Despite trailing his opponent by slightly more than two hundred votes, Democratic challenger Al Franken stands a strong chance of passing Sen. Norm Coleman during the upcoming recount, according to at least one prominent political scientist.

Professor Michael C. Herron of Dartmouth College, has put together a new study of the voting patterns in Minnesota, in the process determining that the majority of voters who cast unrecorded ballots in the Senate race were likely Franken supporters.

"If someone put a gun to my head and said, 'You have to bet,' I would bet Franken," Herron said, when reached by phone. "It won't be a wipe-out. Two hundred votes is effectively tied. We just know that, in this case, Democrats tend to [screw up their ballots] more often [than Republicans]." In Minnesota, the "intent" of the voter is considered during recounts.

According to Herron's analysis, of the 2.9 million people who went to the polls in Minnesota, there were approximately 34,000 residual voters in the Senate race. In other words, there were 34,000 more ballots cast than total number of recorded votes for all the Senate candidates.

Why the difference? A good portion of voters, Herron concludes, voted in the presidential election but deliberately did not vote for a Senate candidate. These people won't matter when it comes to a recount.

There is, however, a portion of the 34,000 who intended to vote for one of the Senate candidates but messed up. Voters were supposed to fill in the circle next to the name of the candidate they supported. Some, however, marked X's. Others circled the name itself or crossed out the names of candidates they didn't like.

This group is key to determining the Minnesota Senate victor.

In his study, Herron looked at the figures from the 2006 congressional election and the 2008 presidential election to determine which areas of the state have the most residual voters. By isolating these areas, Herron could determine which group was most likely to have wanted to vote one way but failed to cast their ballots properly.

He found that the majority of residual voters came from two, not necessarily distinct places: African American communities and traditionally Democratic communities. With the former, he theorized, there was likely a "turnout surge" -- many people went to the polls to support Barack Obama and no one else (or at least not Franken). The latter, however, contained voters who "almost certainly intended to cast a vote in the Senate race [and likely for Franken] but for some reason did not do so."

How big that group is, is crucial. And a way to figure it out is to first look at how Barack Obama and John McCain fared in the state.

According to Herron there was an approximately 0.34 percent residual vote rate in presidential race voting among Minnesotans. This means that of the 2.9 million votes cast for a presidential candidate, nearly 10,000 individuals wanted to vote but screwed up. There may have been people who wanted to vote in local and congressional contests, but not the presidential race. But this group is likely quite small.

In other words, there are probably somewhere between 8,000 and 10,000 Minnesota voters who had clear problems filling out a ballot when voting for all contests (Senate and presidential). Many of these individuals, moreover, hailed from Democratic communities.

"Ultimately, the anticipated recount may clarify the relative proportions of intentional versus unintentional residual voters," writes Herron. "At present, though, the data available suggest that the recount will uncover many of the former and that, of the latter, a majority will likely prove to be supportive of Franken."

All Franken needs is to win more than 207 votes from this group than Coleman, and he will take over the Senate seat.

The machines are similar to the ones they use for the lottery. If you erased the mark off one number of a lottery card and filled in the number next to it on the card the machine might read that too many numbers were picked or in the case of voting might not register the vote for either of those candidates.
Why is it again that I receive a receipt for the lottery numbers I pick but can't get a receipt for the candidates I have chosen???? I would gladly pay a dollar to obtain a voting receipt.

My favorite lottery quote is "The Lottery is a TAX on the mathematically challenged­." I wish I could remember who said it. It was some math professor on a local news channel.

If you were charged a dollar for a receipt showing for whom you voted, that would essentially be a poll tax. You might gladly pay a dollar, but poor folks won't spend their last dollar on voting--they're way more likely to spend it on the lottery. As long as there is a paper trail of some sort, voting should be fine. Fortunately, Minnesota uses optical scan machines that include a paper trail, receipt or not. If you're using a touch screen or some other electronic device, don't offer to pay a dollar. Instead scream, cry, rant, and rave until your state agrees to buy voting machines that provide a paper trail for accurate recounts!

We can have 99.99% accurate voting. Yes, we can. The politicians and special interests just don't want to do it. If ATMs can do accurate documentation of money transactions (the most important thing in the world) then they can make accurate voting machines that provide a paper trail for the voter and internally in case a recount is needed. There, problem solved.

