PORTLAND, Ore. — Democrat Jeff Merkley has ousted Republican Sen. Gordon Smith, a victory once considered unlikely against an incumbent who had highlighted his efforts to work across the aisle in hopes of surviving a wave of anti-GOP sentiment.

Smith's loss _ the first for an Oregon senator in 40 years _ means Democrats are poised to have at least 57 votes in the Senate next year. He had been the last GOP senator standing in the three Pacific Coast states south of Alaska.

"There's a lot of work for us to do together," Merkley told a crowd of supporters Thursday morning as they jammed a room at Portland State University and spilled into the hallway.

"It's time for a very different approach," he said, in such areas as health care, job creation, affordable housing and energy independence.

Smith gave a concession speech from his home in Pendleton.

"There was simply a tide too strong for us to stem. We understand that," said Smith, his arm around his wife.

About 82 percent of the vote had been counted statewide early Thursday, showing Merkley with a margin of more than 40,000 votes.

The difference was smaller before more vote totals started coming in from Multnomah County, which includes Portland. A flood of votes that Oregonians delivered on Election Day have kept election workers tallying ballots for days.

For Merkley, it was a remarkable personal victory. The state House speaker and policy wonk from east Portland was far from the first choice of national Democrats looking for a challenger to Smith.

For Smith, the election represented a stinging rejection by voters of his political strategy. He ran TV ads touting his work with Barack Obama, Ted Kennedy and other prominent Democrats on issues such as alternative energy.

Merkley countered with a TV ad featuring Obama directly urging Oregonians to vote for Merkley. It was the only TV ad Obama did for another candidate for the general election, showing the importance that national Democrats placed on the Oregon race.

There will be at least 55 Democrats in the Senate, plus two independents who align with them. The outcomes of three Senate races remain uncertain: A runoff election is to be held in Georgia, a recount is scheduled in Minnesota, and thousands of ballots remain to be counted in a close race in Alaska.

A year ago, most observers doubted that Merkley could defeat the better-funded Smith. Merkley turned the race in his direction with millions of dollars from national Democrats and a campaign blitz that took him to 100 communities around the state.

Merkley told crowds that Smith was a Bush Republican who was more interested in bailing out Wall Street than helping people on Main Street.

He's the first Oregonian to oust an incumbent senator since Republican Bob Packwood ousted Democratic Sen. Wayne Morse in 1968.

I'm of two opinions here. I'm exstatic over the with for Mr. Merkeley yet I'm fearful about an occurance that may be down the road. If the other three undecided races were to fall to the Democrats, this means that the Senate make-up would be 58 Dem, 40 Rep. and 2 Ind. This means Joe Lieberman would be back in a position to weild power.

We may be damned by success.

I hope they don't get to 60 if only to save them from themselves.

What do I mean?

Well, there is a lot of lost ground to cover and it is very tempting to just ram progressive policies through.

But if you move too quickly, you might just get an "equal and opposite reaction" in 2010 or 2012.

Move fast, but not too fast. Hopefully 56 or 57 will make that possible.

i'm ok with 56 or 57....first, get rid of LIEberman....if, as all the repugs claim in the beginning and in front of microphones, that they want to work in a bipartisan fashion, this will be a test for BOTH sides to achieve agreements and move forward for WE, THE PEOPLE...not for the few....too bad we still have mitch to deal with, but if they don't play ball now, it'll get worse for them in 2010 (when we could achieve the magic 60 - WITHOUT LIEberman....and then 2012....it's up to them......

You need 60 votes to invoke cloture of debate in the Senate, otherwise the opposing party (or just a few senators) can filibuster and never allow a vote to occur by continuing debate indefinitely. By having 57, you need to only sway 3 GOP senators to support cloture, rather than 4. I don't know if it would be exponentially easier, but it would certainly be significantly easier.

It would be MUCH easier if Reid would make the GOP actually stand up and talk endlessly. The Filibuster is supposed to keep debating going, not kill it.

Absolutely. I don't agree with getting rid of filibuster as some have suggested, but if they're going to do it they should hold their feet to the fire and make them keep talking.

Good point, since the Republican Caucus represents the Bible Belt, which reflects the electoral map exactly, the moderates have been driven out of the GOP and moderate Republicans are not only replaced by Democrats which, is the case in the North East, moderate Republicans are being defeated in there own districts by increasly conservative challengers. I personally know 3 Republicans who left the party because of issues like Stem Cell research. the Iraq war, the lack of scientific innovation, the economy, you name it, while the loyalist I know are saying Bush just wasn't conservative enough, that everything would be great if the GOP runs more to the right. Ironically the Obama land slide was a complete repudiation of big government conservatism, neo-conseravtive internationalism, and the intrusive religious right who want the Federal Government to legislate there ideas on morality and faith.

I don't see the shrinking GOP getting back to Isenhour or even Goldwater conservatism pandering to ever increasing white Christian rural base. Republicans have become increasly militant, and in the case of McCain campaign nasty. The base would not allow McCain to go to the middle, the general election became a nastier extension of the Republican primary.

The Senate has a rule that any senator can take to the floor for as long as they want; i.e. they can talk endlessly, hence preventing a vote on any bill. This is called a filibuster. However, if 60 Senators vote against the filibuster then the vote can proceed.

The Republicans can use this filibuster rule to block any legislation except the budget. That is why having 60 votes becomes so important. The closer we are to 60, the easier it may be to convert a few republicans.

Okay.. imagine this
Everytime the Dems propose something in the Senate the Repub have the right to endless discussions (i.e. years on the subject) and therefore blocking any progresss if they want to. Essentially with this Filibuster nightmare nothing will go through and we are back to (if you scratch my back I scratch yours) and that is why you see an energy bill that has a minimum wage increase on it, or a health care bill that has a military spending part. Don't you LOVE democracy!!
So... back to the point.. if the Dems (or Repubs) have a 60 majority that makes the Senate "filibuster proof". If they have 58 that means they need to work with 2 moderate republicans to get to the magic 60 to pass the bills. The closer you are to the 60 the easier it is finding a wild card that would vote against party line and therefore avoid filibuster.

The repubs only filibustered 94 times in the last congress, re setting the record high in doing so. Stalled legislation for 2 years.

Let's guess- they've seen the O light and will reject obstructionist politics and gridlock this time, right?
