On Wednesday, major Democratic officials, including the co-chair of Barack Obama's transition team, released a comprehensive outline for the incoming administration that could go a long way in determining aspects of the president-elect's agenda.

John Podesta, who heads Obama's transition effort, and Mark Green, a long-time New York Democrat who advised the Clinton transition in 1992, have completed a 300,000-word project titled, "Change For America: A Progressive Blueprint For the 44th President," that charts out a governing path for the next Democratic president.

Podesta, who recused himself from the work after he was appointed to his current post, offers glimpses of his transition priorities in the book's introductory pages. Writing in some ominous terms about a future Democratic government, he emphasizes that the next president-elect (he penned this before Obama's election) must move aggressively on his agenda "regardless of the environment," or face a revolt from voters.

"[I]f the president and his administration do not take the time upfront to develop a clear and coherent blueprint for action -- and find ways to move this agenda regardless of the environment -- then they will quickly find the windows of opportunity shutting before their eyes and will face increased public frustration and disappointment," he writes.

Speaking more broadly about policy priorities, Podesta identifies addressing the economic crisis as the "primary goal" of the new administration. "The new president must deal immediately with the global financial and mortgage crisis and focus long term on enhanced global trade, economic mobility for workers, and innovation and technological advancement."

The book provides other keyhole views into the future construct of an Obama White House, the summary of which Green provides in a second preface. Framed as "Progressive Patriotism" -- think "Compassionate Conservatism" from the left -- the tenets of the approach are: democracy, diplomacy, economic opportunity, and a greener world. From there, Green lays out a variety of priorities that the next president (in this case, Obama) should pursue, that range from the broad -- "an Apollo-like project to produce a green, low-carbon economy" and shutting down Guantanamo -- to the specific -- creating a "a White House Office of Democracy" and giving "a speech in a major European capital calling for a new alliance to combat and prevent terrorism."

It is an all-hands-on-deck approach to revamping governance -- the product, as Green notes, of Democrats having bottled up their agenda and ideas over the last eight years. And unlike the slew of other "white papers" being offered as advice to Obama, this one -- authored by officials likely to end up in senior administration spots -- may actually have a marked impact.

"[T]he progressive community used their time out-of-power after 2000 to rethink and re-plan at least as well their conservative counterparts did after the 1964 Goldwater shellacking," he writes. "So by 2008, a body of work had developed over time -- in think tanks, universities, congressional offices -- that together constituted a progressive plan to renew Washington and America. Change for America, therefore, is not based simply on more big-government -- "cap-and-trade" is not just old-fashioned command-and-control regulation -- but on more transparent accountable and common sense government that looks to the market when it can as well as to regulation when it must."

Podesta and Green first developed the concept of writing "Change For America," in December 2006. The project, which spans more than 600 pages contains more than 50 sections, and touches on nearly every single topic under the auspices of the president, was co-authored by a wide-range of progressive officials and academics. These include Obama adviser Greg Craig, former HUD Secretary Henry Cisneros, environmental activist Van Jones, and Center for American Progress staffers Larry Korb and P.J. Crowley. The book, according to Green, will come out in January, though portions are being released now because of the Obama transition.

That's scary. It sounds like what the business interests wanting cheaper say, and what the outsourcers say, "progressive" version: jobs lost with globalization will be replaced with solar panel maintenance jobs! Or laying tar for roads! Until we categorize these jobs as "low skill" and enact Bush's comprehensive immigration reform so we can import foreign serfs to do these "jobs Americans won't do."

Nowhere do I hear the stopping of outsourcing, and government subsidization of the same.

Those complaining about "leaks" need to re-think this. The real word is "transparency," something Obama has been loudly touting as a hallmark of his future administration. This is government. There is no need to be secretive. If these are plans that actually will hope to be implemented, the public should immediately be made aware of them so that they can help by encouraging their reps to get on board or so they can hinder by letting their reps know immediately. This is what democracy is all about and it is what the Obama Administration hopes to bring back to our country in a big way. Let's trust, for now anyway, that this will be the case. I am a huge Obama supporter, but I will be holding his feet to the fire regardless. We must make these folks accountable.

I expect Obama to be transparent and I think he will be. But to release inaccuracies, untruths or incomplete information corrupts the transparency. I'd rather hear about it when it's done and when it's right.

