WASHINGTON — Two white supremacists allegedly plotted to go on a national killing spree, shooting and decapitating black people and ultimately targeting Democratic presidential candidate Barack Obama, federal authorities said Monday.

In all, the two men whom officials described as neo-Nazi skinheads planned to kill 88 people _ 14 by beheading, according to documents unsealed in U.S. District Court in Jackson, Tenn. The numbers 88 and 14 are symbolic in the white supremacist community.

The spree, which initially targeted an unidentified predominantly African-American school, was to end with the two men driving toward Obama, "shooting at him from the windows," the documents show.

"Both individuals stated they would dress in all-white tuxedos and wear top hats during the assassination attempt," the court complaint states. "Both individuals further stated they knew they would and were willing to die during this attempt."

An Obama spokeswoman traveling with the senator in Pennsylvania had no immediate comment.

Sheriffs' deputies in Crockett County, Tenn., arrested the two suspects _ Daniel Cowart, 20, of Bells, Tenn., and Paul Schlesselman 18, of Helena-West Helena, Ark. _ Oct. 22 on unspecified charges. "Once we arrested the defendants and suspected they had violated federal law, we immediately contacted federal authorities," said Crockett County Sheriff Troy Klyce.

The two were charged by federal authorities Monday with possessing an unregistered firearm, conspiring to steal firearms from a federally licensed gun dealer, and threatening a candidate for president.

Cowart and Schlesselman were being held without bond. Agents seized a rifle, a sawed-off shotgun and three pistols from the men when they were arrested. Authorities alleged the two men were preparing to break into a gun shop to steal more.

Jasper Taylor, city attorney in Bells, said Cowart was arrested Wednesday. He was held for a few days in Bells, then moved over the weekend to another facility.

Until his arrest, Cowart lived with his grandparents in a southern, rural part of the county, Taylor said, adding that Cowart apparently never graduated from high school. He moved away, possibly to Arkansas or Texas, then returned over the summer, Taylor said.

Attorney Joe Byrd, who has been hired to represent Cowart, said in a written statement that he was was investigating the charges against his client and would have no further comment. Messages left on two telephone numbers listed under Cowart's name were not immediately returned.

No telephone number for Schlesselman in Helena-West Helena could be found immediately.

The court documents say the two men met about a month ago on the Internet and found common ground in their shared "white power" and "skinhead" philosophy.

The numbers 14 and 88 are symbols in skinhead culture, referring to a 14-word phrase attributed to an imprisoned white supremacist: "We must secure the existence of our people and a future for white children" and to the eighth letter of the alphabet, H. Two "8"s or "H"s stand for "Heil Hitler."

Court records say Cowart and Schlesselman also bought nylon rope and ski masks to use in a robbery or home invasion to fund their spree, during which they allegedly planned to go from state to state and kill people. Agents said the skinheads did not name the African-American school they were targeting.

Jim Cavanaugh, special agent in charge of the Nashville, Tenn., field office for the Bureau of Alcohol, Tobacco Firearms and Explosives, said authorities took the threats very seriously.

"They said that would be their last, final act _ that they would attempt to kill Sen. Obama," Cavanaugh said. "They didn't believe they would be able to do it, but that they would get killed trying."

He added: "They seemed determined to do it. Even if they were just to try it, it would be a trail of tears around the South."

An ATF affidavit filed in the case says Cowart and Schlesselman told investigators the day they were arrested they had shot at a glass window at Beech Grove Church of Christ, a congregation of about 60 black members in Brownsville, Tenn.

Nelson Bond, the church secretary and treasurer, said no one was at the church when the shot was fired. Members found the bullet had shattered the glass in the church's front door when they arrived for evening Bible study.

"We have been on this site for about 120 years, and we have never had a problem like this before," said Bond, 53 and a church member for 45 years.

The investigation is continuing, and more charges are possible, Cavanaugh said. He said there's no evidence _ so far _ that others were willing to assist Cowart and Schlesselman with the plot.

At this point, there does not appear to be any formal assassination plan, Secret Service spokesman Eric Zahren said.

"Whether or not they had the capability or the wherewithal to carry out an attack remains to be seen," he said.

Zahren said the statements about the assassination came out in interviews after the men were arrested last week.

The Secret Service became involved in the investigation once it was clear that an Obama assassination attempt was part of the plot. Obama received a Secret Service detail in May 2007, the earliest a candidate has ever been assigned protection, in part because of his status as a prominent black candidate.

"We don't discount anything," Zahren said, adding that it's one thing for the defendants to make statements, but it's not the same as having an organized assassination plan.

Helena-West Helena, on the Mississippi River in east Arkansas' Delta, is in one of the nation's poorest regions, trailing even parts of Appalachia in its standard of living. Police Chief Fred Fielder said he had never heard of Schlesselman.

However, the reported threat of attacking a school filled with black students worried Fielder. Helena-West Helena, with a population of 12,200, is 66 percent black. "Predominantly black school, take your pick," he said.

Here a A Missouri Nazi discusses plots to kill the Democratic candidate. No doubt, these are extreme views -- the culmination of relentless race baiting by the McCain campaign. What concerns me are not just these views, but the fact that xenophobic views also exist within some leaders in the Democratic Party. They surfaced during the Democratic nomination campaigns. Both Hillary and Bill Clinton brought up Ayers and slammed Obama. Bill Clinton's racial overtones concerning Obama, during the campaign are well documented. Geraldine Ferraro also trumped up the race card. There is a clear need to tackle these views within the Democratic Party as well, if we are to create and just and fair society.

