Nearly a third of all Illinois public schools failed to hit rising test targets during the 2007-2008 school year, one of the worst performances since No Child Left Behind took effect in 2002.

It is only the second time that the number of failing schools increased, with 1,196 Illinois schools missing the mark, according to figures released today during the state education board meeting.