I've donated and voted for change this November. My candidate won. The opportunity for change is upon us and instead we're going in the same direction, only slower. As of right now, we have the fossilized three on their knees, ready for the swift hand of capitalism to strike its' final blow and allow smaller manufacturers to flourish. These smaller companies will be all electric or hydrogen car manufacturers, which cost less to start up than to fix the fossilized. In addition, saving the auto-saurs will mean we'll be "thrown a small bone" of an addition 10 mpg... woo hoo... that'll show those who have the oil... NOT. We're guaranteeing the repetition of history as it occurred in the last OPEC takeover of the USA, the 70s. Throw us a couple more miles per gallon and we'll let you rape us for the next 30 years. This is not change, this is the same path only slower. Please, hear me out. Do not let the auto-saurs get back up, unless they can do so on their own. This multi- bailout scheme is a neo-con tool, don't let it become a Democratic nightmare. Let the hundreds of smaller electric car companies have a go at it. Have the steel mined and refined here in the States. Don't let yourself get over distracted by the minutia, the big picture is calling us... Let's make that change.

You're right... The small companies will be hiring Martians on a grand scale. Do you realize that going from horse and carriage to these new "automobiles" will cost us jobs? Do you simply repeat what your fed or do you have a mind of your own that can make reasonable deductions? More jobs will be created from a multitude of small companies than the outsourcing, oil married behemoths. The time of change requires change… Giving money to big companies doesn’t sound like much of a change…

I'm not sure why we can;t both support the big three and support smaller manufacturers. What government must do is level the playing field and ensure that the smaller manufactures aren't stymied by the interests of the big three. We don;t have electric cars today because the big three elected to fight the technology. If the big three accept government support then the must be held accountable; that won't be easy.

It is so refreshing to have real adults back in charge of our government.

We have real plans, policies and goals that run deeper than anything we saw during in the last 8 years. These policies address MUCH more than the selfish issues of the GOP. They addressed cutting taxes for the rich, cutting taxes for corporations, or gutting the government to the point of incompetence. Today we see thankfully, a group of professionals who want to use the USA to make the country, in fact the whole world a much better place for EVERYONE.

Each day we draw closer to the Obama Presidency, and towards a bush-free government, my faith, my sense of hopefulness grows. It is so obvious to me, the USA, the entire world will be a much better place now that elected this good man named Barack Obama.

Obama should create a new position : SECRETARY OF INDUSTRIAL POLICY. This person would be responsible for moving the US towards an added - value, high tech manufacturing economy. In Germany, Japan, and many other advanced countries the government works closely with the private sector to develop fields of activity that are conducive to long - term, stable jobs and growth. This is the key to a stable economy, that avoids the wild ups and downs we are seeing these days.
Right now the US seems to have a Russian - style capitalist system : the people making money are the financial speculators, lobbyists, special interest groups, lawyers, importers of goods made overseas, etc.
If the US could direct its fantastic energy and creativity towars building beautiful high tech things, instead of speculating , it would be the paradise we all want it to be.

Did you read this manifesto? It's one thing to feel good about people actually developing reasoned plans and then following that plan. My problem isn't that people are governing willy nilly like Bush making stuff up each day. My problem is with the plan itself. I hate to be the one to break this t o you but this progressive patriotic plan isn't progressive; it's warmed over Clintonism, which is to say it is the Democratic version of the Washington Consensus: In a word it's bullpucky. Can you actually sit there and tell me you voted for Obama so he could simply resurrect Clinton's ideas from the 1990, touch them up a little with some green vocabulary, and govern from the right of center? I didn't and I suspect many people feel the same way. I'm not interested in the argument that Clinton was the only Democratic presidency so Obama has to use Clinton people to jump start his administration. If Obama uses Clinton's people he isn't going to jump start anything because it was Clintonism that validated Reaganomics and it was Clintonism that led us to Bush's agenda. The adoption of policies stinking of Clintonism isn't change only more of the same with a veneer of progressive language to place the left.

Wow... everyone's panties are in a knot. I say... the more info the better. If there is one thing (among many) that I have been impressed by in Obama's campaign is the discipline and foresight. I think Green hits on some very important points...

Change must happen quickly or voters will lose faith.
Green (pun intended) economy is paramount.
Diplomacy
Global unity
and others...

If we are so stupid that we don't listen to all advice from people with experience and take what is useful, then aren't we as closed-minded as the "other side?"

Governing from a centrist perspective is crucial if you ask me, even though I am pretty far left in my personal beliefs. You can't go from an Oligarchy to a Democratic Socialist Green Society overnight. People will get whiplash and you will not be effective. I say take the Middle Path and actually make change over being perfect.

