WASHINGTON — A Democratic Congress, unwilling or unable to approve a $25 billion bailout for Detroit's Big Three, appears ready to punt the automakers' fate to a lame-duck Republican president. Caught in the middle of a who-blinks-first standoff are legions of manufacturing firms and auto dealers _ and millions of Americans' jobs _ after Senate Democrats canceled a showdown vote that had been expected Thursday. President George W. Bush has "no appetite" to act on his own.

U.S. auto companies employ nearly a quarter-million workers, and more than 730,000 other people have jobs producing the materials and parts that go into cars. About 1 million on top of that work in dealerships nationwide. If just one of the auto giants were to go belly up, some estimates put U.S. job losses next year as high as 2.5 million.

"If GM is telling us the truth, they go into bankruptcy and you see a cascade like you have never seen," said Sen. George V. Voinovich, R-Ohio, who was working on one rescue plan Wednesday. "If people want to go home and not do anything, I think that they're going to have that on their hands."

The automakers _ hobbled by lackluster sales and choked credit _ are burning through money at an alarming and accelerating rate: about $18 billion in the last quarter alone. General Motors Corp. has said it could collapse within weeks, and there are indications that Chrysler LLC might not be far behind. Ford Motor Co. has said it could get through the end of 2008, but it's unclear how much longer.

For now, however, with the federal emergency loan plan stalled in the Senate, lawmakers in both parties are engaged in a high-stakes game of chicken, positioning themselves to blame each other for the failure.

Senate Majority Leader Harry Reid, D-Nev., scrapped plans Wednesday for a vote on a bill to carve $25 billion in new auto industry loans out of the $700 billion Wall Street rescue fund.

It's really up to Bush's team to act, he said.

"I don't believe we need the legislation," Reid said. Treasury Secretary Henry Paulson can tap the financial industry bailout money to help auto companies, Reid said, but "he just doesn't want to do it."

Not our responsibility, countered the White House.

"If Congress leaves for a two-month vacation without having addressed this important issue ... then the Congress will bear responsibility for anything that happens in the next couple of months during their long vacation," said Dana Perino, the White House press secretary.

She said there was "no appetite" in the administration for using the financial industry bailout money to help auto companies.

The White House and congressional Republicans instead called on Democrats to sign on to a GOP plan to divert a $25 billion loan program created by Congress in September _ designed to help the companies develop more fuel-efficient vehicles _ to meet the auto giants' immediate financial needs.

Voinovich and Sen. Kit Bond, R-Mo., along with Democratic Sen. Carl Levin of Michigan, were at work on that measure Wednesday, trying to placate skeptical Democrats by including a guarantee that the fuel-efficiency loan fund would ultimately be replenished.

"It is the only proposal now being considered that has a chance of actually becoming law," said Republican leader Mitch McConnell of Kentucky.

If an acceptable deal emerges, Reid said it could be passed as part of a measure to extend jobless aid to unemployed workers whose benefits have run out. A vote on that bill is likely on Thursday. Negotiators were discussing a scaled-down aid package of $5 billion to $8 billion to help the automakers survive through year's end.

But there was little sign that Democratic leaders would go along.

"We have to face reality," Reid said.

They are vehemently opposed to letting the car companies tap the fuel-efficiency money _ set aside to help switch to vehicles that burn less gasoline _ for short-term cash-flow needs.

All of which leaves the Big Three bracing for a bleak winter without government help.

GM CEO Rick Wagoner told a House committee Wednesday that the downfall of his industry would ripple through communities around the nation. Pressed by lawmakers, Wagoner wouldn't say precisely when GM would run out of money without a government lifeline, but he disclosed that the company now was burning through $5 billion a month.

Still, with the $25 billion emergency package, "we think we have a good shot to make it through this," Wagoner said.

Many lawmakers in both parties are now openly discussing whether bankruptcy might be a better option for auto firms they regard as lumbering industrial dinosaurs that have done too little to adjust their products and work forces for the 21st century.

The carmakers argue that bankruptcy would devastate their companies, but proponents say it would give them a chance to reorganize and emerge stronger and more competitive.

It's unclear, though, whether Democrats controlling Congress are willing to risk being blamed for letting one of the Big Three _ symbols of the nation's once-mighty manufacturing sector _ go under.

Bailout-shy lawmakers got an earful from jittery constituents last month when the House let an early version of the Wall Street rescue fail, sending the Dow Jones industrials tumbling and erasing more than a trillion dollars in retirement savings and other investments. Congress took a deep breath and reconsidered, passing the plan a few days later.

