WASHINGTON — A Democratic Congress, unwilling or unable to approve a $25 billion bailout for Detroit's Big Three, appears ready to punt the automakers' fate to a lame-duck Republican president. Caught in the middle of a who-blinks-first standoff are legions of manufacturing firms and auto dealers _ and millions of Americans' jobs _ after Senate Democrats canceled a showdown vote that had been expected Thursday. President George W. Bush has "no appetite" to act on his own.

U.S. auto companies employ nearly a quarter-million workers, and more than 730,000 other people have jobs producing the materials and parts that go into cars. About 1 million on top of that work in dealerships nationwide. If just one of the auto giants were to go belly up, some estimates put U.S. job losses next year as high as 2.5 million.

"If GM is telling us the truth, they go into bankruptcy and you see a cascade like you have never seen," said Sen. George V. Voinovich, R-Ohio, who was working on one rescue plan Wednesday. "If people want to go home and not do anything, I think that they're going to have that on their hands."

The automakers _ hobbled by lackluster sales and choked credit _ are burning through money at an alarming and accelerating rate: about $18 billion in the last quarter alone. General Motors Corp. has said it could collapse within weeks, and there are indications that Chrysler LLC might not be far behind. Ford Motor Co. has said it could get through the end of 2008, but it's unclear how much longer.

For now, however, with the federal emergency loan plan stalled in the Senate, lawmakers in both parties are engaged in a high-stakes game of chicken, positioning themselves to blame each other for the failure.

Senate Majority Leader Harry Reid, D-Nev., scrapped plans Wednesday for a vote on a bill to carve $25 billion in new auto industry loans out of the $700 billion Wall Street rescue fund.

It's really up to Bush's team to act, he said.

"I don't believe we need the legislation," Reid said. Treasury Secretary Henry Paulson can tap the financial industry bailout money to help auto companies, Reid said, but "he just doesn't want to do it."

Not our responsibility, countered the White House.

"If Congress leaves for a two-month vacation without having addressed this important issue ... then the Congress will bear responsibility for anything that happens in the next couple of months during their long vacation," said Dana Perino, the White House press secretary.

She said there was "no appetite" in the administration for using the financial industry bailout money to help auto companies.

The White House and congressional Republicans instead called on Democrats to sign on to a GOP plan to divert a $25 billion loan program created by Congress in September _ designed to help the companies develop more fuel-efficient vehicles _ to meet the auto giants' immediate financial needs.

Voinovich and Sen. Kit Bond, R-Mo., along with Democratic Sen. Carl Levin of Michigan, were at work on that measure Wednesday, trying to placate skeptical Democrats by including a guarantee that the fuel-efficiency loan fund would ultimately be replenished.

"It is the only proposal now being considered that has a chance of actually becoming law," said Republican leader Mitch McConnell of Kentucky.

If an acceptable deal emerges, Reid said it could be passed as part of a measure to extend jobless aid to unemployed workers whose benefits have run out. A vote on that bill is likely on Thursday. Negotiators were discussing a scaled-down aid package of $5 billion to $8 billion to help the automakers survive through year's end.

But there was little sign that Democratic leaders would go along.

"We have to face reality," Reid said.

They are vehemently opposed to letting the car companies tap the fuel-efficiency money _ set aside to help switch to vehicles that burn less gasoline _ for short-term cash-flow needs.

All of which leaves the Big Three bracing for a bleak winter without government help.

GM CEO Rick Wagoner told a House committee Wednesday that the downfall of his industry would ripple through communities around the nation. Pressed by lawmakers, Wagoner wouldn't say precisely when GM would run out of money without a government lifeline, but he disclosed that the company now was burning through $5 billion a month.

Still, with the $25 billion emergency package, "we think we have a good shot to make it through this," Wagoner said.

Many lawmakers in both parties are now openly discussing whether bankruptcy might be a better option for auto firms they regard as lumbering industrial dinosaurs that have done too little to adjust their products and work forces for the 21st century.

The carmakers argue that bankruptcy would devastate their companies, but proponents say it would give them a chance to reorganize and emerge stronger and more competitive.

It's unclear, though, whether Democrats controlling Congress are willing to risk being blamed for letting one of the Big Three _ symbols of the nation's once-mighty manufacturing sector _ go under.

Bailout-shy lawmakers got an earful from jittery constituents last month when the House let an early version of the Wall Street rescue fail, sending the Dow Jones industrials tumbling and erasing more than a trillion dollars in retirement savings and other investments. Congress took a deep breath and reconsidered, passing the plan a few days later.

Faced with a similar collapse in the auto industry, the Bush administration might yet decide to step in to help the auto companies, or the Federal Reserve could step in _ though both have steadfastly refused to do so.

If not, lawmakers have left themselves a contingency plan: Come back to Washington in December for yet another postelection session where they might be able to strike the deal that now seems beyond reach.