There is nothing wrong with governing from the Center. That's what Obama said he was going to do. Here's the problem... Clinton's policy are not centrist but center right; they supported the Washington Consensus, they gave us NAFTA, they fully supported policies of the WTO, they gave us "welfare reform," and they helped deregulate price of oil. Clinton's policies were a disgrace to the label of progressivism and hiring a bunch of Clinton stooges to develop policy doesn't represent a progressive approach to governance; it represent a DLC, free market, globalization, more of the same approach. The list you indicate provides a framework for the implementation of policy but the policies presented by Podesta and Green aren't what many voters want because they don't represent a significant departure from the status quo.

Everyone settle down. Podesta and Green will be making sure that the transition is smooth and in place. They also have to make sure that potential cabinet personnel have been throughly vetted.. Obama does not want to have the same catastrophic outcome that the first term of the Clinton Administration had.. These folks will go into shadow after the transition is complete. Especially, Green.

Yes, it's difficult to be patient after these 8 long years, but Obama is not even president yet, and as he said in his press conference - he can't step on the current president's(?) toes. This is a very delicate time - things need to get done quickly but carefully as well.

Every blueprint has plans for the foundation. Looking into the crimes of this current administration, would be setting the "footer" for a new foundation to be built upon. To ignore, or forgive, the willful transgressions of Bush and Cheney in the Execution of Government, is to build on quicksand. A Truth & Reconciliation Committee (aka Church Commission) should be formed and pursue Justice for America and what it's supposed to stand for. We'll never get these eight years back, but we CAN do something to ensure they NEVER happen again. Let us restore our Belief in the Constitution. Article II Section 4.

It's very encouraging to see new ethics rules, a "get-to-work" attitude, and a healthy pragmatism.

orgive me but your argument is hogwash. Obama got himself elected using new hands and there are plenty of well qualified people within Washington who can provide liberal guidance. Obama isn't talking to them; he's talking to ex-Clinton people and other Washington Consensus/DLC types, and, this hardly represents a break with the past. I agree we should let Obama govern but please don't close your eyes to the obvious and let elected officials use progressive/liberal labels for regressive, conservative ideas. This is precisely what Clinton did and I found it distasteful.

The US should not be a DOMINANT leader - that's what Bush wanted and it didn't work.
We need to be a THOUGHTFUL leader....­and leaders are usually dominant anyway, but they know how to delegate and keep the peace - especially if they are exceptional (which I believe Obama will be).

these leaks and all of this crap in the press everyday is unnecessary and makes it look like everyone except President-Elect Obama and Vice President-Elect Biden are in charge

G.W. Bush is still President and everyday that Podesta, Emanuel, Green and all of the other Clintonistas are leaking crap it distracts the media from the last minute back room dealings that the Bush administration is doing

You are correct that things need to get done and this country needs to move forward but it is the new president that needs to do it, hastily with command and correct governance. The way he ran his campaign. President Obama does not need everyone's hand in the mix. I'm sure Podesta and Green are effective. However, too many cooks in the kitchen can spoils the soup and in this case can spoil the blueprint of the incoming administration. President Obama is smart, intelligent, effective, productive and moves swiftly. He is also smart enough to realize who to chose as part of his administration to effectively get America back on track. So it is our responsibility as Americans to get behind him and allow him to do just that.

I think it makes Obama look great - the fact that he can pick people that are intelligent and know what they are doing- that's a good thing.
Besides, Bush really doesn't want to be in charge any more anyway...h­e'd rather leave it up to the other guy.
You are right though, we do need to pay attention to his underhanded tricks - ie: allowing for free trade with Columbia in order to get a bailout for the auto industry.

what is needed are facts and a cogent message that is honest and accurate not a bunch of herky jerky missteps and half truths and a bunch of crap that is leaked in a manner that makes the transition team look like a bunch of Keystone Cops

Will you guys get off it...you think that all you do is make a wish and Impeachment happens? It takes 2/3...whic­h we did not have. I am not comfortable at all with Mark Green speaking for the Democratic Party, planning our party's future, or having any position of power at all. Don't forget, he fired Randi Rhodes because of a personal grudge and aired the infamous "kill it" ads against Bloomberg in his ill fated attempt to become NYC Mayor. Obama doesn't need your help, Mark. He has his own vision for change in America. Its why we elected him. Sure he needs to surround himself with excellent smart advisers, which is exactly why he doesn't need you.

Jesus Christ, it seems like everyone has something to complain about. And Obama hasn't even been sworn in yet. President-elect Obama is in charge. After the campaign he ran, I believe he deserves the benefit of the doubt. Give him a chance to govern. If after sufficient time has passed, if it becomes obvious that progressives have been given the shaft in order to implement a DLC agenda, I'll be the first one on here bitching.
