Transition advisers to President-elect Barack Obama have compiled a list of about 200 Bush administration actions and executive orders that could be swiftly undone to reverse White House policies on climate change, stem cell research, reproductive rights and other issues, according to congressional Democrats, campaign aides and experts working with the transition team.

A team of four dozen advisers, working for months in virtual solitude, set out to identify regulatory and policy changes Obama could implement soon after his inauguration. The team is now consulting with liberal advocacy groups, Capitol Hill staffers and potential agency chiefs to prioritize those they regard as the most onerous or ideologically offensive, said a top transition official who was not permitted to speak on the record about the inner workings of the transition.

This explains -- in part -- why Chïmpy had tears in his eyes the other day when he congratulated President-Elect Obama.

Think there will be much tension in the air when the two, including their top advisors, sit down together to plan the transition? YIKES!

This is all wonderful news. I'm also wondering what additional things O can do even without Congress. For example, if it only requires a shift of funds (not new ones), can he order the V.A. to open mental health clinics for military families, AIDS clinics, free diabetic testing supplies, reading clinic programs etc etc.

Thanks for saying that. I'm so sick of the whole profit angle on health care. I'd show you the link but I lost it - an industry piece in the news yesterday about how if O makes programs more accessible "they" can still make good profits.

Why did Congress and the Democrats allow signing statements in the first place? Why wasn't each bill submitted with a clause that said; If the president used his executive signing privilege on any bill submitted to him by congress, this would automatically cause nullification of the whole bill and it would then go back to congress for amendment.

from my understanding ,executive orders do not come from congress. they come from the executive. ross perot ran on a platform of his first 24 hours ,if elected, would be rescinding every executive order on the books.

Touche' ! Exactly! Are "signing statements" in the Constitution? I don't think so, and if not, then this charlatan president's signing statements should plainly be ignored, and likely will be forgotten in the future. Most of his comments mostly amount to insubstantial fodder. Watch Letterman's daily parodies of W's speeches. Unfortunately for US, these were not made up or doctored. W is waiting for history to judge him softly, but his view is too optimistic. I hope that Obama will not make similar statements, but I doubt he is that arrogant. If I say " McPalin has purple skin and tentacles", even if I want it to be so, doesn't make it reality. W always seemed to have left common sense and reality in the lobby cloak room before he entered the theater of public discourse and democratic government...
