Despite trailing his opponent by slightly more than two hundred votes, Democratic challenger Al Franken stands a strong chance of passing Sen. Norm Coleman during the upcoming recount, according to at least one prominent political scientist.

Professor Michael C. Herron of Dartmouth College, has put together a new study of the voting patterns in Minnesota, in the process determining that the majority of voters who cast unrecorded ballots in the Senate race were likely Franken supporters.

"If someone put a gun to my head and said, 'You have to bet,' I would bet Franken," Herron said, when reached by phone. "It won't be a wipe-out. Two hundred votes is effectively tied. We just know that, in this case, Democrats tend to [screw up their ballots] more often [than Republicans]." In Minnesota, the "intent" of the voter is considered during recounts.

According to Herron's analysis, of the 2.9 million people who went to the polls in Minnesota, there were approximately 34,000 residual voters in the Senate race. In other words, there were 34,000 more ballots cast than total number of recorded votes for all the Senate candidates.

Why the difference? A good portion of voters, Herron concludes, voted in the presidential election but deliberately did not vote for a Senate candidate. These people won't matter when it comes to a recount.

There is, however, a portion of the 34,000 who intended to vote for one of the Senate candidates but messed up. Voters were supposed to fill in the circle next to the name of the candidate they supported. Some, however, marked X's. Others circled the name itself or crossed out the names of candidates they didn't like.

This group is key to determining the Minnesota Senate victor.

In his study, Herron looked at the figures from the 2006 congressional election and the 2008 presidential election to determine which areas of the state have the most residual voters. By isolating these areas, Herron could determine which group was most likely to have wanted to vote one way but failed to cast their ballots properly.

He found that the majority of residual voters came from two, not necessarily distinct places: African American communities and traditionally Democratic communities. With the former, he theorized, there was likely a "turnout surge" -- many people went to the polls to support Barack Obama and no one else (or at least not Franken). The latter, however, contained voters who "almost certainly intended to cast a vote in the Senate race [and likely for Franken] but for some reason did not do so."

How big that group is, is crucial. And a way to figure it out is to first look at how Barack Obama and John McCain fared in the state.

According to Herron there was an approximately 0.34 percent residual vote rate in presidential race voting among Minnesotans. This means that of the 2.9 million votes cast for a presidential candidate, nearly 10,000 individuals wanted to vote but screwed up. There may have been people who wanted to vote in local and congressional contests, but not the presidential race. But this group is likely quite small.

In other words, there are probably somewhere between 8,000 and 10,000 Minnesota voters who had clear problems filling out a ballot when voting for all contests (Senate and presidential). Many of these individuals, moreover, hailed from Democratic communities.

"Ultimately, the anticipated recount may clarify the relative proportions of intentional versus unintentional residual voters," writes Herron. "At present, though, the data available suggest that the recount will uncover many of the former and that, of the latter, a majority will likely prove to be supportive of Franken."

All Franken needs is to win more than 207 votes from this group than Coleman, and he will take over the Senate seat.

If you are demanding an IQ test for being eligible to vote, being able to properly fill out the ballot is not a sufficient test. Equality is not a principle that lends itself to "some not all" I'd rather have nice dumb people voting than mean smart people.

If you can't figure out how to understand legal precedent and Minnesota state law, you should keep your elitist opinion to yourself. Your ignorance is showing. What you or I think of the people involved is irrelevant. In Minnesota, intent is all that matters, and there is a rock solid recount process which will stand up in any court Coleman cares to take it to.

Paper ballots leave the paper trail. Some of these votes weren't "seen" by the scanners even though they were filled out. It's not a "florida hanging chads" situation. Minnesota election law is calling for this recount and I would not be surprised if Al gained thousands off ballots that the senatorial race showed had no vote made, because of scanners. Hopefully my home area "The Iron Range" which is strongly democratic with hard working people will push Al Franken over the top. And to the republicans on this board, why were you not whining during the last Minnesota Senate race when there was an automatic recount--could it be it was okay with you when the republican candidate was behind??

I'm with you! Having been born and raised on the Range I feel that the recount will go in Franken's favor and that the votes will come form the Range and other outstate counties.
And YES it's always okay with the Republicans when it's in there favor. Look at all the whining and court action that Coleman's done since the election in hopes of having an effect on the recount! Plus he declared himself the winner when it had already been annouced that an automatic recount was going to happen!
The Republicans have had 8 years and look at where this country is at. It's time for President Obama and the Democrats to bail us! That is if Bush and the Republicans don't push us to the point of no return!

Poor and uneducated, and in particular poor and uneducated minorities and foreigners tend to vote Democrat because they perceive they look out for them more (and probably do, but they still look after corporations, and special interests too much like Republicans). Their voting intentions are just as valid as yours. Think about it and be fair.

I write reports for hospitals, blow oxygen up people's noses, and am a licensed real estate broker.

That Al Franken can deliver a joke well, and that over half the voters in MN prefer him to Norm Coleman is very comforting to me, my hospitals and my patients and sellers. That you can not discern the difference between a clown and a comic is sad. Before a comic can tell his first joke, he must have a realistic grasp of the state of the world.

My guess, ... you don't live any closer to MN than I do. He will be IMHO, a very good senator.

Stealing elections? The ballots will be examined by the same criteria for Franken or Coleman. If an election is to judge the voter intent of those participating then clearly if a person doesn't completely fill out a bubble, or marks it too lightly, or uses an "X" shows intent.

I use Scantrons in my classes a lot. About 1/1000 Scantron questions read make an inexplicable error. Perhaps there was dust on the reader, or a slightly bent form, or something. But often an erasure is read as the response when it's clearly another option marked. Sometimes a hyper darkened option is misread. In any case, I go through every Scantron form to look for errors.

So your standard is that if someone puts an X in the circle instead of filling the whole bubble, their vote should be discarded? I just want to know where you stand on that, because if you are going to throw a pretty clear vote out the window based on that simple difference then I am sure we can find some other justifications too. What if they filled in the bubble 80% but the machine doesn't detect it? Please, enlighten us with your standard.

Folks, I am super depressed about the Democrats beggin and pleading Lieberman not to leave us and go back to his ex, the GOP.

So help me out here, I know Franken from the radio, and being that he has a connection to folks like us, I would imagine he plans to fight for citizens in the Senate, and not for himself.

The only problem is I haven't heard a word spoken from Franken, sure lots of calls on DKOS and MYdd to raise money for him, and sure, Franken's folks telemarketed me twice a week the whole election.

So what I want is if anyone can hook me up with some Franken fluff, some youtube clip or editorial he wrote this year to pump up his voters.

Im not trying to hate here, just being honest that as Maryland Democratic activist, I havent see one piece of pro Franken propaganda.
And Like I said, I need to see this just so I can have some hope that we elected one good Senator this year.

I certainly hope that the study proves correct, but I always thought that a Democratic voter (or in this case, a Franken voter) would be the more intelligent. So the assumptions in the study worried me. But then I realized that I have a tendency not to read directions or to make quick and dirty mistakes in doing certain work, so it is more of a matter of what Jungians call "sensation function" rather than intelligence -- those of us who are not strong on sensation sometimes leave our keys odd places, lose various things, or mark ballots incorrectly.
