DUBAI, United Arab Emirates — Rudy Giuliani said Sunday he will consider running for governor of New York and isn't ruling out a second attempt at the U.S. presidency.

A one-time presidential front-runner and former mayor of New York City, Giuliani dropped out of the race for Republican nominee in January after losing the primary in Florida, where he had poured the bulk of his campaign resources.

"No one knows whether you'll do something again until you come to the point of: 'Is it possible to do it again? Would you have a chance of winning?'" he said of a second White House bid following a speech in Dubai. "I mean those are just things you can't evaluate right now."

He said Sunday he is not sure whether a different strategy would have won him the nomination. The financial crisis gave Democrats a natural advantage in this month's elections, he said.

"If you had told me a year ago we would have a major economic crisis, I would've told you it would be very hard for any Republican ... to win," he said in during a question-and-answer session with CNN International anchor Hala Gorani at the Leaders in Dubai Business Forum.

In response to a question, Giuliani did not rule out running for governor of New York.

"I don't know if I'd be interested in it, but I'll think about it when the right time comes along," Giuliani said.

Current New York Governor David Paterson said last month he will run in 2010 for a full term in office. He assumed office after his predecessor Eliot Spitzer resigned earlier this year amid a prostitution scandal.

Giuliani sidestepped a question about whether he would serve in Barack Obama's administration.

"You never answer questions like that hypothetically," Giuliani said. "Very few people ever turn the president down, but that's an unrealistic situation."

The Republican, a former federal prosecutor, served as associate attorney general under President Ronald Reagan. His name was among those mentioned as a possible attorney general pick had eventual Republican nominee John McCain been elected president.

The cross dresser won't win, he knows it too. I always hated what he did to Time Square. To me, he cleaned it up, but also took away alot of it's spirit.

i'd say you're not a true new yorker. for you to hate what giuliani did to times square is contrary to what most of new yorkers felt when he cleaned it up, and add to that the squeegee men who harrassed motorists (like me), and the homeless people who harrassed pedestrians.

i don't agree with his political views, nor with his invectives against PE Obama, but i'd say he would be great for the state of new york as governor, bad for the country as president.

New York wd never vote Giulliani into any office again. Same applies to Hillary. She better grab that SOS offer with all her might.

Take it from a life long New Yorker. Rudy will go down in flames faster then the Hindenburg did. He is hated here in the city and is lucky that he dropped out of the Presidential race before there was a Primary here in NY because the late night comics would have had a field day with jokes about the 2 votes he might have received.

He can "consider" it all he wants. After the fool he has made of himself durring this election season- calling his own fellow New Yorkers "elitist" at the RNC- he can kiss that chance good bye! You cant pander to the "Confederates" then try to come home to the "Yankees"... not gonna happen! And the way he bastardized the 9/11 tragedy- New yorkers have no respect for him- does anyone??

Guliani has about as good of a chance at being Governor as he did at being President...lol, Plus Governor Patterson is doing a good job and should be able to hold his seat as Governor.

Wow, I:m impressed. Rudy the Red Nosed Mayor beefing up community organizer skills in...Dubai? The game plan- sit out all primaries except Buffalo .. march out big guns on economy like Fred the Law & Order Man who can rant about the benefits of preserving the NYC TV industry ..big question how much stumping willl Sarah do for him.
