WASHINGTON — Treasury Secretary Henry Paulson on Thursday expressed regret for the many errors made that led to the biggest financial crisis in seven decades, but he insisted the administration is pursuing the correct course now to end the debacle.

"We're not proud of all the mistakes that were made by many different people, different parties, failures of our regulatory system, failures of market discipline that got us here," Paulson said in an interview on Fox Business Network.

But he said he had "no regrets" about the steps the government is taking now to address the problem.

"We will mitigate the impact on the real economy and we'll get this financial system working again," he said.

Paulson rejected criticism about the new approach the administration announced on Tuesday to have the government purchase $250 billion in stock from private banks, in effect partially nationalizing the banking system.

He said the initial stock purchases would total $125 billion with the money going to the country's nine largest banks, whose executives were summoned to a meeting with Paulson at the Treasury on Monday where he applied pressure to make sure they all participated.

Paulson said it was essential that the nine banks, which hold 50 percent of the nation's bank deposits, to participate so that there would not be a stigma attached to the program. He said it would encourage other banks who were in greater need of capital to take part.

"When there's fear in the marketplace and there's concern in the marketplace, no one wants to raise their hand and say, I need capital," Paulson said.

Paulson said there had been an interest "from a good number of other banks" for the other $125 billion the government has to spend to purchase bank stock. Potentially thousands of banks could be eligible for a portion of those funds.

The $250 billion is part of the $700 billion bailout program for the financial system that Congress passed on Oct. 3 in an effort to get banks to resume more normal lending.

As the plan was rushed through Congress, Paulson and other officials stressed that the money was needed to buy up bad loans and mortgage-backed securities that are sitting on the books of banks and making them reluctant to make new loans.

Paulson said Thursday that the program's emphasis was changed after the legislation passed when market developments showed how critical it was to quickly shore up bank balance sheets with fresh capital. He said government was still moving ahead with the program to buy bad assets and the administration has allocated $100 billion for that portion of the program.

In a separate interview on Bloomberg television, Paulson refused to rule out the possibility that some of the $700 billion program could be used to shore up giant hedge funds, largely unregulated pools of investments, or insurance companies. But he said that he was focused now on dealing with the problems at banks.

"This program is for banks and thrifts," he said, adding later, "Right now, we're focused on financial institutions that are regulated financial institutions."

I think that the total value of capital lost in the last two weeks goes up to something like 3 or 4 TRILLION bucks now! But HEY! We're gonna set a new world's record for DEBT ACQUISITION---'We're Number 1! We're Number 1!"

And W? Do US and the MARKET a favor! DON'T COME OUT OF THE WHITE HOUSE AND TALK ABOUT THE ECONOMY FOR THE NEXT 99 DAYS!! DON'T TALK TO US ABOUT ANYTHING!! IT'S TOO LATE TO START DOING WHAT YOU SHOULD HAVE BEEN DOING ANYWAY!!

As I read his statement, he says that mistakes were made by many different people, many different parties.

I don't see him taking responsibility.

I don't see him apologizing.

He's saying that he's not "proud".

I thought it was pretty big of Paulson and sounded heartfelt. The big mistake was not rescuing Lehman which led to all hell breaking loose. I know he regrets that. That is the problem with idealogues (Bush, Paulson) verus pragmatists (Bill Clinton, Obama): they get blinded. Paulson just couldn't stomach rescuing Lehman though most experts, including Paulson and Bush, now realize it was a mistake.

Mistakes???? mistakes?? A mistake is something done in error; not done intentionally to enrich the few, and financially rape the masses. The only mistake was the timing... that the meltdown probably occurred a little earlier than they would have desired.

When the fox is watching the chicken coop, what can you expect. George Sorus said it is time for Paulson to go. He does not know what he is doing. Maybe George Sorus should be handling the debacle. I am 72 years old and 50% of my miniscule IRA has gone down the tubes. I want my money back too.

Once again, the Republican Party has accomplished what it set out to do. First they stole the election and then they proceeded to ruin the country financially so there would be no money left for social services, only war.

Sometimes it is really hard to overlook the people who voted, and then voted AGAIN for this administration.

We have to allow the possibility that we were massively misled, misguided, scared into submission, etc, but at the same time, one has to wonder how many are able to use their cognitive abilities to line up all the ducks and make an educated judgment. Most people I talk to vote on the basis of emotional reasons (and when you try to talk with them, they contradict themselves in the first sentence).

I still wonder how many people would gladly stand across the inconsolable parents of a 7 year old Iraqi child that was killed by a roadside bomb, or as the collateral damage of an airstrike, and then come back to their comfy lifestyle and face their own kids and tell them they should be happy and proud.

I am happy to blame this administration any day, but I don't want to overlook our responsibility as voters. I am still dumbfounded that we are all of a sudden breaking voter registration records. Where was everybody before? Too busy to register? Too lazy to go to the polling place? Too free to have to bother with such meaningless time-wasters? (Sadly, I have met many people who are quite content but have given one of these excuses as the reason they never voted before).

In lieu of foreclosing homes, work out with homeowners... We have reverse mortgage - we have balloon payments - we have all other kind of financial tools that can be applied temporarily to stop bleeding... meaning... for example, homeowner paid $500,000 qualify for $300,000 home with any down... keep up the mortgage payment by lowering monthly payment to where they really can qualify... split the loss between the bank and bank keep notes for gradual periodically additional payments back... instead of foreclosing it... Well, in another word, like you pay monthly set mortgage and periodically pay additional amount against principal... quarterly or semi-annually... to reduce principal... Work out loans and NO FORECLOSURES>... Capitol Hill, FRB, Treasury Department...please consider…

FYI… Japanese mortgage payment is… monthly plus twice a year additional repayment during bonus seasons… that is one of the reason why… they can afford to pay… high price tag homes… consumer can appropriate savings each month plus during bonus season and pay down principals… keep the interest low as well!!!
