PORTLAND, Ore. — Democrat Jeff Merkley has ousted Republican Sen. Gordon Smith, a victory once considered unlikely against an incumbent who had highlighted his efforts to work across the aisle in hopes of surviving a wave of anti-GOP sentiment.

Smith's loss _ the first for an Oregon senator in 40 years _ means Democrats are poised to have at least 57 votes in the Senate next year. He had been the last GOP senator standing in the three Pacific Coast states south of Alaska.

"There's a lot of work for us to do together," Merkley told a crowd of supporters Thursday morning as they jammed a room at Portland State University and spilled into the hallway.

"It's time for a very different approach," he said, in such areas as health care, job creation, affordable housing and energy independence.

Smith gave a concession speech from his home in Pendleton.

"There was simply a tide too strong for us to stem. We understand that," said Smith, his arm around his wife.

About 82 percent of the vote had been counted statewide early Thursday, showing Merkley with a margin of more than 40,000 votes.

The difference was smaller before more vote totals started coming in from Multnomah County, which includes Portland. A flood of votes that Oregonians delivered on Election Day have kept election workers tallying ballots for days.

For Merkley, it was a remarkable personal victory. The state House speaker and policy wonk from east Portland was far from the first choice of national Democrats looking for a challenger to Smith.

For Smith, the election represented a stinging rejection by voters of his political strategy. He ran TV ads touting his work with Barack Obama, Ted Kennedy and other prominent Democrats on issues such as alternative energy.

Merkley countered with a TV ad featuring Obama directly urging Oregonians to vote for Merkley. It was the only TV ad Obama did for another candidate for the general election, showing the importance that national Democrats placed on the Oregon race.

There will be at least 55 Democrats in the Senate, plus two independents who align with them. The outcomes of three Senate races remain uncertain: A runoff election is to be held in Georgia, a recount is scheduled in Minnesota, and thousands of ballots remain to be counted in a close race in Alaska.

A year ago, most observers doubted that Merkley could defeat the better-funded Smith. Merkley turned the race in his direction with millions of dollars from national Democrats and a campaign blitz that took him to 100 communities around the state.

Merkley told crowds that Smith was a Bush Republican who was more interested in bailing out Wall Street than helping people on Main Street.

He's the first Oregonian to oust an incumbent senator since Republican Bob Packwood ousted Democratic Sen. Wayne Morse in 1968.

(This version CORRECTS that the ad featuring Obama was the only one Obama did for the general election, not during the whole year.)

Gordon Smith deserved to lose. He posed as a moderate when it became clear to him that his senate seat depended on it. He invoked the name of moderate Democrats Barack Obama and Ron Wyden in his incessant ad blitz, never once mentioning his dyed in the wool republican party affiliation. He used the standard republican tactic of pitting urban against rural - no such divide exists, it's a contrivance of Bush/Cheney/Rove and Co. to win win win. Didn't work this time. Oregon deserves better than a millionaire servant of the rich, and now we've got it. Congratulations Oregon, and goodbye Gordon Smith.

I'm not crazy about Merkley, but I voted for him anyway. It's one less Republican to oppose President Obama's plans to rebuild America.

I like Merkley and voted for him because I dislike Gordon Smith even more. HA! I am so stoked about G. Smith being voted out - he is too arrogant for his own good.

How about this for a funeral song for the GOP incumbents who went down to electorial defeat: "Funeral March of a Marionette" (The theme song from Alfred Hitchcock Presents)

May the next ones to go down in defeat be Norm Coleman and Saxby Chambliss.

Unfortunately Chambliss looks to be safe. His worst case scenario now is a runoff and it is really unlikely we will see enough democratic turnout if run off election is held. Truth be told any state that currently has a runoff would be exponentially better off simply having choice voting.

You can also look at http://www.oregonlive.com/special/index.ssf/2008/11/senate.html and get a look at the counties that still have votes to be counted. I'm an Oregonian, and on the left, we've got Multnomah and Lane counties [Multnomah is home to Portland and is our most populous county] with about 30% of the vote left to count vs. Marion and Linn, two right-leaning counties that still have a decent percentage of votes not yet in, but they aren't very populous. I don't see how Smith could pull ahead at this point. The only other county that still has a fair number of votes to cast is Clackamas, and that's split 49-47 for Smith.

I suppose that things are never certain, but I would be really surprised if Smith came back.

Look at how red that map is. And Oregon is considered a very liberal state, lol.
It's wierd living in Oregon sometimes. I was raised catholic but with very liberal parrents. Oregon is silmotaniously very VERY liberal, and very VERY conservative. Accross the street from me are some true Environmentalists, and the other way accross the street are some gun toting republicans. Both of these families smoke pot and think things like Death with Dignity (assisted suicide) should be legal. Oregon rules :)
Anywho, I'm really hoping Merkley stays ahead and we don't get a switcharoo pulled on us.

I am an Oregon local and even though Merk is a mediocre statesman, I was planning to vote for him as a no on GS. But his campaign advertising was absolutely revolting. Same with Smith. IMHO, neither deserves to represent Oregon. They should be ashamed of themselves. People told me I was throwing my vote away by not voting for him, but I couldn't bring myself to support him. I am embarassed that our state is sending such an ignoble, disingenuous loser to Washington. What a waste of a Senate seat.

Smith's ads were the nastiest, dirtiest, most dishonest things that were ever aired on TV. He poisoned the airwaves and the well of the whole election. There was not even a comparison of the repugnance of Smith's campaign with Merkley's.

It will go down as the nastiest campaign in Oregon history. Merkley had no choice to engage, while Smith outspent him 2 to 1 on negative advertising. What a relief that Jeff made it in. We now have a dynamic duo for Oregon

Forget the ads -- did you what the debate?

This small bit Smith said about Palin did it for many during the debate:

Most of the offensive ads were paid for by the party committees and they ran incessantly over the final weekend and Monday & Tuesday. What no one apparently told the ad buyers is that Oregon votes totally by mail, and most choices had already been made. That they were pointless just made the dark, hideous ads ever so much more offensive.

Leap, I feel the same way. Merk did nothing to distinguish himself. He only proved that he's about as slimy as Smith. Given equal slime. I voted for the guy who has been there longer and can help Oregon more. Without 60 dem seats in the senate, Merk makes little difference.

Smith works well with Wyden, and I think he represents his constituency fairly well.

And many Oregonians seem to forget, the eastern two thirds of our gorgeous state are Red and deserve to have representation.

While I lean left (and voted for O = I am from Chicago, afterall), I think a somewhat moderate guy like Smith would be better for Oregon than a party hack like Merk.

I'm not the only person I knwo who voted for Obama and Smith. i'm hoping Merk will have a spine - but given the ads he ran, I'm not expecting much.

Just my 2cents.

That's great news, but I won't be celebrating until all the ballots are counted. There still are many uncounted ones. (However, most are from Democratic-leaning parts of the state.)
