WASHINGTON -- An emotional Secretary of State Condoleezza Rice reveled Wednesday in Barack Obama's election, calling it an "extraordinary step forward" for the nation.

A child of the segregated deep South who became the highest-ranking African-American woman ever in American government and was once considered a potential Republican presidential nominee, Rice called the Democratic president-elect "inspirational" and said his victory was proof of America's promise.

"This was an exercise in American democracy of which Americans across the political spectrum are justifiably proud," she said.

"As an African-American, I'm especially proud," said Rice, her eyes glistening with emotion, "because this is a country that's been through a long journey, in terms of overcoming wounds and making race" less of a factor in life. "That work is not done, but yesterday was obviously an extraordinary step forward."

"One of the great things about representing this country is that it continues to surprise," she told reporters at the State Department at a hastily arranged briefing just hours before leaving Washington for the Middle East on a peacemaking trip. "It continues to renew itself. It continues to beat all odds and expectations."

Born and raised in Birmingham, Ala., at the height of the civil rights struggle, Rice herself overcame numerous obstacles and stereotypical low expectations. She speaks frequently about how improbable her rise to the corridors of power may seem. But she also notes that she succeeded the first black secretary of state, Colin Powell, and the first female to hold the job, Madeleine Albright.

"You just know that Americans are not going to be satisfied until they really do form that perfect union," she said, referring to the preamble of the Constitution, which begins: "We the people of the United States, in order to form a more perfect union ..."

"And while the perfect union may never be in sight, we just keep working at it and trying," Rice said.

Aides said Rice would likely call Obama, as well as vanquished Republican presidential nominee John McCain, later Wednesday.

She said McCain had been "gracious" in defeat and called him "a great patriot."

"I want to note that President-elect Obama was inspirational and I'm certain he will continue to be," Rice said.

She never said who she planned to vote for, but had hinted broadly that she would support McCain by repeatedly stressing that she is a Republican.

It was nice to hear her validate Michelle's "proud" comment and put it into the larger context. She didn't have to do that, but maybe she felt that she should. We should all appreciate her for doing that, at least.

It could have come a little earlier in the campaign.

Why? She has been instrumental in the Bush presidency. Why should we be appreciative of anything she says. It is calculated, just like her mushroom cloud statement. I see nothing to admire about Bush's chief crony.

How can one be "proud" of a person whose achievements you had nothing at all to do with?

Rice, what did you, the administration you served in, or the Republican party you belong to have to do with Obama?

She can be "proud" because this election was only a triumph in that Obama has African-American heritage. It has nothing to do with the decisive referendum denouncing the Bush doctrine and failed trickle down economics.

I so agree with this. Her type of appreciation is belittles the real reason for the election of Obama; The repudiation of the Bush administration and modern GOP politics.

But she was silent while her party trashed Obama's character, qualifications and patriotism. She may certainly, personally, be very proud. But to take a public podium and state it is being typically hypocrtical. She was politically active and supportive of George W. Bush during his re-election campaign. She could have been admiring of Obama long before now.

And she is precisely proud of what?

Her role in helping Brother Neo win the election?

Her membership in the Republican Party?

Her many accomplishments as Secretary of State?

Her sudden discovery of her ethnic background?

Do you think Clarence Thomas voted for Obama? I think the fact that Obama did not do significantly better among African-American voters, percentage-wise, than Bill Clinton did should put to rest racial stereotypes about black voters. Who exactly do you think made up the 8% of black voters who voted for McCain last night?

I still cant stop crying tears of joy,I have been a democratic voter and liberal or progressive thinker since I started caring about policits and the impact policies and laws have on our lives. So I haave to say that elections are nasty and susally horrible things said either by the candidate or suragates, however Barack kept his word on elevating his campagin. But I believe with all my heart that Condie's President Bushes and Mcains words of congradualtions and priase of Obamas acomplishments were sincere and heart felt. That is the great thing about our democracy when its over and there is a winner and a loser we move on and go back to business at hand. Not only did Obama inspire over 62 million plus that voted for hom but he and our voices inspired our elected officials profoudly republican and democrat, whi knows how long it will last but god is it a great thing to see and feel for the moments it will last........OMG we did it!!!!!!!!!
