Don't pile on me here--I'm a true-blue liberal Dem, but a thought occurs to me. Sure, it's reprehensible to deliberately use 9-1-1 for a non-emergency. But the operator, knowing it wasn't an emergency, took the time to call him back. If free lines are so valuable, why was she calling him back, knowing he wasn't having an emergency? Somebody who knows, please fill me in--are the operators always supposed to call back if they have a hang-up? If so, cool. If not, then . . . ?
I'm not defending the guy, I just want to know what the "rules" are for calling him back.

Probably to make sure that the person on the other end was just being a drunk idiot and not having something like a psychotic break or some other legitimate emergency that would necessitate sending the paramedics.
I'm a supervisor at a 911 emergency dispatch center and I can't speak for the folks he talked to, but some places try to educate the calling public that 911 is not for non-emergency calls, especially if it is against the law to use 911 for non emergency calls. Some 911 centers are buried by people calling to complain about barking dogs, bratty kids, questions about the official start time for trick or treat, the proper cooking method for a 20 lb turkey, etc.. It may have been a supervisor who called Joe McCain back. Personally, I wouldn't waste my time on the old poop.

I think they need to verify the call, if not remind Mr. McCain that fraudulent calls are illegal. On the other hand the operator may have smelled a good story. Works for me!
Actually, 9 1 1 DOES call back on a hang-up call and, in some cases, send cops to check things out if no one picks up.
My 87 year old mother would regularly call my sister, whose telephone # had a series of number that were 9-1-1. My mother mother could not see and would misdial or miss some numbers all together. And when 9-1-1 called back, she had already taken out her hearing aids and could not hear the phone ring. And three times cops showed up the door. They were concerned that something had happened and to just make SURE, they'd swing by to check things out. And no, they were not at all annoyed that it was all a huge mistake!