Democratic leaders are planning to gather for an economic conference the week of Dec. 8, noted House Majority Leader Steny H. Hoyer, D-Md.

"That is available," Hoyer said this week. "The year has not ended."

We cannot afford to allow the auto industry to file Chapter 11: Just as it was necessary to prevent AIG and Bear Stearns from collapse, it is just a critical to save the American auto industry --- GM, Ford and Chrysler. If we don't save them, we'll be in an economic hole for years to come.

The real rationale for letting the auto industry go belly-up? Chapter 11 will mean the loss of blue collar union contracts for pension and health; large numbers will lose their jobs --- auto workers, suppliers, etc.

Those shouting to "let them go" desire to bust labor unions and more mendaciously, would like to tie the hands of the Obama administration to such an extent, that Obama will be hampered from seeking his vision for a better America during his first term; the new administration's energies will be spent on putting out fires.

The silent mantra has been: Save white collar Wall Street! Let blue collar Michigan and Ohio go down the tubes! Get it?

How many family members (Aunts, Uncles, grandparents,or greatgrandparents are relying on auto industry health care and pensions? 20? 15? 10? None. Alas, the DEMS are bent on taking over the Auto Industry. Rep Barney Frank stated on NPR that $25 billion is just the beginning. He's looking at $100 Bil or more. It WILL happen after NObama takes office. This INVESTMENT in Detroit will bring a steep price, Congressman designing and building cars. The question isn't will anyone buy a car from a bankrupt company, but who will buy one from your Congressman????

Anyone!!! in this day and age who does not negotiate their severence package at the time they accept a job is a fool. That method of hire is no longer just regulated to the top brass in any company. "Yeah, I'll accept the position but if for some reason and we have plenty to go by, my position needs to be eliminated, I want 3 months severence".

Yeah, scoop the Obama/Clinton meeting, shout it 24/7 for days on end ... and then blame the Clinton's for all the drama - that makes a lot of sense. Obama could have made a secure phone call to Hillary weeks ago, even before the election, and told her he was considering her for SoS and did she want to discuss it further or decline after talking with Bill. Obama could have said that Bill would need a thorough vetting and was he willing to do that. Obama could have asked if she would commit to supporting his policies 100%. Did she have any concerns that she wanted him to address? The call could have lasted less than 30 minutes to cover any issues.

But, NO. They had to have a meeting in Chicago and allow the media to speculate for many days with no real certainty about what they were saying. "No drama, Obama". Are you kidding? With the 'fierce urgency of now' he's allowed for days of silly speculation with no result yet. Is this how his administration is going to operate? It fits the description of a daytime soap opera where there is the anticipation of something that's going to happen in today's episode but nothing ever really happens but tune in tomorrow where the same anticipation and lack of result will occur again and again. But, maybe, on Friday, something will actually complete an issue but no, you have to wait till Monday. And so on. .

He is the leader of the Democratic Party now but where is the leadership? It seems to be 'hands off' till January 20 then look out.

Washington needs to stay out of the auto industry. Let them fail and restructure. The Big 3 may become the Big ONE, but it will save some jobs and probably produce a better product. Saving the financial system from collapse is NOT the same as saving Blue Collar jobs and pension plans. The banking system is like a utility and is needed by all, Detroit Autos are NOT the same......­.........L­et them eat cake, I say.......­..

Of course. Save the Wall street white collar fat cats who own 10 months and live on a measly $20,000 per month. But the blue collar folks? Fuckem! 3 millions jobs? Drop in the bucket. Let them flip burgers, live in cardboard boxes and eat Ramen noodles.

BTW - Toyota, Honda etc. share 70% of the same suppliers as the Big 3, if they fail so will the suppliers. Parts will be in short supply, so the Japanese car companies will justify a SIGNIFICANT price hike in all their cars.

Elminiate the competition, raise the prices, whose gonna complain? What can you do? They will be the only game left in town.

While I have been disgusted with the overly generous compensation packages and bonuses and golden parachutes that the CEOs of corporations have negotiated for themselves, I can't help but notice how Americans cheer and applaud the high salaries of movie stars who make $20 million for 3 months work, or professional athletes and their huge contracts and admire the wealth of Oprah. Look, if Oprah closed shop tomorrow, it wouldn't cause much harm to the economy but we blast CEOs who have huge responsibility for corporations with thousands of employees and have no problem when they go under. I would rather entertainers and other non essential occupations do with less compensation than those occupations that matter such as doctors, teachers, health care workers, construction workers and others who we really need to run a society and who have to fight for the scraps of money left over after Americans spend money on fun, liquor and cigarettes and other non essentials. People who fork over $5 for a cup of Starbuck's resent paying $5 co-payment to see a doctor. Yet, blame is always put on politicians and business people and the unwise practices of the consumer are never addressed. Things will get much worse before they improve if at all.