All voter registration should be done at a government facility, no ACORN nonsense. If a person can't go, then a government agent can go to their house. I live in Los Angeles County and a person came to my door to inquire about and register my cat for a license, so it can be done. She was going door to door and not just to my house. All the excuses we've heard from both parties are unacceptable at this point.

I am in the midst of realizing how freaking inept my local government is in just about everything. what is it about government entities? virtually everytime I have to deal with government employees the thought runs through my head...if i behaved that way in any of my jobs, i would have lost it. the job that is.

Your local government is far from "inept" as you say.

I don't know which backwater town you live in, but here in Chicago, things run pretty damn well. For example, the other day my wife and I went to the DMV to change the addresses on our drivers' licenses (we just moved) and it took us all of about 8 minutes.

Our streets and alleys are clean and well-lit, our garbage is picked up at exactly the same time every Friday morning and the parks are immaculate and safe.

I have had to deal with insurance companies, the cable company and the phone company. I've waited hours on the phone, had billing problems, waited for the gas company to show up to turn on new service. If these are examples of how well "private industry" works, I'll take government every time.

I bet we can all think of thousands of ways that government works better than private industry. That bit of conventional "wisdom" from the Reagan Era, that government is the problem, is out of date.

Speaking as a part-time government and self-employed entity, I would say any - I repeat ANY !! - large organization of human beings blunders ahead more on inertia than rational thought. Yes, we all run into inept people. I recently had to change my DSL service because the service people, though extremely polite and responsive, were very ineffectual. I doubt anyone there lost their job despite my complaints.

We need to make voting easier and more accessible. I would tend to agree with the ATM example though I understand there may be good technical objections. Saturday would be nice and the early voting seems to have helped. Let's be open to possibilities.

Tuesday voting is a throwback to the 1790's. People back then went to church on Sundays. Voting on that day would have violated a lot of people's moral codes. Even travelling on Sunday to vote on Monday would not have been acceptable to a large part of the population. Since you had to travel to the county seat to vote, often a long way away from your home (especially in plantation country), a white man would kiss his wife and children good bye on Monday morning, travel all day, spend the night near the polling place, vote Tuesday morning, and be home either late Tuesday or sometime Wednesday.

I agree it should be changed now, but not to Sunday. I think Bill Maher (could have been someone else, but I think it was him) made a good case the other day for Wednesday, and making it a national holiday. Wednesday would keep people from taking a long weekend, and so they would be home to vote. Making it a holiday would allow more people to vote. I think voting should also be extended to a 24 hour period--midnight to midnight or 6am to 6 am. It doesn't matter what hour it starts and stops as long as it is 24 hours. Of course, lots of states have early voting, but if "early votes" aren't counted until much later, it doesn't benefit anyone. Look at Alaska's senate race. Two weeks later and they are just getting to the "early" votes.

I am hopeful Franken will win...but honestly, every time I hear him interviewed his monotone, droning voice has me wanting to reach down his throat and pull the words out. When I hear him I always flash back to thirty years ago when he was a comedian; I think he was on SNL, and he did a bit where he portrayed a boy with a brain tumor who was losing his syntactical ability. Very unfunny. Now, when interviewed, he doesn't even sound like he wants to win the damn seat.

Hopefully Franken will win. It's time to root out politicians of any party that do improper things such as Sen. Coleman has done by accepting gifts and not reporting them and taking improper campaign donations. And I'm sure this is just the tip of the iceberg.

Americans need to hold their elected officials accountable and to higher standards in terms of ethics and values. When they fall short, out they go. Yes people are human and make mistakes, but when they are representing the people, they should not be advocating for themselves.

voting isn't about the voter proving they didn't make a mistake. voting is about citizens choosing candidates. if a voter accidentally marks the box for a candidate, scratches it out and properly marks the box of another candidate you have to do backflips of logic not to understand the intent. that is just one example. if a voter circles the box of candidate rather than filling in the box or marking it with an x, the intent is there, even if the machine reading the vote doesn't recognize it.

there is no poll tax. there is not simon says. there is no dexterity test to vote. sorry.

Not every ballot had a perfectly colored in circle. A friend of mine who is an election judge said you wouldn't believe how messed up some of the ballots are, but when manually scrutinized you can easily tell who they wanted. That is intent - got it?
