Mayors of three cities hit hardest by the economic crisis _ Philadelphia, Atlanta and Phoenix _ asked the federal government Friday for a piece of the $700 billion bailout package, saying they need help just like financial institutions.

Mayor Michael Nutter of Philadelphia said he wants "to make sure that cities and metro areas are at the table, that their voices are being heard, that our challenges and problems are well understood, so that we can get relief."

The mayors proposed providing loans to help cities pay pension costs. They also want $50 billion in loans for infrastructure investments and additional one-year loans to cities that are unable to borrow cash because of tight credit markets.

"The future prosperity of this country is tied directly to our ability to provide basic services and quality infrastructure to our citizens," Atlanta Mayor Shirley Franklin wrote in a letter to Rep. Charles Rangel, chairman of the House Ways and Means Committee. "We are at serious risk in failing in that most basic public responsibility."

President-elect Barack Obama has also called for some sort of aid to state and local governments so they do not have to raise taxes or lay off workers while the federal government tries to revive the economy. But he has not proposed or endorsed a specific plan.

In Atlanta, an expected budget shortfall of $50 million to $60 million means that 4,600 city employees will have their weekly hours and pay cut by 10 percent. The city has also adopted a hiring freeze for most agencies and dipped into its reserves for $12 million.

And those were not the first budget cuts. Earlier this year, Atlanta laid off 372 employees, eliminated about 900 jobs and raised some fees.

The mayors made their request in a letter to Treasury Secretary Henry Paulson.

Asked about the request, a Treasury spokeswoman referred to Paulson's statement Wednesday that assistance to state and local governments was not the purpose of the bailout funding.

"The focus ... is to stabilize financial institutions and strengthen the financial system, promote lending and so on," Paulson said.

U.S. cities have seen revenue fall 4.3 percent from last year, according to Chris Hoene, director of policy and research at the National League of Cities.

For the first time since 1985, a survey showed that revenue from property, income and sales taxes are all down simultaneously, and widespread cuts in services are likely, he said.

New York City Mayor Michael Bloomberg said he is open to receiving federal assistance, but he doesn't think it's likely.

"We would certainly love to have our share of it," he told reporters Friday. "Everybody's lining up now. There's no industry that isn't saying 'We need a bailout.' There's no government entity that all of a sudden isn't saying 'We need a bailout.'"

Other cities such as Dallas and Wilmington, Del., hope to obtain help from a separate assistance package being promoted by the U.S. Conference of Mayors. Congressional leaders plan to push for a second round of economic-stimulus measures in a lame-duck session next week.

In Lexington, Ky., officials would like $125 million to hire more police and make improvements to a wastewater treatment plant, the airport and the city's downtown.

"These aren't luxury items," Mayor Jim Newberry said. "These requests represent pent-up needs for the basics."

In San Jose, Calif., Mayor Chuck Reed initially said Friday that he planned to request his city's "fair share" of the bailout package _ 2 percent, or $14 billion _ to pay for mass transit improvements and expansion of the area's clean-technology businesses. He reversed course later in the day, saying he wouldn't request the bailout money at this point.

In Philadelphia, the city pension system lost more than $650 million in the first nine months of the year.

Last week, Nutter announced the city would lay off municipal employees, cut salaries, close most of its swimming pools and shut nearly a dozen library branches to cope with a $108 million shortfall this year caused by declining business and real estate tax revenue. The deficit could grow to $1 billion over five years, he said.

Phoenix's budget deficit is at least $200 million and could reach $250 million by June if tax revenues keep sliding. That figure represents up to 22 percent of the city's $1.2 billion general fund, which pays for most city services.

City officials say the cuts will affect every department. Phoenix will probably reduce hours at libraries, community centers and public pools and cut bus routes, among dozens of other actions.

If the government agrees to help, Phoenix could use the money to build new police and fire stations, water-treatment plants and extensions to a new light rail network.

"We're going to have to do this in order to keep our city growing and healthy and safe," Mayor Phil Gordon said.

