NEW YORK — Even today, two years after Mark Foley's very public fall from grace, the former congressman can't explain why he sent lurid, sexually explicit computer messages to male teens who had worked as Capitol Hill pages.

Sitting in his room at the Four Seasons Hotel in New York this week, the Florida Republican, wearing a yellow tie with blue elephants, finally broke his silence.

"I'm trying to find my way back," Foley said in an interview with The Associated Press, his first public comments on the scandal since resigning from Congress on Sept. 29, 2006.

Foley insists he did nothing illegal and never had sexual contact with teens, just inappropriate Internet conversations. Investigations by the FBI and Florida authorities ended without criminal charges.

And while he concedes his behavior was "extraordinarily stupid," he remains somewhat unwilling to accept full public scorn.

These were 17-year-olds, just months from being men, he insists.

"There was never anywhere in those conversations where someone said, 'Stop,' or 'I'm not enjoying this,' or 'This is inappropriate' ... but again, I'm the adult here, I'm the congressman," Foley said. "The fact is I allowed it to happen. That's where my responsibility lies."

Foley had built a national reputation as an advocate for tougher penalties against child sexual predators. As co-chairman of the Congressional Missing and Exploited Children's Caucus, he helped craft a law to protect children on the Internet.

Still, he said, there was no hypocrisy.

"The work I was doing was involving young children ... You know, you hear the term 'pedophile.' That is prepubescent," Foley said, noting a "huge difference" from lurid chats with teens on the brink of adulthood.

"At the end of the day, they were instant messages that were extraordinarily inappropriate," he added, breathing a heavy sigh, his eyes wandering toward the ceiling.

So why talk now? Sympathy? Forgiveness?

Nope.

Just to free himself from the media clamoring for his first interview.

"I believed I owed my constituents an apology," Foley said. "I embarrassed them and I embarrassed my family and I wanted to have a chance in a public setting to lend my voice to what happened, not through an attorney, not through a spokesperson, but from myself."

Today, he's a pariah in Congress and the Republican Party. The affable man who reveled in the spotlight finds himself branded a pedophile, at best, a creep. Three former staffers refused comment because of their disgust with his behavior. He makes his living investing in real estate and other business.

"In public life, you dream of the day they'll name a hospital after you, or a bridge or a post office," Foley said, twisting a gold band on his ring finger identical to one his high-society dermatologist boyfriend wears.

"If I had a post office named after me today, they'd probably return to sender," he said. "It's not a pleasant place to be. It's not what I envisioned ... working this hard all my life to end up in an ash heap because of a momentary lapse of judgment."

But Foley carried on the computer conversations for months, asking about masturbation, sex, and other details.

Shortly after his resignation, his attorney announced that Foley was gay and an alcoholic and had been molested by a priest as a teenage altar boy in Florida. Foley then checked himself into a treatment facility.

"I loved my early life, and then along comes a priest ... who forces me into a sexual relationship at the age of 12. And right shortly thereafter, I fail eighth grade, I start drugs, I start drinking, I start smoking," he said. "My entire life ... implodes."

He was elected to the U.S. House in 1994 as a popular hometown boy who kept busy in glitzy Palm Beach, Fla., attending lavish parties and fundraisers with the likes of Donald Trump, Jay Leno, and actress Bo Derek.

While his homosexuality was said to be the worst-kept secret on the Hill and around Palm Beach, he cloaked himself in a false public persona, appearing at events with beautiful women.

He drank a lot and spiraled into darkness.

"Those demons that were inside me, by not addressing them, caused me to spin out of control," he said.

He doesn't feel fully responsible for Democrats taking over the House in 2006, but owns up to his role and calls his behavior "profoundly regrettable."

"They had the Republicans on a number of ethical scandals and, you know, I served up for them the moral dilemma," he said.

A Republican won back Foley's congressional district last week after the Democrat who replaced him was caught in an adultery scandal. It's become known as "The Curse of the Mark Foley Seat."

"It's not what I had hoped would be my lasting legacy," he said, pausing to brush away tears.

So what does the man who once was such a popular figure in politics and high-society do now?

"I don't know. I don't know," he said. "I'm just going to take it a day at a time."

The Over-reaction over Foley was unfortunate. In 1983, Crane and Studds actually had sex with the pages and were censured, but it was noted that the pages were 17 and that 16 was the age of consent. The censure was because of the inappropriateness of the behavior. Barney Frank's relationship with a male prostitute in 1989 (and alleged prostitution ring out of his home) got Frank a reprimand. Foley was targeted because it was an election year, gay rights was a big issue, he was an embarrassment to the Republican right and Democrats saw an opening. Gay politicians need to come out of the closet and stop creating the potential for scandal by being clandestine about their sexual orientation. Foley should not have resigned and should not have given anyone the opportunity to turn this into a indictment of his homosexuality

Homosexuality is one thing ... consenting ADULTS can do anything they feel comfortable with. But, if a Republican wants to be part of their current party ... I am guessing the overtly gay are not invited.

Don't see many addressing the power issue. This was a 52 y.o. Congressman, with all the authority and power that goes with that, sending inappropriate email to pages - 17 y.o. teens working in the Congress hoping to impress for future roles. Do you really think they would have the confidence to report something negative about one of their (perceived) bosses? If a supervisor would do the same thing to a 25 y.o. female employee, there would be no question as to it being sexual harassment, considered illegal, and the supervisor would suffer the consequences, no one would dare say that because the woman was an adult that it was OK.

When I was a 17-year-old boy I was most definitely not a child, sexually speaking and many of my peers were busy experimenting with older guys (though not - thankfully - middle-aged Republicans).

