PORTLAND, Ore. — Democrat Jeff Merkley has ousted Republican Sen. Gordon Smith, a victory once considered unlikely against an incumbent who had highlighted his efforts to work across the aisle in hopes of surviving a wave of anti-GOP sentiment.

Smith's loss _ the first for an Oregon senator in 40 years _ means Democrats are poised to have at least 57 votes in the Senate next year. He had been the last GOP senator standing in the three Pacific Coast states south of Alaska.

"There's a lot of work for us to do together," Merkley told a crowd of supporters Thursday morning as they jammed a room at Portland State University and spilled into the hallway.

"It's time for a very different approach," he said, in such areas as health care, job creation, affordable housing and energy independence.

Smith gave a concession speech from his home in Pendleton.

"There was simply a tide too strong for us to stem. We understand that," said Smith, his arm around his wife.

About 82 percent of the vote had been counted statewide early Thursday, showing Merkley with a margin of more than 40,000 votes.

The difference was smaller before more vote totals started coming in from Multnomah County, which includes Portland. A flood of votes that Oregonians delivered on Election Day have kept election workers tallying ballots for days.

For Merkley, it was a remarkable personal victory. The state House speaker and policy wonk from east Portland was far from the first choice of national Democrats looking for a challenger to Smith.

For Smith, the election represented a stinging rejection by voters of his political strategy. He ran TV ads touting his work with Barack Obama, Ted Kennedy and other prominent Democrats on issues such as alternative energy.

Merkley countered with a TV ad featuring Obama directly urging Oregonians to vote for Merkley. It was the only TV ad Obama did for another candidate for the general election, showing the importance that national Democrats placed on the Oregon race.

There will be at least 55 Democrats in the Senate, plus two independents who align with them. The outcomes of three Senate races remain uncertain: A runoff election is to be held in Georgia, a recount is scheduled in Minnesota, and thousands of ballots remain to be counted in a close race in Alaska.

A year ago, most observers doubted that Merkley could defeat the better-funded Smith. Merkley turned the race in his direction with millions of dollars from national Democrats and a campaign blitz that took him to 100 communities around the state.

Merkley told crowds that Smith was a Bush Republican who was more interested in bailing out Wall Street than helping people on Main Street.

He's the first Oregonian to oust an incumbent senator since Republican Bob Packwood ousted Democratic Sen. Wayne Morse in 1968.

I noticed on the map that the northwestern corner was where Merkely won, and that in the eastern portion of the state, the votes went to the Republican.

I think it is probably a good thing, neither side dominates the other. Not like Alabama where McCain won by 21%.

I hope that Obama surprises my fellow Alabamians and that in 2012 he reduces that margin. These Scots-Irish descendents are hard to win over, but very loyal when they are persuaded to follow a leader.

Just in case some of you missed it we E OR and other rural Democrats managed to limit the damage to Jeff enough for the urban vote to carry him over. I won't hold my breath waiting for any acknowledgement that we exist.

Congratulations Senator Merkley, you're one of the good guys. I've watched you from 350 miles distance for 5 years and I'm impressed.

Chuckbutcher, I live in Portland OR, and I want to personally thank you for supporting Obama and Merkley :-) I realize that ALL counties in Oregon are some shade of purple. I know rabid right-wingers who live in Portland, the second-bluest OR city behind Eugene, so I've always known there have to be some progressives who live east of the Cascades to balance them out. Thank you for being one of them!

I can't express in words how happy I am that always-sleazy Senator Gordon Smith will be going back to pea-packing in eastern OR!! I was watching KOIN at 11 last night after I came home from the big Democratic celebration at the Convention Center, and they flashed up a graphic "Smith re-elected to third term" while showing video of him speaking. I started swearing a blue streak between exclamations of how I couldn't believe Smith had won when CNN.com still showed Merkley ahead by 4000 votes! Someone at KOIN was either incompetent or engaging in wishful thinking. A couple of minutes later, a reporter said that Kulongoski had said there were probably enough votes left to be counted in Multnomah, Benton and Lane Counties to push Merkley over the top, which thankfully turned out to be what happened ... ...You'll get that acknowledgement from ME at least "Chuckbutcher"....... Having the national spotlight on Oregon this cycle has been fascinating hasn't it?

Also it has been hilarious and/or infuriating at times to read that the sterotypical cartoon view of our state survives after all this time.

Can't count the number of times I've had to chuckle or fume at descriptions of our state as alternately:

"Toss-up" or even "likely McCain"....."because they're all a bunch of redneck loggers and cowboys" (Seen alot of log trucks lately?.....I haven't been stuck in traffic behind a cattle drive since I-don't-know-when)

Or how about the Sunday before the Oregon primary when 75,000 showed up on the Ptld. waterfront to hear Obama speak.......and literally dozens of commenters had it on good authority that the crowd was actually there to see a free concert by "The Decembrists" (practically the Rolling Stones).........and Obama just took advantage of the fact that.........
"They're all burned-out displaced California hippies up there"

Kudos to Huffpo/Daily Kos for providing the interactive map above ....which, county-by-county, proves "Chuckbutcher"'s point.
No one is surprised that Merkley would rack up big margins in Portland, or here in The People's Republic of Eugene/Sprigfield (Lane co.)
The fact that Smith's margins were kept within striking distance on the East side and in Southern Oregon that made all the diference in a tight race.

Same goes for Southern Oregon. It's true that the rural areas are heavily red(neck) but the city of Ashland is solidly progressive and a consistent blue swath of Jackson County.

Thanks to all the progressive voters, throughout Oregon, who have kept Gordon Smith out of the Senate!