Faced with a similar collapse in the auto industry, the Bush administration might yet decide to step in to help the auto companies, or the Federal Reserve could step in _ though both have steadfastly refused to do so.

If not, lawmakers have left themselves a contingency plan: Come back to Washington in December for yet another postelection session where they might be able to strike the deal that now seems beyond reach.

Democratic leaders are planning to gather for an economic conference the week of Dec. 8, noted House Majority Leader Steny H. Hoyer, D-Md.

"That is available," Hoyer said this week. "The year has not ended."

The FEAR FACTOR of losing 3 million jobs is rampant on this site. People will still buy cars, just NOT Detroit ones. If jobs are lost initially, other industries, to include a new DETROIT will hire them. It will take TIME, which I understand, is working against a DEM Congress and the new President.

I heard this new job blather when the right was talking about outsourcing jobs.

The number will be higher than 3 million when the dust settles.

Your right wing leaders are all to happy to allow this to happen because it will ham string the incoming DEM congress and president you so gleefully wish to see fail.

I never what’d the right to fail I just had a fear that they would and it has come to the realization that my fear was real and it has happened. I did not want them to fail because their failure meant that this nation would face real problems that affect us all.

No one is buying any thing right now foreign hybrid or other wise. The reason is because they are all to busy keeping roofs over their heads and food on the table, the other reason is they are all afraid tomorrow they will not have a job. Fis that and people will buy cars again and even the ones from Detroit, they were even when gas was high, what has ground that to a halt is the snow balling financial crisis 8 years of a nincompoop for a president and his do what ever you want congress he dealt with for 6 years.

The auto industry needs to regroup , prove to the House and Senate that they have done this. Showing up in luxury jets will not cut it. They must take deep cuts at the top if they want Us taxpayers money.

Lee Iacocoa took a dollar salary, on time delivery for stock shipment , only when needed and no stockpiling. He also encourage people to buy American whenever they could.

Also they need to stop building in Mexico, Germany, Bejing, Canada. They are asking for taxpayers money but laying off workers in United States. Will the layoffs stop in US if they get the bailout money? Did they ask for bailout money from the other countries instead of America first. After all they laid off workers here instead of Mexico and the others.

I would go with the bailout for the sake of the workers and the people who are connected to the auto industry because it was not their fault. I would suggest shelling out a million for each plant they close out of the country permanently and bring the jobs back here. After all if they don't get the money they will go into bankruptcy anyway which will cause plant closing.

Bankruptcy will cause a problem because those who have a warranty on their vehicle will not be worth a wooden nickel. Something to think about on that end.

Ashton Kutcher had a great idea...saw him on the rerun of Bill Maher last night. He said let the oil companies bail out the car companies. Afterall, they were complicit in making the mess. How about taxing the excess profits of big oil and targeting that money to creating an auto industry with small, efficient DESIRABLE cars?

We are all being duped. The big 3 CEO's are big phonies.

In 1996 GM indroduced the EV1 and i guess in 2010 14 years later they plan on selling the Chevy VOLT electric hybrid like it's such a new thing.

Imagine where we would be today if the automakers continued building vehicles like the EV1. Gas prices have been high for years.There has been plenty of demand for this kind of car.
They could immediately start building an upgraded versions of the EV1 car right now if they wanted too.

One sad part of the entire situation is that the cars had a waiting list of 4,000 in one city, and yet GM said there was no demand. And even with the low battery technology they got 110mpc. With Nickel-Metal Hydride batteries they can get up to 320mpc. Imagine the demand if that was advertised and published. GM leased these produced EV-1's to many people, and all of them wanted to buy the car. GM did not give them the option of buying them; they simply said thank you for trying our car, goodbye.

All GM has to show for is the chevy VOLT in 2010. Overall that will not save them. They are done.

AT $35 to $40 k the Volt is not going to save GM. GM dropped the EV and brought the Hummer. And the same management wants a bailout using the $25 billion that was set aside to design fuel efficient cars. Dump big 3 management, they are living is some alternate reality.

After watching that sorry performance before Congress yesterday, does anyone here really have any confidence that these particular managers can lead their industry out of trouble? This seems to me to be a classic case of good money after bad. If you listen carefully to the President-elect, he's making sense. There has to be a vision of what lies beyond for these companies. A business plan that makes sense has to be in place. And it certainly should not include these bozos remaining in their positions.

There are and estimated 12,000 workers in the Auto Industry Job Bank watching TV and making 80% of their previous salaries to DO NOTHING. THe Big 3 and their affiliates are paying billions into this account to ensure UNION WORKERS do NOTHING all day long. Also, the UNION will not make concessions UNTIL their pension and medical 'trust fund' is fully funded at $50 Billion. The Big 3 have only $25 Billion in the account, so why do you think they need an additional $25 Billion? Too coincidental.........

