Democrats Demand Bush Halt Efforts To Place Political Appointees In Career Jobs

Democrats in the Senate called on President Bush to halt any effort by his administration to place political appointees in career jobs just weeks before his team leaves office.

But the White House yesterday said there is no orchestrated effort to embed Bush loyalists in the federal workforce before Barack Obama's inauguration Jan. 20. As happens with any handover of administration, hundreds of current officials in political jobs will be forced to relinquish their posts, and career workers will stay on.

Appointees - employment runs out when the president leaves; its easy to fire appointees

Career job - permanent job in the federal government (you can stay until you retire); harder to fire

Political appointees serve at the pleasure of the President. When he goes, you go.

Career jobs mean civil service, the real people who do the work of the government. They are usually career employees, very well trained and dedicated to public service. It's very hard to oust civil service workers, as the job carries with it protections against capricious firing, which is something that you need in a political environment.
