PORTLAND, Ore. — Democrat Jeff Merkley has ousted Republican Sen. Gordon Smith, a victory once considered unlikely against an incumbent who had highlighted his efforts to work across the aisle in hopes of surviving a wave of anti-GOP sentiment.

Smith's loss _ the first for an Oregon senator in 40 years _ means Democrats are poised to have at least 57 votes in the Senate next year. He had been the last GOP senator standing in the three Pacific Coast states south of Alaska.

"There's a lot of work for us to do together," Merkley told a crowd of supporters Thursday morning as they jammed a room at Portland State University and spilled into the hallway.

"It's time for a very different approach," he said, in such areas as health care, job creation, affordable housing and energy independence.

Smith gave a concession speech from his home in Pendleton.

"There was simply a tide too strong for us to stem. We understand that," said Smith, his arm around his wife.

About 82 percent of the vote had been counted statewide early Thursday, showing Merkley with a margin of more than 40,000 votes.

The difference was smaller before more vote totals started coming in from Multnomah County, which includes Portland. A flood of votes that Oregonians delivered on Election Day have kept election workers tallying ballots for days.

For Merkley, it was a remarkable personal victory. The state House speaker and policy wonk from east Portland was far from the first choice of national Democrats looking for a challenger to Smith.

For Smith, the election represented a stinging rejection by voters of his political strategy. He ran TV ads touting his work with Barack Obama, Ted Kennedy and other prominent Democrats on issues such as alternative energy.

Merkley countered with a TV ad featuring Obama directly urging Oregonians to vote for Merkley. It was the only TV ad Obama did for another candidate for the general election, showing the importance that national Democrats placed on the Oregon race.

There will be at least 55 Democrats in the Senate, plus two independents who align with them. The outcomes of three Senate races remain uncertain: A runoff election is to be held in Georgia, a recount is scheduled in Minnesota, and thousands of ballots remain to be counted in a close race in Alaska.

A year ago, most observers doubted that Merkley could defeat the better-funded Smith. Merkley turned the race in his direction with millions of dollars from national Democrats and a campaign blitz that took him to 100 communities around the state.

Merkley told crowds that Smith was a Bush Republican who was more interested in bailing out Wall Street than helping people on Main Street.

He's the first Oregonian to oust an incumbent senator since Republican Bob Packwood ousted Democratic Sen. Wayne Morse in 1968.

Bye-bye, Gordon! His voting record was stellar, almos 100% WITH BUSH! He doctored videos for his campaign against Merkley. He lost his way, and now he's lost his seat. Ah, life is good!

I think I saw one of those political advertisements on a visit to Oregon in September. They used footage of poor Merkley (now WINNER Merkley) eating at a barbecue and tryig to answer a trick question regarding the invasion of Georgia while eating, so his mouth was full. The footage was taken surreptitiously and managed to make him look both an ignoramus and a slob which I am sure he is not. It seemed a real low, even for political ads.

Expect Martin to win Georgia in the runoff election.

Dems should end up with 58 seats. This means that the two most powerful senators in teh US Senate are : 1. Olympia Snowe and 2. Susan Collins of Maine.

Maine, is a blue state, so they are far more moderate.

That said, I think there is too much obsession about the 60 vote majority. The issues that Obama will be dealing with will require not just Democrat only majority but a good number of Republicans. Health Care and Energy will probably need 80+ votes to really be put into effect. Obama has the talent to really built nearly unanimous consensus for key legislation.

You don't need 80 votes in a 100 member body. Sure, 60 to avoid a filibuster, but not 80. In fact if a filibuster is avoided, a simple majority will do. In fact, the Dems can do what the Repubs did, hang the Nuclear option over their heads.

Didn't someone once say that elections have consequences?

80 seems excessive, but 60 is not a magic number. It presumes that the Democrats vote as a bloc with no defections. They would probably need something like 65 or 70 seats to really have the ability to roll over the Republicans. On the other hand, with 57 or 58 seats it might not be that hard to pull over a few Republican defections to break a filibuster.

One thing I have to say to Sen. Smith is "Thank You" for having worked with Sen Kerry to remove the ban of HIV + foreigners wishing to visit the USA. Now I can finally come home with my foreign born partner of 27 years. The removal of this ridiculous ban introduced by Jesse Helms was way over do. Thank You both Sens Kerry and Smith. Hope there will be lots more bipartisan collaboration like this.

Congratulations Jeff. This is a most fabulous outcome. G. Smith was for years a right-wing conservative who voted with Bush 90% of the time. He pulled the wool over a lot of people's eyes both in Oregon and throughout the country by claiming every six months prior to an election that he was "moderate". But he'll fool us no more, thank goodness. This is truly a happy day for Oregon. There is no longer a single statewide elected official who is not a Democrat! Hallelujah! This will help Obama immeasurably. I'm tickled pink.

Great job Oregon. As a Southwest Washington (Vancouver) resident who works in Portland, Oregon, I am happy to hear that Merkley beat out Smith. The lying campaign that Smith ran was disgusting.

KBOO is a great station, and I am very cautious about the voting process, but this is a bit extremist.

I did poll watching in 2004 in Oregon, and have spoken with a number of people associated with various voter verification organizations. Oregon has probably the safest, most verifiable voting system in the country. Each step of the process, the ballot is handled by a bi-partisan team which is well supervised and overseeable by volunteer poll watchers.

Unique to Oregon--if there is a problem with the ballot and there is time before Election Day, the voter will be contacted if possible to come down to the elections office to correct it.

There were legitimate reasons for the long wait--with such a high voter turnout and all paper ballots, combined with very close state races that are decided by just a few hundred or a few thousand votes, it is not possible to always count everything as quickly. Better to be accurate than call it early, especially in such a close election.

i live in portland and this was indeed a very nasty campaign.

gordon smith who is part of the Udall family through marriage, almost ran as a democrat. anti-bush messages and instances of working together with Obama in the Senate as part of his plea to voters.

merkley won an absolute squeaker in the primaries versus the quickly-be­coming-pop­ular Steve Novick whose ads and commercials are things legend.

Oregon has had a very bad economy dating back to pre dot-com bust so thinking a newbie Senator can do too much real quickly for his home state may be a stretch.

This one is so sweet.

We worked our a$$es off on this campaign--and the voters delivered. Smith was formidable and cut from the same dispicable, nasty cloth as Coleman, McCain, Bush, Rove, et. al.. But, this time, Oregon Dems were ready to pound him down. Trying to trick the voters by riding the coat tails of Obama, Wyden--and even Ed Kennedy--fell short and impotent.

Smith needs now go back into his cushy corporate private-sector world and stay the heck away from people and politics.

I'm glad Merkley won. If Smith had prevailed after running that DIRTY DIRTY campaign, I would have been ashamed of our state. He avoided his record and the issues to attack merkley for things like wanting to maintain present statute of limitations laws (Smith cast this as protecting rapists).