Thank you for raising that point as it's very relevant and shows the blatant hypocrisy that exists over this so-called war on terror backed by millions of Americans. The US constitution guarantees among other things the freedom of speech, the right to bear arms and even the right not to incriminate one's self - the 5th Amendment. What it doesn't do is guarantee the right to vote. As as result, it's left to the individual states' administrations to choose how they implement their voting systems. What I find repugnant is that these states always employ their voting system in the most partisan way, and elections have always been stolen in the USA. The only difference now, is that with the advent of modern technology this is more apparent not only to many Americans but also people worldwide. Which poses the obvious question: "What right has the United States to dictate to others how they should run their countries, even waging illegal wars against them to force them to, when the US system of "democracy" is so patently flawed and its voting processes so corrupt?" This doesn't gain the US plaudits or friends internationally and only diminishes the country's standing globally. And if because Americans think they're the most powerful country in the world and can do as they please this makes it okay, let me inform you that this hubris is a one way ticket to nowhere and ultimately self-defeating.

I know that this looks like a poorly planned attempt by two wayward kids, and some folks think the ATF is over-reacting (Good looking out, Fox News!), but as a Colorado resident who can still remember quite vividly the horror of Columbine High School, I think we can all agree that it's better to err on the side of caution.

Just to clarify the symbolic character of the number "88" used: it is NOT used by Neonazis because the number "8" phonetically resembles the letter "H", but because the letter "H" is the 8th letter of the Alphabet and thus "88" is substitution cypher for "HH" which stands for "Heil Hitler".

Sorry to be lecturing, don't mean to sound patronizing.

I hear people saying that McCain and Palin are not to blame for the acts of these violent fools, and others like them.

However, the fact is, McCain, Palin and their followers have encouraged, and condoned the type of racial intolerance, ethnic hatred, 'fear-of-other', and 'he's-not-­one-of-us'­-mongering that typically gives rise to this genre of dangerous behavior.

I personally hold Sarah Palin most responsible for this deplorable climate. Unlike John McCain, who will occasionally exhibit a twinge of conscience about the level of divisiveness demonstrated at his gatherings, Palin has NO SUCH QUALMS. None at all.

Again, Rep. John Lewis was spot on when he warned abot the likely outcome of the level of invective and thuggish fervor being spouted at those candidates' rallies. These unhinged neo-Nazis, and that disgusting hoax perpetrator of last week (Ashley Todd) are unfortunately emblematic of what GOP followers have become in this day and age.

It is the equivalent of bringing a naked flame to a powder keg party. Which is to say, the outcome is likely be disastrous. In the meantime, stay classy, Republican Party!

The headline for this story says that the ATF dirsupted this plot. It seems to me that the person who actually disrupted this plot was the Sheriff of Crockett County,TN. The sheriff's department arrested them and they notified the feds.

I think we, as a nation, need to have a real discussion about what racism is.

As an African American, I do not consider all white people racist, only those who make racist comments that I personally hear them say or there is some credible evidence they are. But here is the problem with that. Racism is seen as a negative between whites and blacks. What we don't realize is that we all, in some way or another, harbor racist feelings. Think about it, when you are driving and someone cuts you off who is of another race, do you make a comment about their race or physical features? I know that I do. This is a discussion that we all need to sit down and really examine in depth which cannot be done here.

That being said, the issue with these two young men is that they are full of hate. That hate was fed on by McCain and Palin by NOT speaking up when it was evident that their supporters at rallies were making racist and hateful remarks about Obama. The only time I saw McCain tackle this was when it was presented to him head on at a rally by a couple of questioners (notice he does not take questions anymore?). He needs to speak out against the videos that we have all seen and tell his supporters that violence and hate is not the way to help him win this election.

Can someone please tell me why there are white supremacist groups in america that have so much hatered for other ethnic groups that they are willing to kill. Hey white supremacists blacks are not going anywhere so why waste your energy with the scared tactics.I dont understand how these racist groups can talk about other races and their way of living when they can't get over the fact that there are people in america with different religions ,skin color and lifestyles.How about we gather all the white supremacist groups and send them to Iraq.First presidential annouces that has my vote.

I guess Ms Palin and Sen. McCain will be questioned as well? After all, with their remarks, they created an environment in which some people think it is all right to threaten the next president of the US.
This makes them at least part guilty in my book.

Perhaps I am a conspiracy theorist, but I believe that we do not know the whole truth about the assassinations of JFK, MLK, and RFK. I think J. Edgar Hoover and the government were somehow involved and that the primary motive was to stop people who were for changing the way things were.

Those three famous assassinations were carried out against people who would bring change, which is scary to those who hold power. If Barack Obama wins the election, Joe Biden, who is just as committed to change is he is, would be VP. That is quite unlike LBJ being the VP to JFK.

Racist rednecks will be stopped by the Secret Service and by logic, while those who are more frightening and against change itself should be stopped by the knowledge that change is now coming no matter what.

I think this story is being brought up to try to scare the electorate, especially African Americans, who have been shown to greatly fear for Senator Obama's life. I believe the Republicans' only true hope for winning is fraud and voter suppression, and this is a way to frighten people into thinking, "If I help elect Obama, he won't live. so what's the point?" People must vote their conscience and be unafraid; no fear should be able to drive this country off course. It is time to show the world that the politics of fear won't ever work again.