No bail outs for for the big three car companies.
I would rather they give the money to the new start-ups or do a 40 billion dollar national lotto, than give it to these clowns!

The big three has had YEARS to get their acts together (since the late 70s). The greedy management blames everyone but themselves which is the main problem! They are so out of touch with the market.

People don't want to buy their cars because they don't hold their value and STILL are poorly made. What is worth more on a trade in...a 2002 Ford F150 or 2002 Toyota Tundra?

And GM got real stupid a few years back and threw their EV1 in the crusher and went with the Hummer. The management now needs to be thrown in the crusher!

There are a TON of new electric car companies in the US that will take the big three's place.

Sell off the GM and Ford commercial truck and other divisions to these companies with some government help. Let the start-ups decide what works. Chrysler is privately owned by the terminally rich so...Bye Bye!

The smart auto workers will find jobs at these new companies.

Its a mature industry... list all the new startups? NONE. . You need economy of scale. Auto MFG is a government funded protected industry in the world. Europe only allows Japan a 15% share of its market due to predatory pricing.


Nissan and mazada were on the ropes a couple of years ago.. they got zero interest loans. Mitsibishi is not doing well, Toyota has piled up huge debt selling cars here at no profit to gain markets share..

GM/Ford products are good now, Its not 1980! They have the most Hybrid models. A better average fleet mileage. We did not buy small cars until the oil speculation took over. There was no oil shortage (yet).


We have been buying from foreign car companies that dont pay for research nor their employee healthcare. . Would you pay twice as much for a Celica in Japan?


No one else is free market. CHina's car companies are owned by the government and the governement owns 50% of every company doing business there.

Detroit has been terrible. They had older plants and older workers! .


You all sound like repugs.. lets gut the Jobs here. Heck we can open up some more Pizza parlors and import more STUff! aPPARANTLY ITS NOT JUST CARS WE CANT MAKE.. ITS MEDICAL EQUIPMENT, eLECTRONICS, computers, TVs, Phones, A/Cs, appliances.. nothing... is made here! So its just not the auto industry then is it?


If GM/Ford go under then you can kiss the Obama presidency goodbye..

Sounds like several over 65 year old men in my neighborhood :"WA WA why the heck should I pay for schools, my kids are grown and don't need them anymore ... why should I care if we import so much oil that our national wealth is draining away to pay for me to drive my caddies, ...WA WA why should I pay taxes for roads, I sit on my butt and listen to Fox and Rush who does all my thinking for me because I trust him cause he hates everyone who thinks differently too... WA WA don't you dare touch my social security and medicare BUT for petes sake take away food from that damn baby... it should get out and work , probably is a damn illegal anyway...WA WA so what if the military, the social security and medicare and the interest on the debt that belongs to Reagan & Bushbaby is 3/4s of the Federal budget. that taxes pay for...WA WA I shouldn't have to pay more taxes, leave it for all those illegal children to pay for me to be comfortable and live to be 90, I AM ENTITLED ".

the problem remains simple to identify - a need for constant cash flow but no funds accessible let alone available.... this comes down to a tax system (progressive...) that doesn't solve the problem in the least... a value tax ranging from eight to twenty-five percent would create a national revenue pool for everyone and provide the necessary capital required for infrastructure and carefully managed programs held to stringent oversighting. 'main street' needs to be paid a straight pay (40 hours work = 40 hour pay..) and like the lottery, a large accessible and available revenue of constant monies needs to be created AND oversighted stringently. receiving loans will not solve the problem - the long run approach requires the elimination of income taxes AND the addition of a value tax on all goods and consumer services. the 21st century requires the elimination of fdr style politics unless the use of world war III can really be seen as answers to the current financial crisis and dilemmas....

If money were more accessable(referring to obtainable currency, not credit) to those who deserve it most, this problem surely would have never arised... but NOW that we are here... People are shocked!

If minimum wage would have been fluctuated with the insanely rise in cost of living in the past decade, maybe the average American family would have a few extra dollars in their savings to lets say...