It's gonna happen, the Chinese will buy one or all three of the auto companies. It's only a matter of time. They are holding most if not all our paper and they have $2 Trillion in currency reserve. If they coughed up $100 Billion for the auto companies, it wouldn't even make a dent in their pockets. Soon we will buying cars in Yen. Too reactionary? Well, we said the same thing when Chrysler was bought out by a German company.

I think a lot of people (me included) thought that the first bailout was targeted toward saving our bank deposits and our banking system. Of course, the crook Paulson was more interesting in saving, make that "REWARDING" his pals at the big banks and credit card companies by giving them the money to buy up smaller banks. Why couldn't the government have used the same money to buy up the smaller banks on behalf of the TAXPAYERS. Namely, US, the citizens of the USA? Or am I missing something essential here?

I feel sorry ONLY for the WORKERS of the Big 3 Auto Makers. As far as the management, SCREW THEM!
It is readily obvious that these POMPOUS, ARROGANT Butt Munches, think that they are invulnerable. They have never even tried to be innovative. I say unless we as Americans get signed contracts FORCING the Big 3 to produce FUEL EFFICIENT ( I mean 40-50 mpg hybrids & electric cars that are AFFORDABLE),
we let them go into Bankruptcy and restructure, or just go down, because they FAILED to compete.

I do not understand why folk see that those opposing this are seen as spiteful and insensitive. Read the stats folk, they are consuming jointly about 9Bn a month, so 25Bn buys them 3 months. You think they are going to mend their ways in 3 months?

This is not even a life-line, it is a life preserver with holes in it, they are going to sink.

I see folk blaming unions and other the CEO's but at the end of the day, they have seen this coming a long time - it is not like the Japaneses have only just landed in your back yard?

They have tried all sorts of incentive schemes here to keep the auto industry afloat and car sales keep falling. Bottom line, if you do not sell your product, stop making it.

To be in this predicament, they have been running at a loss for a long time already, no rocket science required.

Do you have UAW representatives on the board of directors? If so why did they not raise an alarm?

This industry requires restructuring/reinvention and 3 months is too short a time.

What so many of you are failing to note is the foreign auto makers are also having it hard the UK just passed a massive 90Billion bail out for Toyota in the Uk alone with other auto makers.

It isn't just the big 3 that are having troubles now and it really doesn’t matter who is manufacturing cars or what they are putting out right now no one is buying.

People are having to hard of time keeping a roof over their heads and food on the table to go out an buy a car. People are to worried tomorrow when they show up for work the doors are going to be locked and they are going to be out of jobs to be planning on buying the next hybrid or gas guzzling SUV.

Things are tough all over and if the big 3 go down they will take many with them. The loss of millions of middle class jobs will cause even tighter spending by those who will be left with jobs.

Yeah, like this is only a USA unique problem.

Jobs are being curtailed worldwide - everyone is suffering and just so the folk know, SA produces all the Merc C class for the RH market as do they the Toyota Corolla models.

Our labor is cheap by comparison and folk here are getting laid off as car sales are down, even the 2nd hand car folks are folding.

The fall out of this debacle is BIG and no one is immune - not even the USA.

The Big 3 have spent the last 3 years reorganizing. They have cut white collar wages by 40%, cut Union contracts to $14 per hour, elminated higher paying Union jobs through buyouts, reduced pension benefits by 25%. They have spent $18Billion in R&D for cars of the future.

Much of what you ask has already been done, they are asking for a LOAN to get them through the next 90 days, where most economist agree they will return to profitability.

This loan will be repaid with interest. We did this with Chrysler and the taxpayer made money.

Unbelievable! The Big 3 killed the electric car with the help of the Repub. party. So they could make their gas hogs. Another gamble of greedy thinking from the fat cats ,but once again the little guys-auto workers will be the ones to suffer for it. Bankruptcy will give them the okay to get rid of their workers so they can hire cheaper contract labor with no benefits as USAir did. Full-time jobs will become part-time jobs at a extremely lower pay rates & no bennys. As the top dogs get pay increases. Give the bail out with strings attached! The UAW is not the problem, it's the Co's being so damn top heavy! One less 400,000.+ a yr. paycheck can keep several labors in their jobs. USAir had 28 VP's at one time. Why? Didn't do much good as they caused them to go belly up! After their Union people helped them to save hundreds of thousands of dollars in operation cost only to get greedy with the savings and bone the union workers in the end!
