NEW YORK — Arguing that New York needs his financial skill to guide it through the crisis on Wall Street, Mayor Michael Bloomberg persuaded City Council to amend the term-limits law Thursday so that the billionaire independent can run for re-election next year.

By a 29-22 vote, the council agreed to allow officeholders three consecutive four-year terms. Existing law limits them to two terms, and Bloomberg's second is up at the end of 2009.

The vote dramatically alters the city's political landscape. Many would-be mayoral candidates are expected to drop out of the race rather than run against a popular incumbent with unlimited cash to spend. Bloomberg founded the financial news service that bears his name and is worth an estimated $20 billion.

The former CEO was first elected as a Republican in 2001, while smoke was still rising from the ruins of the World Trade Center; he later became an independent.

Bloomberg's announcement three weeks ago that he would try to rewrite the term-limits law led to a bruising debate _ and a politically damaging one for the mayor, who had previously backed the term limits law and even vetoed a 2002 bill to amend it, saying it was an attempt by politicians to change the rules for personal gain.

He changed positions on the issue touting his financial expertise as crucial to steering the city through the long-term effects of the economic crisis. But associates and aides say he began considering the idea months ago after concluding that a third-party bid for the White House was too much of a long shot.

Scores of New Yorkers came to testify during 20 hours of council hearings, and a poll found that registered voters overwhelmingly disapproved of the plan.

After the vote, Bloomberg issued a statement praising the council for acting to "give the people of New York a fuller choice" next year. He said the city must turn its focus to softening the fallout from the financial downturn.

He was not present for Thursday's vote, but as he left City Hall shortly afterward, a group of protesters chased him to his SUV, shouting that he was a "sellout."

"You're disgusting!" they yelled. The mayor's face was red as he silently got into his car, surrounded by aides and his security detail.

During the debate on Thursday, Councilman Charles Barron, who voted against the bill, urged his colleagues to say "no to bullying, no to billions of dollars and yes to the people." And Councilman Tony Avella said: "You should all be voted out of office for voting for this."

Opponents argued that the mayor was going over the heads of voters, who approved term limits twice in the 1990s. Many critics said they did not disagree with Bloomberg's goal of adding a third-term option but faulted the way he went about it.

"Everything has been wrong with this process, and we should not be party to it," said Councilman Bill de Blasio.

Council Speaker Christine Quinn acknowledged the "difficult" decision each council member had to make, but agreed with Bloomberg that the city needs continuity in government to get through the financial turmoil. The crisis on Wall Street has done severe damage to the city's financial fortunes.

"Our city, already in recession, is headed for a long and deep downturn," she said. "In challenging times like these, the voters should have the choice, the choice to continue their current leadership."

As the measure passed, a shout came from the spectators' section on the balcony: "Shame on you, shame on all of you!"

Several council members who opposed the Bloomberg plan made a last-minute push for a voter referendum on term limits, but their measure was defeated.

The move now faces a Constitutional challenge in federal court in Manhattan, where a group of teachers sued the mayor and city council on Wednesday, contending that it was unconstitutional to change term limits without letting voters decide the issue.

Bloomberg's success at passing the term-limit proposal comes after several high-profile failures for the 66-year-old mayor. During his first term, he lost a campaign to put a new football stadium on Manhattan's West Side. The stadium would have been the centerpiece of the city's bid to host the 2012 Summer Olympics.

Earlier this year, he failed to get the state Legislature to approve a controversial plan to toll cars entering the most crowded parts of Manhattan, with the goal of cutting traffic and pollution.

Bloomberg's best-known legislative successes came early in his City Hall career. He persuaded the City Council to back his campaign to outlaw smoking in bars and restaurants. He also took more direct control of the city's school system.

What a crock! I believe he has been an effective Mayor-----unlike the Idiot Giuliani-----but THE CITIZENS OF NEW YOUR VOTED FOR THESE LIMITS....­and to allow the council to override their choice....­.smacks of arrogance.
Maybe we should let Bush run again. 2 terms.....­.go home!
And if Mr. Bloomberg thinks only HE can solve the pressing economic problems..­.and since he is certainly independently wealthy...­..why not offer your services to the new administration? Be a good citizen...­...don't override the desires of the electorate.
By the way......r­emember when Mayor "Noun, Verb and 9/11" suggested that New Yorkers needed him again after the attacks of 9/11? Jesus! It was HIS STUPIDITY AND LACK OF LEADERSHIP THAT ALLOWED THOSE BUILDINGS TO BE ATTACKED-----WHILE HIS EMERGENCY CENTER WAS IN THE LINE OF FIRE. I wonder how much blood old crooked Rudy has on his hands? American blood!

