 in 2009, For McCain, those same wealthy taxpayers would see an average reduction of $48,860.

Obama is proposing tax cuts for those making less than $200,000 a year.

Obama's latest proposals are in addition to other policies the Illinois senator has already offered as the stock market struggles, financial institutions wobble and tight credit chokes the economy.

Obama supported the $700 billion Wall Street bailout plan and endorsed the latest twist on it: the government buying ownership in major banks and partially nationalizing them to keep them afloat. He also calls for tax breaks for most families, cutting capital gains taxes for investment in small business and extending unemployment benefits.

Obama proposed Monday that banks participating in the federal bailout should temporarily postpone foreclosures for families making good-faith efforts to pay their mortgage.

"We need to give people the breathing room they need to get back on their feet," he said, adding that families living beyond their means share some of the responsibility.

"Part of the reason this crisis occurred, if we're honest with ourselves, is that everyone was living beyond their means -- from Wall Street to Washington to even some on Main Street," Obama said.

He also called for a $3,000 tax credit for each additional full-time job a business creates. That means a business that adds five jobs would get a $15,000 break. That would end after 2010 and would cost $40 billion, the campaign estimates.

Obama proposes letting people withdraw up to 15 percent of their retirement funds, to a maximum of $10,000, without the penalty that now applies to early or excess withdrawals. The change would apply retroactively to all of 2008, as well as 2009. People would still have to pay normal taxes on the money. He said letting people dip into their IRAs and 401(k)s would help them get through tough times when money is tight.

State and local governments face a money crunch, too, and Obama called for new federal short-term loans to help them through the crisis. He called it a "funding backstop" to ensure that states and cities can meet payroll or keep projects moving.

He ended the speech with a call for people to unite and make sacrifices, as America did during the Great Depression, until the economy is back on track.

"Together, we cannot fail. Not now. Not when we have a crisis to solve and an economy to save. Not when there are so many Americans without jobs and without homes," Obama said. "We can do this because we've done it before."

Does anyone else wonder why Obama paid $300,000 BELOW the asking price for his house, while Rezko paid FULL PRICE for the adjacent lot that nobody wanted?

Oh, so they were willing to sell the house and lot for $1.65 million?

No, of course not. They stipulated that both the house and lot must close on the same day.

If Rezko doesn't buy the lot, Obama doesn't get the house. Nothing in that link "debunks" that reality. In fact, it mentions that at the bottom.

If the government was smart, instead of just cutting the auto makers a check, they'd create some business contracts for them to fill.

Too much graft and abuse involved. The deal McCain had to expose for backroom dealing involved a US company being given preference by the government.

I thought you guys were AGAINST no-bid contracts. Of course, you also used to be against tax cuts in a time of war, and escalation in the Middle East as well, but Obama hasn't found the first principle he won't forsake for political gain.

I also think it's a friendly warning. These guys have hung around the Senate together a long time, and both have done the Presidential campaign before.

Biden is saying, if...just "if"... something should ever happen to Sen O, Mc,Cain absolutely does not want to have America turn it's collective head in his direction.

Obama, who wasn't born with a silver spoon like McCain and studied his tail off, is a graduate of Columbia University, has a law degree from Harvard, editor of the Harvard Law Review, 12 years in politics, four years on the Senate Foreign Relations Committee and manager of one of the most impressively flawless and forward thinking presidential campaigns ever. He has shown a better temper and leadership during the crisis.

Obama is far, far more qualified and smart than McCain AND Palin combined! Obama has knowledge, judgment, and yes, some experience in politics as he has proven during the campaign and the debates. In case needed, we have Joe Biden who can provide his huge experience. McCain on the other hand has Sarah Palin who can memorize lines and repeat them like a parrot and... a great smile! Can we trust her? Not a minute!

Yes, when it comes to this election Obama and Biden ARE THE BEST TICKET, BY FAR. Period.

For those who are not sure that Obama is not qualified to be president. I think that he's more qualified than McCain and definitely far more qualified than Palin. Compare McCain's record with Obama's.

McCain's student record (894 out of 899 in the Naval Academy and who actually got in the Academy using his dad's and grand-daddy's CONNECTIONS since they were both admirals) is less than MEDIOCRE. Oh, by the way, how come McCain got to fly (and recklessly crash) 5 planes if he finished at the bottom of his class? Answer: daddy and gran-daddy connections! After coming back from war, he CHEATED his first wife (since she didn't look all the good after a terrible accident) and married a millionaire who paid for his expenses to get in the Senate. Besides being a POW (who deserve respect for that but DOES NOT automatically qualify you to be president) he is empty. How many POWs do we have here in the US? Hundreds! Are they all qualified? No. That's a HUGE FALLACY. He has no relevant INTELLECTUAL accomplishments! Nothing. McCain actually is mentally unstable (ask anyone who has worked with him) , erratic, very dangerous to lead our country.

Well, I am thrilled that Obama made this economic policy speech in Toledo. That is an area that has seen so much job loss in recent years. There is new growth, but people there still think about some of the large companies that have pulled out. The loss of the Toledo Jeep plant was an especially hard blow.

I grew up in that area - so when I saw Barack out walking around yesterday in one of the local neighborhoods I was so excited. And, I was so pleased with the Toledo Blade's well-written endorsement this week. I wrote a very short email to say 'thank you' and just recieved a note back asking if they could print my letter.

Yes, Ohio will be Blue this year!

This plan is actually quite good, and it demonstrates why Obama is far more ready for the presidency than John McCain.

It's funny, the economy bit the big one starting about a month ago. It took the better part of a month for McCain to even hold an economic strategy session, which he supposedly did this past weekend, and he held a rally to assure us that the economy that his party created truly sucks. But he's come up with nothing to even begin to solve the problem.

But Obama has repeatedly shown an understanding of this problem, and now has a full-blown plan to fix it. McCain told a crowd in Wilmington, NC today, "The next president won't have time to get used to the office. We will have to act immediatel­y..."

He's absolutely correct, of course. And Obama's proven he's ready; McCain hasn't.

What I always appreciate about Obama is that he (wisely) takes a beat, considers what the big picture is & ....(while McCain flails around with differing / confused proposals), he then speaks his mind & usually with a sound, practical set of proposals, which he's once again managed to do today -

I honestly admire our candidate's mind - & the machinations of it -

I'm a big Obama fan but I hope he doesn't pull a Herbert Hoover and raise capital gains and dividends taxes. I know he said he'd only raise taxes on incomes over $250,000 but he should be careful. $250,000 is good income but not that good. Be careful. Raising taxes in times like these needs careful analyzation. The deficit should not be the big concern now. That is my sole concern about Obama.