Today, if you were look to your left shortly after take-off from Honolulu International Airport aboard a United, American, Northwest, Hawaiian, JAL, Canadian, China or Korean, etc., etc. just to name a few) latest/newly manufactured jet airliner..­. (all nuts, bolts and in-flight magazines provided by the people who continue to provided their services) to the U.S. Mainland it is possible, to this day, you would notice a brightly blue in color lighting displaying a (familiar to some) logo high atop a building below displaying the words "Pan Am" Building. See what happened when the country (powers that be) told Pam Am "You are on your own"? Other American entrepreneurs got a chance to be entrepreneurs. Today, the powers that be, have chosen to eliminate the entrepreneur. Like elected government officials who want to change the rules... like term limits for instance. America has got to get back to "people"..­. paying the consequences for their actions. The days of just saying, "I’m sorry" or "I apologize" or "It won't happen again"... and not suffer for what has become... business as usual ruthless greed... aren't over... But, should be. Just because a... vendor... is "open for business" doesn't mean you are buying... from them. Does it? Think I would "look around" for a better buy...

Those CEOs need to be axed, for sure. New management needs to be brought in. But too many workers in the auto industry and those associated with the industry would be devastated if Congress doesn't appropriate some of the 700 bill. to the auto industry.

Just as when Paulson rode into Washington with panic and fear that the "sky is falling, the sky is falling if we don't bail out Wall Street ASAP!!" Another round of "shock and awe" by the administration. When will we ever learn?? In February of this year, Bush had already gotten the low-down that the financial district was gonna be hurting big time and hence, WHY??!!! do you think we were given that stimulous package, that TEASE is what I call it?? Lull us into ANOTHER FALSE scam and then when the truth be told, we will be drunk on our stimulous checks and maybe we won't notice that Bush is sticking it to us again. Does anyone honestly think NOW that the financial collaspe scam wasn't planned before Bush left office? He took care of his own. Paulson was his shill and he performed his job well. Bush ET AL must still be sitting back and asking themselves: "they really fell for it again. Geez, I didnt' think we had a chance. I mean how gullable is the American public? Obviously, lot's." Hahahahaha

Your drive to punish a hand full of jerks will only end in destroying million of families, non of which have ever set foot on a private jet and will cause a massive backlash that will ripple through our economy destroying millions more families. People have no idea how many jobs are truly tied to the auto industry the news says 3 million and I've heard up to 5 million, the truth is it will be many more than the high number if these jobs are lost.

We are on the brink of the next Great Depression and all you guys can think of is getting some insignificant pay back for how Bush and his crooks have allowed their bank buddies to rip us off. IF these companies fail those CEOs you are so eager to punish are going to still be rich and will lose nothing but a high paying job, the middle class workers who work at their companies and all the companies tied to them and the other businesses who rely on those pay checks from those workers will take the hardest hit and all those workers will lose everything. How you seek to punish these guys will miss the mark and fall on the heads of million upon millions of middle class workers.

Economists, analysts and some politicians love to categorize. Makes for a neat spread-sheet and a certain uniformity. So that corporations can gleefully report to Wall Street a quarter over quarter 2-3% increases.

The problem with this article is that the politicians were jittery about ignoring the the public will, which
in fact was against the financial bailout...­not FOR it.Septemb­er 29th,2008,was the only day in this
seniors life as a citizen of this country to have witnessed government actually work.
The overwhelming response to the "bailout" was no.What a small hooray for the taxpaying American.
After throwing another 150 billion dollar lipstick on the newest pig,"bailout",the congress went back to its' stye.From 700 billion to 850 billion.An­d they still don't know what for!
The sky is falling..t­he sky is falling!..­.Just like the rush to war with Iraq..
These people must take a 'stupid' pill after getting to d.c.Almost immediately ,they stop being a representative of the citizenry who elected them,and imagine themselves to have been elected to the house of "leaders".

Quite a price to pay just to 'Get' a few executives . Auto workers live in your neighborhood . If not the workers themselves then suppliers ,dealers and their employees. Do you think the dealers will stay open with nothing to sell ? Will they contribute to the community when they are out of business ?

The LOW range estimate is 2 million jobs and 100 Billion dollars lost . That will cost YOU , the taxpayer . How ? (a sample) : Increased welfare payments ,aid to dependent children, uninsured medical cost , Home foreclosures and neighborhood blight . Reduced Federal and local Tax receipts ,university tuition income, Retired auto worker pensions made a Federal responsibility ,etc .

Would you buy a car --possibly financed over four years -- from a company that may not last 4 months ? Do you actually think that the GM, Ford or Chrysler product-- that you currently own -- will not drop in value even faster when the Maker no longer exists or looks doubtful ?

A 25 billion dollar loan No , but a 100 billion dollar NEGATIVE Simulus package YES ?
Some here seem remarkably smug as they revel in their own self-satisfaction. What will you expect when the collector/evictor has your address on his clipboard ?
I notice that Barack Obama is choosing to be smart rather than loud and tough. Which are you ?