People, read between the lines. Bloomberg wants to be the governor and then run for president. His plan is to remain relevant and in public office when the opportunity presents itself. He has seen what you can do when you have a lot of money. His intent is to challenge Obama during his second term candidacy. Alternatively, he wants to challenge Paterson, if he chooses to run for a second term (technically, first term, since he is just serving out Spitzer's term). Bloomberg belives that Obama will win the presidency, Paterson will be the governor. If he does not run for a second third term, who will be the mayor? If Spitzer had remained the governor, Bloomberg would not have wanted a third term.

This makes me really angry. I am a New Yorker. If we voted for a limited term that's what we want. People seem to forget that Bloomy (the old women) put down the protestors of the Rep. Convention and we are paying for it. If a dog runs against this man I will vote for it. He is no friend to the democratic process.

Times are tough, there is crisis. This is how Facisim takes hold. The voters voted for term limits. It is a civil right to vote, it is constitutionally reprehensible that a small group has decided to try and undermine the democratic process, and this matter should be taken all the way to the SUPREME court if neccassary. There are probably many other ways that Bloomberg could serve effectivly in an active role to help NYC through the storm without jepordizing the democratic process.

We'll see Boss Bloomberg in court. I agree with changeorbust as to the deep seriousness of this usurpation and that the matter should not be abandoned with a what-can-you-do shrug. In any case, I hope New Yorkers will not trivialize our rights as citizens come election time when we can still choose to vote this billionaire fascist bum out. Unless, of course, he buys the voting machines, too.

Every time I see another 25 story building in a neighborhood of two and three story houses I think of what a jerk Bollmberg is. When I see Yankee Staduim and the New Mets stadium I think of how this money would have been better spent on affordable housing. To work in NYC any more you have to live in Pittsburgh!

I am from Manhattan now living outside Philly. I think Bloomberg is a vast improvement over Rudy who is just plain repulsive these days. Outside of gay rights, Gulianni is more of a redneck in his thinking and actions than a New Yorker.

I am fuming mad. Nearly bursting with anger and feeling irrelevant in the political/­democratic process. This is clearly a pure political move. These very people supported term limits reform. They made their bed and refuse to lay in it. The very process they purport to support they have just trashed for political expediency. We have been DUPED!

Now it is really up to us. If we feel we have not been represented, we need to finally have our voices heard LOUD and CLEAR! Comes time to vote, let the better candidate win, not the one who pushed us pawns around and sacrifices due process. For me, Bloomberg is as indispensable as any man in the graveyards. This play is brilliant in an unorthodox way. Now it is up to us to make it known...we will not be abused. Bloomberg must go. The Yes votes on the council must go. DO NOT FORGET.

I was born and raised in manhattan as were my parents, grandparents, great-gran­dparents..­....I have lived here through it's many incarnations. Mayors Lindsey, Beame, Koch, Dinkins, and Rudy the
horrible. I like Mike but, he has totally sold out to the over-developers.

We used to think we would continue raising our family here and wish we could stay. Bloomberg has made it impossible. Obama will put us in the wealthy bracket but we are anything but.
I am voting for Obama because I am a lifelong Democrat. As far as Bloomberg goes, forget it. We are disgusted at this point and can't afford to be taxed any more to support the developers. As the city will go down, and it will, who the hell does he think will be able to afford to live here? Maybe the Chinese will buy Manhattan too. I know we are not alone and would love to hear from Mayor Mike. Hey Mike, what are you really going to do for the people of NY?

As a New Yorker I believe he’s done a decent job in the day to day business of running this city and yet I still voted against Bloomberg twice, and will likely do so again. This action by the mayor, with the council doing his bidding, only proves what I’ve always felt that, competent as he may be, he still never hesitates to circumvent the democratic process where he can in a relentless (and dangerous) grab for power. It underlines a depressing reality that literally everything in society can be a commodity. Even the seat of government in a supposed democracy has it’s price, and for NYC it’s apparently going for around $100 a vote.