Oregon once had a senator who was way out in front of calling for the end to the Viet Nam war - Wayne Morse, one of just two who voted against the Gulf of Tonkin resolution. Oregonians foolishly tossed him out in 1968 in favor of republican Bob Packwood! They've been suckered by other republicans since, so I'm not surprised this Merkely/Smith contest was so close. It's been a long time coming for Oregon to awaken from other republican foolishness, such as the provincial, isolationist stupor induced in the 70s by Tom McCall, the governor and brief presidential prospect, who made his career out of "them vs. us" divisionism. His famous declaration to Americans to "come and visit Oregon, spend your money, but don't stay, go back to where you came from..." made a lot of Oregonians feel smug about their soggy but green state, and for most of my life I was included among them. Ironically the same sentiment from that republican governor also signaled to businesses to go settle in other states, leaving Oregon with a laggard economy, one of the last states to emerge from the 80s recession, and with the highest unemployment in the lower 48 after the dot come bust. His ghost and sentiment live on in the Smith counties that are largely infested with the quitters and slackers who can't hack city life and who have a disdain for progressivism. Now metropolitan Oregon welcomes business who bring green jobs. Congrats to Merkely!

As a proud Oregonian who lives in Portland, I can tell you that the reason it was so close was because most of the rural areas had been counted but the 2 most liberal counties in the state hadn't been. As soon as Multnomah county (greater Portland area) and Lane county (Eugene and U of O) were counted, it was over. Multnomah county is very liberal and went for Obama by 77%. Myself, my daughter, my boyfriend, my 66 year old mother and most of my family voted for Obama. We are so proud to be part of such an amazing election. I didn't think it could get much better than being 30 feet from the stage during the Obama rally of 80,000 in May, but I think last night topped even that.

Gordon Smith, as I recall, was one of the better Republicans hanging around. Don't misunderstand me--I'm a hard-core Democrat, and even though I believe in two-party rule, I want a purge this time since there is only one party making at least some sense this time around--I'll go for it.

But we will need some sane conservative friends in order to govern--something that the fools we just voted out could never do, and even my most conservative friends knew that long ago.

So remember, bruises are okay, but no blood in the streets. I'm old enough to remember that, and it did no good.

Smith is not one of the "better Republicans". He has voted the vast majority of the time in lock-step with the neocons and Bush. He is a millionaire who owns a frozen foods packing company where he employs many illegal immigrants in very poor working conditions with extremely low wages--but of course politically fights against immigration. He spent this campaign season smearing Merkley with very dirty lies and half-truths while trying to equate himself with Democrats and progressives, even Obama.

While I was glad to see him finally come out publicly against the war in Iraq, he only did so conveniently in time to run for re-election at a time when it was clear no pro-war candidate stood a chance in Oregon.

Every time I have attempted to contact my Senators and Representative about an issue important to me, I have received a letter or detailed email back from the Democrats, explaining what they are thinking and doing regarding the issue. From Smith? Nothing. But I can count on him to vote the wrong way.

His staff was very rude, and did not seem to feel that they worked for the voters at all. They acted like very bad Young Republicans. If you went to Smith's office, they were authoritarian. If you spoke with them on the phone, they were smarmy and condescending. In Southern Oregon there were a couple of truly shameful incidents involving poor treatment of citizens who wanted to talk to Smith about the war. I'm not talking angry rabble, but concerned citizens and respected community organizers with public trust and accountability. The staff would call the cops if there was any pushback against their arbitrary gatekeeping. While Wyden would take his licks at public forums, town halls etc (and believe me, he was often confronted by the citizenry), Smith would never do that. And like fiorastar says, whatever "moderate" spiel came out of his mouth before elections, he could always be counted on to vote against the interests of his constituents. In short, he was a rubber stamper for Bush, all the way.

I totally agree with your comments about Smith. He has been sleazy ever since his first run for the open Senate seat against Ron Wyden (which Wyden thankfully won) after Packwood resigned. I am SO very grateful to President-elect Obama for doing a positive ad for Merkley. As I understand it, Merkley was the ONLY Democratic Senate candidate for whom Obama did an ad, and I thought the ad was very effective.

When I wrote Smith in the past, I often received back a paper letter a couple of months later that did not address what I had written him about and was pretty much content-free. So you didn't miss much of anything by not hearing back from Smith.

Unfortunately we didn't quite defeat all of Sizemore's measures yet. Measure 64 is still too close to call, but according to oregonlive.com, "Yes" is ahead by about 298 votes with 85% of the ballots counted. I truly do NOT understand why and how Sizemore is still able to put measures on the ballot. I thought he was convicted of racketeering and owes hundred of thousands of dollars in fines which he hasn't paid ... Cindy

Jeff Merkle won in all the heavily populated areas of Oregon, because people can vote, and acreage cannot.

There is a strong resentment in rural parts of Oregon because for whatever reason, they think that one of them is equal to 5000 city folks. It's quite amazing, really...and quite arrogant of them. They are nearly always republican, which explains why they need so much elbow room: republicans don't get along with anybody these days.

Whatever, Gordon Smith (R) has been a major obstructionist for the state and the country. He ran a slimy campaign, and tried to deceive people into thinking that he was "bi-partisan."

Now he can take his millions and his church--the same one that funneled $ into California to ban gay marriage--and HIT THE ROAD.

Oregon is such a beautiful state that is the most environmentally conscious that I have visited. It would only stand to reason that a Democrat would have that seat entering into an Obama administration.

Amazing. The guy loses in all but about seven counties and ends up winning the race because of essentially Portland and Eugene. Good for him! We'll take it! I just hope he can expand his base of support within the coming six years.

Oregon, much like the rest of the US, has large areas of land with small #'s of people. These areas in Oregon ALWAYS vote Rep. These are also those counties that Smith won. Merkley will never win them and will never need to. The bigger challenge would be for a Republican to win the areas that Merkley carried. They're much more progressive and much more populated.