Of course, he went to rehab for alcoholism at a nice little resort in Tucson and now, he wants to issue a non-apology for his years of soliciting sexual activities from minors and move on. He also wouldn't mind if the whole nation forgets that the main reason he was not prosecuted with criminal charges is that the authorities said they could not get access to Mr. Foley's computer hard drives. Anyone out there believe this story?

I guess pedophiles are a lot like alcoholics, you don't have a problem until you're willing to admit it. Apparently Foley doesn't have a problem with his behavior so either he's not a pedophile or we are all moronic.

Anyway, good luck Mark! You've chosen the long and hard path in your attempt to "Finding your way back",
and the longer it takes, the better.

They were minors. We are not discussing a case of a 17 year old involved with a 19 year old. They were minors. This much older man was in a position of great power. He took advantage of his power and the naivte of his victims. Yes, victims because they were minors. "Almost" adults is NOT the same as "adult."

I feel so sorry for Foley's parents. He's probably managed to make them feel guilty for his behaviour because of the alleged childhood incident. Foley appears to be a text-book sociopathic manipulator with delusions of grandeur. He pretends that bad things keep happening to him thus denying him his rightful place in public life as an "important man". The American public deserve a rest from him, preferably until he is a very old man looking back on decades of unsung charity work amongst the underclass he once despised.

The term for Mark Foley is not "pedophile" (though that term is used loosely) but "ephophile" (you can also say "hebephile"); both terms refer to an adult's sexual attraction to adolescents. I am surprised that Mark even admits that he's gay unlike Senator Larry of the wide stance.

With the mental age of "kids" and middle schoolers having daily "oral"on the school bus, this is nothing. Middle schoolers do not consider "oral" as sex, because there is no way to have a child and their parents refuse to discuss "that" subject with their innocent child. A 16+ year old knows exactly what they are involved with and play the game fully knowing the possible consequences. They are as guilty. The only ones not realizing this are the "Christian" family values group who refuse to look in the school bus, under the bleachers where they used to go or talk and listen to their children, except about nice things,

And yet, as we all know he was the adult in all this and should not have been involved with teens. He was also in a position of power with regards to these young men, so there is a question of whether they were really "enjoying" all his sexual messages, and how much they felt they had to put up with in order to not cause trouble or get in trouble. Nice of you to kind of excuse the guy for his imappropriate acts, though. If I found out some guy was sending my teen-aged son sexually explicit e-mails, I'd get him fired, sue him, call the police. There's enough trash in this world today. Excusing this guy for this only adds to making folks like him feel okay about what they do.

Sure, there's plenty of teenagers sexually active, and some of them with older men and women, but Foley initiated these contacts and was in a position of power. The idea that middle-schoolers and older has to put up with the sorts of messages Foley texted to them is twisted.
The idea that middle schoolers don't consider oral as sex is pretty funny, even if there are those who believe it. I guess Clinton believed it or at least argued it, but I don't think all do. So, yeah this guy is an unfortunate pedophile who went a few bus stops past the line. Kids don't have to be innocent or prepubescent to be preyed upon by older people.

ReasonableBill ... what you are describing may be true ... kids are a whole lot more worldly these days. HOWEVER ... they are still kids and Foley, while obviously mentally stunted, is an adult. I do not label myself "Christian Family Values", etc. but, I do know the definition of child and what a child knows is beside the point.

Foley still doesn't accept full responsibility. They were almost men. I only corresponded by messaging. He has no right nor does anyone to infringe upon a person's privacy or to make any suggestive remarks or moves unless invited. His judgment was off then and it seems to still be off now. Whether those 'ALMOST MEN" were sophisticated enough or not to handle Foley's advances doesn't matter. His job is to conduct government business and to conduct himself with respectability. He wasn't in a bar situation or some other Gay venue. He was at work. There are plenty of places on the internet he could have sought out. It wasn't a lapse of judgment but a long lapse of judgment. Had he been a straight politician doing the same with "Almost Women" it would have been the same thing. It's not about being Gay or having sexual appetites. It's about proper behavior in the appropriate place. It's about sound judgement. He put himself at risk . He stepped over the line of propriety. He compromised his working relationship with young people who trusted him. By the tone of his responses he doesn't seem to accept the profound errors and transgressions he made. Really clean up your act Mr.Foley. Don't change your sexuality just find some maturity.

He didn't "allow it to happen"--he was the perpetrator. He is still outrageously refusing to take responsibility for his actions in this statement. The law draws a strict & clear-cut line by age. Maybe he should "tell it to Dateline" (to catch a predator). At least for those guys on Dateline, it is something close to entrapment, since they are enticed and they are not talking to actual juveniles.

Distinctions are important: Foley was a hypocrite because he denied or hid his gayness, pretended in public with good-looking babes, participated in the national Republican anti-sex crusade under the (legitimate) guise of anti-pedophilia, claimed to be a victim of pedophilia himself but kept it a secret, and now allows the possibility that his adult gayness was caused by a priest. However... he is absolutely correct in this: there is a huge difference between sex, sexiness, flirting, desire or anything sexual with a 17-year-old and any of that with a younger child. In an age when a large percentage of teens are routinely having sex themselves, it's not unexpected for an adult to be drawn to it. There are some teens who chase after - or respond openly to - adult lovers. Lines do have to be drawn and parents are generally comfortable with age 18. And that's the law. Habituated to his own hypocrisy, Foley allowed his desire to get the better of his rationality. Too bad for him. But let's not pretend that these or many other older teens are children about sex. And let's not forget that it's an American way to play on the edge and then claim victimhood when you get found out. True for Foley. True for teens, too.

Yes, 17 year old boys are sexual beings, but to blame them for that in regard to a sexual predator who happens to be a powerful politican, makes you a little crazy. It's time for a reevaluation of your senses.

OK, first off, pedophilia refers to someone who has sexual urges toward PRE PUBESCENT person. These were not children, they were 17.