Buy necessities, not just for yourself, but many people have families and children whom cannot go unattended, (like my 4year old son who doesn't even understand this selfish world his father has to endure to provide for him).

Or... Maybe one day pay off my student loans, Or... send my son to college (which honestly looks impossible right now, sad to say for my little man).

People are forced to eat more McDonalds and keep shopping at Wal-Mart. It's all ridculous! But it had to happen. (it always takes a disaster in America to fix a problem)

The fix is easy, this divided America we have lived in for so long is now deseasing, and there are smart, willing, dedicated people out there who really want to help this nation AS A WHOLE, the resorces are there, LETS USE THEM!

I don't feel sorry for these cities. Politicians will try any trick in the book, except doing their job, to stay in office. The leaders of these communities are short of money? Bite the bullet and raise taxes!
If my city wanted to rebuild my street, they would do it and bill the homeowners. If the tax base of a
city shrinks, then the only way to meet costs for the city is to either raise taxes, or lower spending(or borrow from China). As the recent election shows, citizens are not stupid. if higher taxes are needed, most people will complain and go along -- as long as the increase is needed, not used for pork.

People in America need to realize jus what got America in this shape..."cheap" yes so-call cheap items from a foreign land.

Now! if there be 182 country's making items for the world to buy and they have only 5% of the pie in China...duh! This company makes the nice people of China support their currency(yuan) by keeping it in their country working for the people there.

People...its all about the currency and to keep a currency strong you got to keep it floating around the country you live in so it can work for you. For the past 12 years all them US dollars are being shipped overseas to a foreign bank and with the American worker not making anything for the foreigner to buy the "we the people" have to turn to the "second" largest employer in America(Uncle Sam) to sell "we the people" debt in order to get all them dollars back!

50 years ago a foreigner would had given their left nut for a US dollar or a Hershey's chocolate bar and today the same foreigner has got Uncle Sam and the American consumer by both all the while Hershey is moving the chocolate factory to Mexico. Wake up! America and think "MADE IN AMERICA."

Hey - don't y'all Know?
The Drug War IS a political strategy AND a jobs program!
It's for low-income America.
Keep all "the people" placid and occupied -- consuming, obtaining, making, selling, distributing, fighting, preaching, saving, busting, lawyering and sentencing -- on drugs.

Keep inner-city "excess" males (economic planned unemployment) incarcerated.
Keep rural "excess" males employed, guarding and providing other support services for the incarcerated. Whole communities function on this arrangement all across the U.S. (Where are the prisons in Your community? Find Out! Who's in them? What for? How many people's jobs are directly or indirectly linked to each prison?)

No one wants to pay attention to this arrangement, call it out, judge it as wrong - so, it must be A-OK with Americans!
It works.
But at a high human and moral cost. Especially to the communities where the incarcerated & the guards must return home to "normal" society. Each has been psychologically damaged for life. Pass it on through generations. HEY, at least the scheme works in dollars. Right? Whee!?!

Mayor Nutter is being a bit disingenuous because there is a single-payer healthcare bill in both houses of the Pennsylvania Legislature that would, if enacted, solve his problems. Philadelphia currently pays 26% of payroll to provide health benefits to its employees and another $35 million to cover its retires. It is projecting that those costs will go up by 23% in the next five years. The single payer bill would provide comprehensive healthcare to every Pennsylvanian, including Philadelphia retirees, and it would cost every employer, Philadelphia included, only 10% of payroll. If we had this in place in 2008 Philadelphia would have saved more than $270 million, and the savings would grow every year. That savings would wipe out Philadelphia's projected 5-year $billion dollar deficit and transform it into a $,5 billion surplus. The mayor should get behind these bills (SB 300 and HB 1660) now! It is really a no-brainer. More than 60 Legislators have already become sponsors, or are about to. Of course the Mayor would incur the wrath of the Health Insurance and Pharmaceutical industries if he became an advocate for single-payer healthcare.
