He called the police emergency line because he was angry he was stuck in traffic.

Here is what you need to do when you are stuck in traffic, a bank line, a gas line, etc. You open up your window and scream at the top of your lungs, "MY NEEDS ARE NOT BEING MET!" You will feel much better avoid the fine that you would get for burdening the 911 system unnecessarily.

Navy Brats - they both have serious behavioral issues and continue to behave like arrogant a**holes because nobody has ever put them in their place. When Johnny or Joey was behaving badly in school, they didn't get kicked out, somebody always "fixed it" and was there to pull strings for them.
