ST. PAUL, Minn. — City and county workers across Minnesota began a laborious recount Wednesday of more than 2.9 million ballots in the tight U.S. Senate contest between incumbent Republican Norm Coleman and Democrat Al Franken.

The state's first look at recount figures showed that nearly 16 percent of ballots were recounted by the end of the day, with 221 challenges statewide. Coleman helpers challenged nine more votes than Franken's.

Election workers have until Dec. 5 to complete the recount.

The recount is required under state law because the votes cast for Coleman and Franken differed by less than one-half of 1 percent. Coleman's 215-vote lead heading into the recount translated to 0.008 percent.

The count of nearly 300,000 ballots in Ramsey County _ home to the state capital _ is likely to take several days.

Before the sorting began, county elections manager Joe Mansky laid out the task and the ground rules: 30,000 ballots to count each day, or one every five seconds for each counter. No one but county election employees or election judges may touch the ballots. No food or drink, no talking.

"What we're going to be looking for today is any ballots where the voter intent is not absolutely clear," Mansky said. "There are very, very few ballots on which we are not absolutely clear."

He also said counting would take place six hours a day. "There is a limited amount of time that you can count or pile ballots without getting a little crazy," Mansky said.

In adjacent Hennepin County, the city of Minneapolis, a Democratic stronghold, was conducting its own recount of all 131 of its precincts.

Minnesota's race looms large in the Washington power struggle. Depending on another undecided contest in Georgia, the Minnesota outcome could determine whether Democrats attain a 60-seat majority that would enable them to overcome Republican filibusters.

On Tuesday, Sen. Ted Stevens, the longest-serving Republican in Senate history, narrowly lost his re-election bid in Alaska. His defeat by Anchorage Mayor Mark Begich gives Democrats 58 seats, when two independents who align with Democrats are included.

In all, 49 of 107 recount sites _ some county, and some city _ began their work on Wednesday. A state canvassing board will take up their results and make rulings on disputed ballots beginning Dec. 16. Any litigation could drag a final resolution well into 2009.

Both campaigns were warning their supporters not to read too much into updated recount numbers released at the end of each day.

"It's sort of like watching the stock market these days," said Fritz Knaak, a lawyer representing Coleman in the recount. "It's going to go up, it's going to go down."

Separately Wednesday, Ramsey County Judge Dale Lindman granted Franken's request for the release of information on voters whose absentee ballots were rejected. Franken wants the rosters of disqualified absentee voters in all 87 counties to determine if they were properly rejected.

Lindman's ruling applies only to Ramsey County, the state's second-largest county, but it represents a partial victory for Franken. The state canvassing board hasn't decided whether to allow wrongly rejected absentee ballots into the statewide recount.

You know why is it that Franken sugessted Coleman had a "Sugar Daddy" and then you hear that Coleman had been given some fancy "suits" as a gift then you hear that Coleman gets to use some guys basement apartment in D.C. rent free. Then I hear Coleman may be a "closet" gay. Wow what would Bachmann think?

Al Franken was in the same business as Ronald Regan.
Show Business.
There's no business like Show Business.
It takes a strong will and determination to make it in Show Business.
Franken has the goods.
Now he leaves Show Business behind and excels in Politics.
He'll be better than the guy who has the job was, on day-one.
Franken know when it's time to be serious. He's serious right now.
Minnesota will be proud to have him as Senator.
The Country would be better-off with a few more Senator's like him.
Don't call him funny-man, comic, or entertainer.
The comic pulling all the funny-business is the corrupt guy in that Senate Seat, right now; soon to be displaced by a guy you know you can trust!

Yes, I'm feeling pretty good about the Dems hopes for 60. Let's see all we need is for Saxby Chambliss to lose in Georgia and SNL alum Al Franken to defeat hippie turned Republican Norm Coleman in Minnesota. Don't forget anything can happen in the state that made Jesse The Body Ventura its governor!

Coleman knows that he has lost this if they count the votes accurately. My understanding however is that
Minnesota is one os those states that is interested in accuracy so we may get some fairness here and Franken will be the winner.

If they allow the undervote to be counted then I think Franken has this thing won. The GOP will spend it last dollar to prevent the undervote from being counted. Typically, the undervote is predominately first time and minority voters both tend to come from heavily Democratic precincts.

Find out if Karl Rove's people were aiding Colemen. If the answer is yes--give the election to Franken, as hefty percent of Coleman's vote is illusory.

Rove hasn't done an honest thing since high school.

This isn't truly likely, however I found this snipit of analysis on FiveThirtyEight.com interesting...

"Using the Daily Kos estimate that 52.5% of recounted ballots will go to Franken (after dropping votes for third parties), we estimate a net gain of 206 votes for him, which is almost exactly the margin by which he presently trails Norm Coleman. (The margin is in fact exactly 206 votes as of this writing)." - Nate Silver

The questions are this. How many ballots are in the reject pile? How many of those ballots are democrat votes vs republican votes? Lastly, why should not all votes be counted, and if they can be ruled as valid in a court hearing they should be ruled valid now. That is only fair. Why wait for the courts to step in and rule them valid, this only makes the process that much more difficult. Further more counting the rejected ballots now, only adds credibility to the process and the belief that "ALL" votes count.

You tell 'em fritzy! Procedures like reviewing every ballot to confirm voter intent is TOTALLY DIFFERENT than reviewing absentee ballots to confirm voter intent! Brilliant!

Why is it so difficult for Americans to count votes? In Canada every single vote is cast by hand, with a pencil on a piece of paper and is counted by real people, not machines.

And we have the results within 1-2 hours of the election.
